36C25624Q0417 00011You mention the 1449 form for the solicitation, but I do not see it in the documents. Does this need to be filled out for you?The SF1449 is the very first page of the RFQ. The document number is in the bottom right corner as STANDARD FORM 1449. Yes, it needs to be filled out as instructed in solicitation Section E.2 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES.
36C25624Q0417 00012On the pricing sheet you have a CLIN for ODC and I'm not certain what you are looking for here. To give you an accurate quote I would need to know what corrective maintenance needs to be done, along with the materials necessary. Do you need a price for this when I submit the RFQ, or is this just for your side so that you have the money allocated for corrective maintenance based on recommendations during the annuals? We have worked with other government agencies before, the way we have established corrective maintenance purses is through prior year analysis of corrective maintenance call-outs averaged. I can provide you with our rate sheet, so you can understand what our pricing will look like for emergency calls, and scheduled corrective maintenance. All CLINs ending in 002 have been corrected to $0.00. The amount for these CLINs are $0.00 because they are not funded up front. These CLINs are to be used post award on an as needed basis only. See corrected pricing via Attachment 3 Price Schedule Excel Sheet Revision 1.
36C25624Q0417 00021Is this project Tax Exempt? All local, state and federal taxes apply. This solicitation contains clause 52.212-4 Contract Terms and Conditions - Commercial Products and Commercial Services. See 52.212-4(k) Taxes, which states “The contract price includes all applicable Federal, State, and local taxes and duties.” There is no blanket federal contractor exemption from taxes. The government cannot advise the contractor on anything tax related, contractors should seek their own legal counsel/advice to navigate taxes as tax requirements differ per state. That being said, prior to submitting a quotation or proposal, federal contractors should do their homework and learn whether the contract they are bidding on will be subject to applicable state taxes. Failure to do so could leave the contractor responsible for taxes not included within the contractor’s proposed pricing–and the government won’t be liable for the contractor’s mistake. The additional references below are includes for informational purposes only.

-FAR Subpart 29.3 - State and Local Taxes, specifically FAR 29.303(b) -ASBCA Case# No. 61066 (2017).

36C25624Q0417 0002 2 Do we have information on what the transmitters are/specced? Just need to confirm so we can have the right instrumentation to calibrate these. We should just need copies for the flow/diff curves to validate. DA and Surge tank water level transmitters: (Typical) Siemens Sitrans P320 Boiler Water level transmitters: (Typical) Siemens Sitrans P DS III Steam flow transmitters: (Typical) Invensys 1DB10-T22B21P-M1L1

36C25624Q0417 00023Is it possible for the first safety inspection for 2024 be conducted in April and then every month of March thereafter? It would be a pretty quick turnaround in regards to scheduling.Yes. The first inspection may be performed in April 2024 and every March there after.
36C25624Q0417 00031We wanted to follow up to see if the VA would let us remove these transmitters and calibrate in our lab or if they will make us do it onsite. The station can not have a boiler offline waiting on the vendor to calibrate off site.
36C25624Q0417 00041Are there “repairs” included in this contract as suggested in the “repair services” portion of the title, but not outlined in the SOW?Repairs will be limited to what is found by the contractor during the inspection. Repairs are not quaranteed to be awarded to the contractor. Contract mod will depend if the COR and Contracting Officer determine that the contractors quote if fair and reasonable.
36C25624Q0417 00042Is the safety device testing and tuning to occur 2 x per year as mandated by VHA 1810 or only annually as title suggests?Only an annual inspection is contracted. The second inspection is performed by VHSO staff.
36C25624Q0417 00043Are National board internal inspections to be covered under this contract? If so, does the site open/close the boiler and provide gaskets?National board internal inspections are not included in the contract.
36C25624Q0417 00044Is the 6-year NDT testing on DA tank covered under this contract? If so, in which year of contract? Also, does the site open/close the tank and provide gaskets?6-year NDT testing is not included in this contract. Contractor performs all work required for Safety inspections.
36C25624Q0417 00045Are all boilers currently able to run to 100% on both fuel sources?Yes.
36C25624Q0417 00046Does the site possess the admin level codes required to make adjustments for tuning?Yes. However the contractor should
36C25624Q0417 00047Does any boiler or equipment covered under this contract currently have any problems? No.
36C25624Q0417 00048Is boiler cleaning to be completed in this contract? What about tank cleaning? If so, are gaskets provided by the site? This contract does not include boiler or tank cleaning.
36C25624Q0417 00049Are gauge calibration and transmitter calibration to be covered under this contract? If so, would you like this completed semi-annually or annually?Guage calibration is not covered by this contract. Transmitters are. This contract only covers annual service.
36C25624Q0417 000410The SOW references the 3rd edition of the BEI Safety Device Testing Manual, but BEI just released the 8th edition. What is the last edition this site has been tested on, and on what date? Is there a list of which safety devices were fails based on the last edition they were tested on?III Scope of Work (B)(1) states current edition of the VHA boiler Plant Safety Devices Testing Manual. The last test was conducted with edition 7 in March 2023. A copy of the last report is kept on file in the boiler plant.
36C25624Q0417 000411Could you please elaborate on the emergency support requirements for this contract. In section II. General. A. 1. There is mention of 1 hour phone response time, but not mention of onsite responsive time or billing for emergency visits. Will there be a value entered by contracting of say $15k, to which parts and labor are billed against at rates? If 24/7 support is to be provided, and site calls, is contracting required to issue a MOD before service can occur, which obviously will take closer to 24 hours than 1 hour.Emergency service will only require a phone, email or text response. This response is to guage and estimate of cost for the emergency service. A contract mod must be issued prior to the commencment work any emergency service work and only if the COR and contracting officer determine that the estimate is fair and reasonable.
36C25624Q0417 000412The Lochinvar and Aerco boilers have specific annual and bi-annual requirements to include total rebuilds. Are gasket and rebuild kits to be billed as additional or should this be accounted for in the contractors total bid?The Lockinvar and Aerco boilers only require inspection. Service is performed under a separate contract.
36C25624Q0417 000413If required 2 weeks’ notice is given are all boilers agreed to be ready for testing during a single visit, as long as only one boiler is tested at a time. If it is determined not all boilers are ready during a single visit, which is not disclosed ahead of time prior to deployment, will contractor be entitled a replacement fee to compensate for the additional labor and travel costs?Boilers are guranteed to be ready for inspection however only one boiler can be taken offline at a time.
36C25624Q0417 00051Could the VA provide calibration reports from previous inspections?A drawing list, construction drawings and specifications from a recent project upgrading the piping system at boiler plant building 10 are provided in response. No further questions will be accepted. Access to the drawings and specifications provided upon request.
