About this file

This document is a Request for Information (RFI) response for Federal Contract Opportunity 36C25625R0055, addressing fire alarm and intrusion detection system upgrades for the Central Arkansas Veterans Healthcare System (CAVHS) at two campuses in Arkansas. The RFI contains 14 technical clarification questions and responses regarding the replacement of existing EST-3 fire alarm systems with EST-4 panels, including details about network configurations, device replacements, emergency alert systems, and programming certifications. Key responses include: all existing EST-4 panels will be replaced, factory programming certification will be provided for eight VA Electronic Technologies employees for both fire alarm and intrusion detection systems, the current emergency alert system must remain operational, and the new DMP intrusion detection system will require a separate fiber network from the fire alarm system. The project involves comprehensive system upgrades with specific requirements for maintaining existing communication and alert functionalities across the North Little Rock (NLR) and John L. McClellan (JLM) campuses.

Additional RFIs and Responses to RFP 36C25625R0055

598-22-1235 Repair/Replace Fire Alarm Systems-NLR/JLM

1. EST-4 was designed to take over existing EST-3 footprint and install new modules in existing rail slots. This would decrease panel down times and decrease costs for conduit, repairs, and limited space locations. Would using this architecture be acceptable instead of installing a separate panel next to existing?

RESPONSE: No.

2. Existing EST-4 panels are installed on NLR Campus and are still under warranty. Are they to be replaced or connected to the new EST-4 upgraded network loop?

RESPONSE: Yes. These panels are also to be replaced.

3. Construction package does not address factory programming certification for (2) VA employees.

Current VA electronic shop has factory certified personnel. Are costs for (2) VA staff to be included in bid package?

RESPONSE (Fire Alarm): Factory programming certification for eight (8) VA Electronic Technologies employees for the purpose of full maintenance, operation, modification, and programming of the CAVHS fire alarm system. Bid package to include factory programming certification for (8) eight VA employees for both Fire Alarm System and Intrusion Detection System.

RESPONSE (Intrusion Detection System): Factory programming certification for eight (8) VA Electronic Technologies employees for the purpose of full maintenance, operation, modification, and programming of the CAVHS intrusion detection security system. Bid package to include factory programming certification for (8) eight VA employees for both Fire Alarm System and Intrusion Detection System.

4. Current Edwards Synergy IDS system is linked and installed within the existing EST-3 fire alarm fiber network and reports to VA Police both NLR and JLM. Is this to remain the same?

RESPONSE: Yes.

5. IDS scope of work does not provide part numbers for panels, keypads, door contacts, panics, and motion detectors. Please provide part numbers.

RESPONSE: This is a performance-based project. Submit proposed equipment in accordance with contract documents.

6. IDS scope of work calls for workstations to report security alerts. What software is required for IDS system. DMP virtual receiver or may virtual keypad?

RESPONSE: Virtual keyboard.

7. Fire alarm scope of work says to add EST fire alarm controls computers with operating systems and fireworks software for all (7) computer systems. Are these computers to be U.L. listed machines with active controls as the current software is licensed?

RESPONSE: Yes, in accordance with 28 31 00, 2.1.A.

8. Scope of work does not address current EST-3 network emergency alert announcements (8) custom messages used by police department to alert both campuses simultaneously of emergencies. Please advise how this is to be addressed?

RESPONSE: The emergency alert system must remain operational at all times. Coordinate downtime with COR and provide notification for approval to the COR with the proposed downtimes a minimum of 14 days prior to downtime.

9. Both VA campuses fire alarm networks are on a private fiber network and there are no spare fiber strands. Will the new EST-4 system reuse the existing fiber network for Class "A" communication?

RESPONSE: Reuse existing.

10. Fire Alarm section 2.8.7 says to provide combo smoke and CO detector in each patient bedroom as specified here and / or shown on drawings?

RESPONSE: This is correct where applicable.

11. Current alarm annunciation at NLR sends a zoned voice message to fire house. Is this to stay in place at all times?

RESPONSE: Yes. If downtime is needed, coordinate downtime with COR and provide notification for approval to the COR with the proposed downtime date a minimum of 14 days prior to the downtime.

12. Some existing EST-3 panels have IDC/8 conventional zone devices attached to them. Are the field initiating devices to remain in place or new addressable devices installed?

RESPONSE: Remain in place.

13. Fire alarm devices are shown on drawings that do not match legend symbols. Are these devices to be replaced or installed?

RESPONSE: Disregard devices shown that are not on the legend and are not associated with the panel replacement.

14. EST-3 Synergy IDS system is currently on fire alarm network. Will DMP IDS need to be on a separate fiber network?

RESPONSE: Yes.
