50. Spec section 23 21 11 and reference detail 7 on plan page M-501. In the spec section paragraph 3.6 Expansion and Flexibility it states that the design includes provisions for piping expansion. I can find only detail 7 that makes any reference to expansion. No piping on the floor plans shows this. 3.6 also notes any major deviation will be shown by submittal and stress calculations and the contractor will provide any necessary additional construction and materials to limit stress to safe values. This is an engineering design issue. Are we providing the engineering necessary to design the expansion and contraction systems required to prevent stress in the steam piping systems? Are we to provide engineering for an engineered project like a design build?

Pipe expansion specialties are not required. Provide a pipe anchor on the 10” MPS at column line 19 to resist a 6,300 lb. force. See revised drawing M-103 attached.

51. 51. Spec Section 23 21 13 Paragraph 2.12, H notes to provide pipe guides. None are shown on the plans other than in Detail 7 plan page M-501. Are expansion and contraction measures required for the chilled water systems? Are expansion and contraction measures required for heating water systems? Typically, we only see these provisions in steam systems and no expansion methods are shown on the plans. Is this another situation where the contractor is responsible for design build of the expansion and contraction in the chilled and/or heating water systems? If so, please clarify if this is required in both the chilled water and heating water piping systems.

Chilled and heating water do not need pipe guides.

52. Specification section 23 21 11 and 23 22 13 both specify valves, steam traps, misc.

components and design of expansion/contraction for the steam system. Which section should we use for this project?

1-PRV-1 and 1-PRV-2 drip traps are shown on M-502, Detail 1 and connect to the existing Condensate return piping serving the existing PRV station at the same location. Drip traps are added to steam piping at heat exchangers per revised drawing M-103, Note 13. Drip traps are required at all elevation changes.

59. The pipe sizing shown in detail 1 on plan page M-502. Is this the correct size of the piping serving both heat exchangers, 1-HX-1 and 1-HX-2. 8” steam into the 1/3 and 2/3 station and 10” steam out to those two HX? This pipe size is not shown on the floor plan. Detail 4 on M103 shows 12” MPS going into the HX. Please clarify all the pipe sizes so we can provide proper pricing to the VA.

Pipe sizes have been added and revised on the plans, sections and details.

60. Detail 9. Plan page M-501. Can this piping be sized? The piping into and out of the HX seems to be sized on the floor plan but the bypass lines and misc. other piping is not sized.

Pipe sizes have been added and revised on the plans, sections and details.

61. M-107. Please provide a location for the connection point of the condensate return piping from 1-HX-3. Can you provide a piping detail for this single 1-HX-3 as you have provided for the double HXs, 1-HX-1 and 1-HX-2?

62. M-101, Detail 8 plan page M-501. The pipe sizes shown on the floor plan do not match the pipe sizes shown in this detail. Please clarify the size of the new pipe we are to run to the flash tank.

Use the flash tank pipe sizes on the M-501, detail 8 for bidding purposes. Verify actual pipe sizes in the field.

63. No steam trap is sized for the flash tank. M-101 and M-501 detail 8. The details show the traps, but sizing must be available for the trap serving the tank and also the drip trap in order for us to properly price and install a correct product. Manufacturers of the equipment will not typically size steam traps. Please provide the proper steam trap sizing information.

The new flash tank is connected to the existing piping. No new traps are anticipated.

See revised M-501, Detail 8 Flash Tank Detail showing connections to existing piping.

64. If a manufacturer does provide a steam trap for any piece of equipment it will not be steel body which is called for in the VA spec. Will the trap the manufacture provides be acceptable or will a steel trap be required? If steel traps are required, please provide sizing information on all steam traps serving equipment and all drip traps required.

Steel traps are specified and expected. See updated Steam trap Schedule as attached.

65. 1-PRV-2 is noted on the schedule shown on M-601. The item does not appear on the floor plan. Where is it located, and can you provide piping information?

To prevent adding an unnecessary cost burden to the contract, can the contractor take the photos and eliminate the need for a professional photographer?

Yes, the pictures must be a color image, be clear, with proper lighting and effectively exhibit the subject areas.

110. Specification 01 00 00, Section 1.17, Subsections A, A, B & C (page 26 of 822 of the Project Specifications) go into detail about the availability, use, and metering of utility services. The VA does not typically charge the contractor for any utilities or require metering to be installed. This work will be in multiple locations and make this requirement costly and logistically difficult. Does the VA intend to exercise this contract clause during the execution of this project?

111. Specification 01 00 00, Section 1.15, Subsections A & B (page 25 of 822 of the Project Specifications) state “Contractor will not be allowed the use of existing elevators. Outside type hoists shall be used by Contractor for transporting materials and equipment. Use of existing elevators for handling building materials and Contractor’s personnel will be subject to the following: ...”. It is not common for the VA to hold the contractor responsible for elevator upkeep and maintenance during the execution of a construction contract. Both facilities have other on-going projects where the elevators are utilized by other contractors, facility employees, and maintenance staff. Does the VA intend on exercising this clause during the execution of this contract?

Elevators Can Be Used with Authorization from the COR.

112. Specification 01 00 00, Section 1.15.A states “Contractor will not be allowed the use of existing elevators. Outside type hoist shall be used by Contractor for transporting materials and equipment.” This contradicts Section 1.15.B allowing use of elevators subject to specific conditions. Also, it is not common for the VA to require construction items to be moved into place from the exterior of the building. Will the VA publish an Amendment with revised Specifications to remove Paragraph 1.15.A which does not allow the use of existing elevators?

See response to Q111 above.

113. Will the VA allow the use of service elevators including but not limited to Nos.S-1 through S-5 in Building 1 at JLM?

See response to Q111 above.

114. Please refer to section 01 32 16.15 – Project Schedules, Section 1.11B. Does this section imply the cost associated with preparing and/or changing the schedule?

Paragraph 1.11B is referring to the revisions to the project schedule will be made at no additional cost to the VA. The cost of the remedial actions listed in paragraph 1.11A will be based on the situation at hand and discussed with the contractor before the CO gives any directive.

115. Sheet E-101, keynote 1 lists 1-1/2” conduit for (3)-#6 and (1)-#8. Will it be acceptable to size the conduit for 1”?
