Scope of Work
Project No. 502-19-107 Replace AHU-104 and Ductwork in Bldg. 7 Alexandria VA Health Care System, Pineville, LA
Scope:
The primary scope of the project is to replace the existing AHU-104 in building 7 with a new system capable of meeting and exceeding all the requirements of the VAs HVAC and Sterile Processing design manuals. The existing air handling unit 104 and supporting ductwork serve SPS and non-SPS areas (Logistics offices and storage, electrical rooms, etc.). Air handling unit (AHU) 104 is in the mechanical equipment room (2M8) on the 2nd floor of building 7. The project will require the contractor to demolish and replace AHU-104 and ductwork to serve SPS only and install a new HVAC unit to serve the non-SPS areas mentioned above; install a chiller for AHU-104 behind building 7 in the loading dock area that will meet VA Physical Security and Resiliency requirements for Mission Critical Systems; install a gate near the new chiller behind building 7 that will meet VA Physical Security and Resiliency requirements; install automated controls compatible with Siemens HVAC control systems.
This process will require ceiling replacements throughout the area indicated on the drawings. Demolition of existing ceilings will require the protection of ceiling fixtures to remain in place during demolition and new construction as well as the disconnection, storage, and reconnection of various security and communications fixtures as described in the design documents that were issued for construction. The Architectural scope is limited to the ceilings and patching/repairing/repainting damaged surfaces.
The new SPS air handling system will be 100% outside air and provided with double-walled construction while the new air handling system for the non-SPS areas shall have air terminal units with variable volume and shall be controlled and monitored by the Direct Digital Control (DDC) system. The air handling unit supply air fan section will be of the fan array type for redundancy and reduced maintenance and shall be provided with a single variable frequency drive (VFD) for soft start. The new air handling system will be provided with stainless steel, positive draining condensate drain pans. Air handling equipment will be provided with UV lights and windows in the access sections to verify UV light operation. Pressure independent air terminal units with hot water reheat shall be provided for each zone. New air terminal units shall be constant volume and shall be controlled and monitored by the DDC system. The new air handling system for the non-SPS areas currently served by AHU-104 will be variable volume and shall be controlled and monitored by the DDC system. New DX ductless split system cooling units will be provided to condition the existing electrical rooms currently served by AHU-104. The new DX units will be controlled by factory controls and will not be integrated into the DDC system. Temporary cooling for the electrical rooms, medical gas room, and other rooms currently served by AHU-104 will be required.
An on-grade enclosure for a new mechanical chiller for AHU-104 will be constructed for this project. The enclosure will be constructed with a reinforced concrete base and louvered panels to attach to a structural steel framing. The chiller will rest on a concrete curb that will act as containment. Lateral loads will be resisted by structural steel braced frames. The enclosure will be constructed at a location with a significant number of underground utilities. To prevent significant rework of existing utilities, the concrete base will be supported on helical piles.
Electrical support for the new mechanical system will be provided. Power systems shall be installed to support HVAC and other equipment provisions. AHU-104 supply and exhaust fans should be powered from the Essential system Equipment Branch backed by the generator system. The proper connections, protection, and disconnect means shall be coordinated with the specific equipment and per the National Electrical Code. Arc Flash calculations shall be performed to determine the flash protection boundary distance, the possible arch flash incident energy, determine hazard categories and apply proper labels, protective devices and equipment. The grounding system is existing. Grounding systems for this facility shall include the electrical systems ground, equipment grounding and all auxiliary systems grounding such that all systems and components maintain low potential differences.
Objective:
1. To ensure all requirements of contract drawings and specifications are met and completed by the completion date provided in contract documents.
2. To ensure that all construction activities are performed in such a manner as to ensure safe and correct operation and in compliance with applicable local, state and federal regulations and contract drawings and specifications.
Tasks:
Furnish all labor, tools, materials, equipment and supervision necessary for the work to replace the existing Alexandria VAHCS AHU-104 and Ductwork System in Building 7 as detailed in the Drawings and Specifications for this project.
The work for this project includes, but is not limited to the following improvements:
Contractor shall completely prepare site for operations, including demolition and removal of existing HVAC equipment, ductwork, pipe and other associated equipment, and furnish labor and materials and perform work to provide new HVAC equipment and related equipment (ductwork, controls, piping, etc.). Replacement of all existing HVAC ductwork as required for the proper functioning of the HVAC system and new AHU’s. Connection of the new HVAC controls to the AVAHCS controls network. Replacement of AHU-104 chilled water, heating hot water, and drain lines necessary to install the new AHU-104 for SPS and the new HVAC unit for the non-SPS areas currently served by the existing AHU-104.
