BASIS FOR CONTRACT AWARD: All proposals submitted on time and in accordance with provision 52.215-1 will be evaluated for the conformance to all requirements of this solicitation.
Any proposal that fails to conform to the requirements of this solicitation may be rejected as nonresponsive.
SOURCE SELECTION USING THE LOWEST PRICE TECHNICALLY ACCEPTABLE
http://www.sam.gov/portal/public/SAM/
PROCESS (LPTA): This is a competitive Request for Proposal (RFP) that represents the best value to the Government conducted under FAR Part 15, Lowest Price Technically Acceptable (LPTA) source selection process. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.
The Government intends to evaluate proposals and award a contract without discussions.
Therefore, the offeror’s initial proposal shall contain the offeror’s best terms from a price and technical standpoint. Offerors are cautioned to submit sufficient information and in the format specified in the instructions to offerors section of this solicitation. Communication conducted to resolve minor or clerical errors would not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for proposal revisions. There will be no public bid opening.
Award will be made to the responsible, lowest price technically acceptable offeror that meets or exceeds the acceptability standards for all non-cost factors. Lowest price offer will be determined by the Government by comparison method of all offers received. A single award will be made as described in the Price Offer Schedule that is most advantageous to the Government.
PRICE EVALUATION:
Price proposals will be evaluated and ranked according to price, from lowest to highest. Price will be evaluated to ensure price reasonableness. The Government may use various price analysis techniques and procedures to make a price reasonableness determination. Note:
Offers that are not technically acceptable cannot be selected, regardless of price. Offerors submitting price proposals in response to this solicitation do so with the complete and full understanding that the Government reserves the right to publicly announce the total contract award amount.

SUBFACTORS:
1a. Provide the following information for each contract/project submitted for evaluation:
a. Company Name/Address Phone number/Email Address
b. Project Title
c. Contracting Office/Government Agency
d. Contract Number
e. Total Contract Amount
f. Period of Performance
g. Contracting Officer (CO) name, Phone Number and Email
h. Contracting Officer’s Representative (COR) Name, Phone number, and email address
i. Brief Description of the Project Requirements and number of personnel assigned to the project.
1b. Key Project Personnel Construction Experience: provide the names of the general contractor’s proposed project Site Superintendent, Project Manager and Competent Person for Safety with a description of the individuals' experience to include, at a minimum, (1) completed roof system replacement project of similar size, scope, and complexity within the last five (5) years, from the date this solicitation was issued. The list of projects for each individual must include dates and the individual’s role in the project. Key Personnel shall have a minimum of 5
(5) years of experience managing or supervising projects of similar size and scope. If the person listed as proposed superintendent is not a current employee of the offeror but intends to become one upon award of the contract, OFFEROR SHALL SUBMIT A COPY OF A
COMMITMENT LETTER FROM THAT PERSON AS A PART OF THE TECHNICAL
PROPOSAL to verify offeror will be hiring him/her and he/she intends to accept the position.
1c. Subcontractor Experience: Contractor shall provide a list of subcontractors who will perform work on this project. All subcontractors must have at least 3 years’ experience in their trade. The offerors’ list of subcontractors must address this experience and have enough information to satisfy all requirements for this subfactor.
Factor 2 — Past Performance:
The Government may evaluate Past Performance information through the use of Exhibit A; use data independently obtained from other Government or commercial sources, including, but not limited to, Government databases; and/or rely upon personal business experience with the offeror. The evaluation may take into account Past Performance information regarding predecessor companies, key personnel who have relevant experience, and/or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition. Past Performance information on contracts not listed by the offeror, or that of planned subcontractors, may also be evaluated. The Government may contact references and contact parties other than those identified by the offeror, and information received may be used in the evaluation of the offeror's Past Performance. While the Government may elect to consider data obtained from other sources, the burden of providing current accurate and complete Past Performance information rests with the offeror. The Government reserves the right to obtain and evaluate Past Performance information from any source it deems appropriate.
Offerors without a record of relevant past performance will be assigned a neutral rating in accordance with FAR l5.305(a)(2)(iv). However, the proposal of an offeror with no relevant Past
Performance history, while rated "Neutral" in Past Performance, may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful offer when compared to the proposal of other offerors.
In accordance with FAR 15.306(a)(2), if award will be made without conducting discussions, an offeror may be given the opportunity to clarify certain aspects of their proposal (i.e. the relevance of an offeror's past performance information) as related to this acquisition, address adverse past performance information to which the offeror has not previously had an opportunity to respond or to resolve minor clerical errors.
Factor 3 — Performance Schedule:
In order to meet the acceptability standard for this factor, offers shall include the general contractor’s project schedule for this solicitation’s proposed project to showcase, at a minimum, completing the project within the mandatory time-frame of 150 calendar days.
