About this file
This document contains Questions and Answers (RFIs) for a roof renovation project at the Jackson VA Medical Center, specifically for a warehouse and mental health modular building. The document addresses 21 technical and procurement questions regarding roofing specifications, materials, and bidding requirements.
Key technical specifications clarified include: use of rigid-roof insulation cover board with high-density polyisocyanurate foam core, 24-gauge galvanized Kynar coated metal for roof flashing and trim, inclusion of metal conductor heads and downspouts for the modular building, and acceptance of retrofit roof drains. The document confirms there are no special badging requirements as work is exterior-only, clarifies that specialty trades classification applies, and establishes that technical evaluation will be conducted on a pass/fail basis rather than points system. The file also addresses confusion about past performance evaluation, confirming that neutral past performance ratings will not eliminate an offeror from consideration.

21. With respect to Source Selection the solicitation language conflicts itself. On page 12 of 64, "Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors." and "Award will be made to the responsible, lowest price technically acceptable offeror that meets or exceeds the acceptability standards for all non-cost factors." Contrarily page 14 of 64 states, "Performance history, while rated "Neutral" in Past Performance, may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful offer when compared to the proposal of other offerors." 'Most advantageous' should not be a past performance factor and cause for rejection. First, because non-cost factors are either Acceptable or Non-Acceptable and more or less advantageous should not be considered. Secondly, if No Past Performance equals a Neutral rating, the current solicitation language violates FAR 15.305(a)(2)(iv), a neutral evaluation is not to be treated favorably or unfavorably on past performance and thus cannot be eliminated from award if their price is lowest. Please clarify the solicitation language by removing the conflicting language on past performance.
A neutral past performance rating will not eliminate an offeror. Most advantageous is not an evaluation factor.