Special Condition:
Prior to mobilization and commencement of any construction, the contractor shall conduct a mandatory thorough survey and investigation of all the work sites for the Replace AHU-104 & Ductwork in Bldg. 7 Project. This survey and investigation shall include verifying all utilities within the sites where HVAC units, ductwork, and pipelines are to be installed, all tie-in connection points, the depth, size and material of all piping and any structures that may conflict with the proposed construction. The contractor shall be responsible for choosing the process He/She deems necessary to employ that will provide the most accurate data of the existing conditions at these sites. Once this information is obtained, the contractor shall prepare a report listing all discrepancies, conflicts and remedies to all conflicts. This report shall be submitted as Submittal #1. The Resident Engineer/COR will review for technical feasibility. Once approved, the Contracting Officer will request a formal proposal for the corrective work. Approval of this cost proposal will be required prior to the commencement of any corrective construction.
Delivery:
All personnel in the contractor’s services shall have certified or proper training on the tasks they perform.
The Project Engineer or COR shall be informed by the contractor of the following situations/events in writing:
· The anticipated start date of any contract work.
· As soon as it is known that the work will take longer than expected.
· As soon as it is known that a possible change order will have to happen.
· To provide a written plan for corrective action for any work that cannot be completely within contract specified time.
· Inform COR if contractor needs to stay outside of normal operating hours.
· Contractor Payment Application shall be provided at the beginning of each month for the previous month work that has been completed.
All work shall be completed in accordance with contract drawings and specifications.
All required contract works completed shall be approved and accepted by Project Engineer or COR prior to accepting and approving contractor application for payment.
Security and General Requirements:
All on-site work should be completed between the hours of 8am and 4:30pm CST, Monday through Friday excluding federal holidays unless otherwise listed in the tasks section or other working hours are approved by the COR.
Contractor shall obtain an access badge from the VA Police Department while performing work on-site for their self, their employees and all subcontractors under their authority.
Security and privacy requirements vary depending on the equipment to be serviced and the service being performed. Contractor personnel may be required to complete any or all of the following but not limited to:
· Online training.
· Read, sign, and comply with ‘Contractor Rules of Behavior’.
· Submit to finger printing and background investigation.
· Provide network security information as requested for any equipment used in the VA facilities.
· The extent of these requirements shall be determined by Project Engineer or COR using current facility Information Technology and Privacy rules in cooperation with experts in those departments.
Parking shall be limited to established concrete or improved rock parking lots, Project Engineer or COR will advise which parking lots to use. Contractors and personnel are not allowed on the grass area unless specifically authorized by the Project Engineer. U.S. District Court Violation Notices shall be issued for parking violations.
The contractor and all employees shall comply with all applicable Alexandria VA Health Care System fire, safety, and traffic regulations.
The contractor is to field verify existing conditions.
All work is to be performed within all ASME, OSHA, EPA, VA, and Federal, State and local codes and regulations.
Proper Lock-out/Tag-out procedures shall be used when appropriate.
No roadway, drainage ditch, pedestrian walkway, or any other service, utility, or access to any of the above is to be blocked or rendered unusable for any length of time during this project unless previously approved by the Project Engineer.
All work, materials, storage of materials and equipment, repair procedures and unforeseen problems or circumstances are to be coordinated with the Project Engineer.
Work on this project shall not begin until authorized by the Contracting Officer.
The title Project Engineer or COR shall refer to the Contracting Officer’s Representative.
Work to be conducted on a Fully Operational VA Hospital Campus, in and around Mental Health and Long Term Care facilities. Tools and equipment shall be kept under close watch to prevent patient injury.
Place of Performance:
· Work shall be performed, with issuance of Notice to Proceed, at the Alexandria VA Health Care System, Pineville, LA, or in the immediate vicinity as required by this Scope of Work.
· Equipment or Government property may be removed from the facilities with prior permission from Project Engineer or COR and the Department Director.
Period of Performance:
The construction portion of this project will consist of two separate periods, each of which must be preceded by a NTP issued by contracting.
1. Pre-construction period – 90 Days – Contractor to provide the following deliverables before the end of this period:
a. Submittal log of all submittals to be approved during the course of the project.
b. Site survey of pre-existing conditions as described in paragraph titled “special conditions”.
c. All submittals which are to be approved by the AE and VA COR.
2. Construction period – All contractually required work and tests must be successfully completed within 365 calendar days of issuance of Notice to Proceed for construction.
ISO Requirements:
· The C&A requirements do not apply, therefore a Security Accreditation Package is not required.
COVID protocol
COVID screening: Effective 4/5/22, the Alexandria VA’s Main and North Gates will return to being open 24 hours a day and screening will only take place from 6 a.m. to 6 p.m., Monday through Friday. Both the Main and North Gates will be open on the weekends, but there will be no screening. The South Gate will remain open from 3 p.m. to 5 p.m. for exit only. Screening will remain in place for the Community Based Outpatient Clinics (CBOCs) entrances at each main entrance. For those visiting the Medical Center for the first time, please be aware COVID screening at 2 entrances (North and Main) of the 3 at the facility is on-going. The south entrance has been closed since COVID screening began except to allow delivery trucks in and.
Everyone must have a mask upon entry to the facility and the mask must always be worn while on site. Social distancing and all other CDC guidelines are practiced at the Alexandria VA.
Smoking, vaping, and tobacco dipping aren’t allowed at this facility.
