| 36C25624Q0417 001 | 1 | You mention the 1449 form for the solicitation, but I do not see it in the documents. Does this need to be filled out for you? | The SF1449 is the very first page of the RFQ. The document number is in the bottom right corner as STANDARD FORM 1449. Yes, it needs to be filled out as instructed in solicitation Section E.2 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES. | |
| 36C25624Q0417 001 | 2 | On the pricing sheet you have a CLIN for ODC and I'm not certain what you are looking for here. To give you an accurate quote I would need to know what corrective maintenance needs to be done, along with the materials necessary. Do you need a price for this when I submit the RFQ, or is this just for your side so that you have the money allocated for corrective maintenance based on recommendations during the annuals? We have worked with other government agencies before, the way we have established corrective maintenance purses is through prior year analysis of corrective maintenance call-outs averaged. I can provide you with our rate sheet, so you can understand what our pricing will look like for emergency calls, and scheduled corrective maintenance. | All CLINs ending in 002 have been corrected to $0.00. The amount for these CLINs are $0.00 because they are not funded up front. These CLINs are to be used post award on an as needed basis only. See corrected pricing via Attachment 3 Price Schedule Excel Sheet Revision 1. | |
| 36C25624Q0417 002 | 1 | Is this project Tax Exempt? | All local, state and federal taxes apply. This solicitation contains clause 52.212-4 Contract Terms and Conditions - Commercial Products and Commercial Services. See 52.212-4(k) Taxes, which states “The contract price includes all applicable Federal, State, and local taxes and duties.” There is no blanket federal contractor exemption from taxes. The government cannot advise the contractor on anything tax related, contractors should seek their own legal counsel/advice to navigate taxes as tax requirements differ per state. That being said, prior to submitting a quotation or proposal, federal contractors should do their homework and learn whether the contract they are bidding on will be subject to applicable state taxes. Failure to do so could leave the contractor responsible for taxes not included within the contractor’s proposed pricing–and the government won’t be liable for the contractor’s mistake. The additional references below are includes for informational purposes only. |
-FAR Subpart 29.3 - State and Local Taxes, specifically FAR 29.303(b) -ASBCA Case# No. 61066 (2017).
36C25624Q0417 002 2 Do we have information on what the transmitters are/specced? Just need to confirm so we can have the right instrumentation to calibrate these. We should just need copies for the flow/diff curves to validate. DA and Surge tank water level transmitters: (Typical) Siemens Sitrans P320 Boiler Water level transmitters: (Typical) Siemens Sitrans P DS III Steam flow transmitters: (Typical) Invensys 1DB10-T22B21P-M1L1
| 36C25624Q0417 002 | 3 | Is it possible for the first safety inspection for 2024 be conducted in April and then every month of March thereafter? It would be a pretty quick turnaround in regards to scheduling. | Yes. The first inspection may be performed in April 2024 and every March there after. |
| 36C25624Q0417 003 | 1 | We wanted to follow up to see if the VA would let us remove these transmitters and calibrate in our lab or if they will make us do it onsite. | The station can not have a boiler offline waiting on the vendor to calibrate off site. |
