About this file

This document is a Statement of Work (SOW) for a fire alarm system repair and replacement project at two Veterans Affairs (VA) medical campuses in Arkansas. The project involves replacing the existing Edwards fire alarm system with an EST-4 programmable Fire Alarm Control Panel (FACP) across all buildings at the Eugene J. Towbin (EJT) Healthcare Center and John L. McClellan (JLM) Memorial Veterans Hospital. Key requirements include separating the security system from the fire alarm system, installing smoke detectors in control panel rooms, and completing work with minimal disruption to the fully operational hospital environment.

The project is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a contract value between $2-5 million under NAICS code 236220. The performance period is 365 calendar days from the Notice to Proceed, with the solicitation number 36C25625R0055. Contractors must comply with strict VA security protocols, obtain necessary permits, maintain infection control standards, and provide comprehensive documentation including as-built drawings, maintenance manuals, and system testing reports. The project emphasizes careful coordination, safety compliance, and minimal interruption to hospital operations during the fire alarm system upgrade.
