1. Can the miscellaneous spot tuckpointing of damaged mortar be quantified in Lineal feet or can an Allowance be included to clarify the amount of repair anticipated?
No allowance or quantification will be allowed.
2. Will substitute repointing mortars be allowed after the petrographic analysis has been performed to determine the original mortar type?
No, repointing mortar must match the surrounding mortar (structurally sound and aesthetically matching).
3. On page A 301 keynote number 16 states that we are to rake out the first two mortar joints above the relief angle and replace with new lime mortar. When we replace this section do we need to install weeps/textraflash to allow any water to escape?
Yes.
4. Will scaffolding be required around the perimeter of the building for overhead protection? If scaffolding is required who will be supplying it.
Yes, Contractor to provide. Refer to drawing G-003 “Phasing Plan” General Notes 3,4,5.
5. Will roof protection need to be installed at various levels of the building? If yes, then who will be supplying the protection?
Yes, Contractor to provide. Refer to drawing G-003 “Phasing Plan” General Notes 3,4,5.
6. During the site visit, timelines were discussed, and we believe that 18 months on site will be needed in order to work around existing conditions. Are we able to extend the time on site to 18 months to account for those factors?
New period of performance extended to 18 months (545 calendar days).
7. This is a repair job on the system, correct? If so, what exactly is getting replaced, and are photos of the existing system available?
No photos available that show existing system. Refer to SOW: “All brick faced elevations, cap stones, window and decorative sills, cantilevered roofs concrete ceilings, metal trim and louvers shall be cleaned, repaired, or replaced per plans and specs.”
8. The project documents include a COVID 19 safety protocol doc. Is this a holdover from the original project? Also, the vast majority, if not all of the project scope of work takes place outside of the actual hospital. Multiple masonry subcontractors have expressed that fully vaccinated manpower is very limited. Can this document be waived and removed from the bid based on the above reasons?
Requirement is still applicable on station.
9. How does the functioning hospital plan to deal with the ongoing construction noise? Will the areas of work corresponding to the phase of construction be relocated to other areas of the hospital?
Refer to SOW and Sheet G-003 General Note 1 – phasing schedule will need to be submitted to VA for review and approval by the COR. Refer to SOW – “work resulting in extensive noise or odor, shall be performed after hours or on weekends” – approximately 50% of the construction will be “noisy”.
10. Masonry subcontractors have expressed concern to me regarding the current duration for construction activities listed: 365 days. It would appear that this would only be doable if the phasing plan was altered to include release of multiple phases of work to be performed concurrently. This also ties back to the issue of limited manpower if Vaccination requirements remain in the project. One masonry sub suggested that a more realistic schedule would be 700-730 calendar days.
New period of performance extended to 18 months (545 days).
11. Is this project tax exempt?
No.
12. Can a supplemental site visit be schedule for Subcontractors who were unable to attend the pre bid?
No.
13. Can areas of the hospital that have active water infiltration be identified on the plans? The notes appear to indicate this condition but not pinpoint the areas directly. Pertaining to areas where there are current water seepage through the existing masonry façade; please confirm that the GC will not be responsible for interior finish repair or any mold / moisture remediation work.
The entire building envelop is included in the scope. GC will be responsible for repairing interior only if GC causes damage. Interior is not covered in this Scope.
14. ICRA is listed in the documents as a low risk with a bolded note that states “exterior of building potentially adjacent to hospital exhaust & air intakes”. Would covering and taping off these identified intakes be sufficient? Please advise.
HEPA filters on existing exhaust and intakes, no covers.
15. Could the minority participation goals be reduced? Being that roughly 70% of the cost of the project will come from one subcontractor; specifically, the masonry sub; all of the interested parties I have talked to thus far cannot offer participation towards the 29.3% minority and 6.9% female. Please advise.
Participation goals will not be waived or reduced.
16. Does this project require a dedicated SSHO / safety person and a dedicated Quality Control Manager, or can the project superintendent triple hat these roles?
Revised:
Yes, a dedicated SSHO / safety person and a dedicated Quality Control Manager is required for this project. The superintendent cannot triple hat these roles.
17. Are the funds currently available to award this project?
Yes.
18. What are the minimum and maximum amounts of past performance example projects that we can submit for Factor 3?
Please provide enough material to substantiate your demonstrated past performance. Please keep in mind the page limitations for each submission.
19. Will the VA accept past performance example projects completed within the last 7 years?
No.
20. The Statement of Work notes that “Contractor shall have at least 10 years experience in restoring masonry.” Does this requirement apply to the Prime Contractor, or will a subcontractor with this amount of experience satisfy this requirement?
Prime or his sub must have the 10 years of experience.
21. It is becoming increasingly difficult to obtain Past Performance Questionnaires from Contracting Officers on a project-by-project basis, especially when they have already filled out a CPARS evaluation for us. In light of this, will it be acceptable for Offerors to not submit Exhibit B Past Performance Questionnaires, and only submit completed CPARS evaluations for Factor 3?
42.1501 General.
(b) Agencies shall monitor their compliance with the past performance evaluation requirements (see 42.1502) and use the Contractor Performance Assessment Reporting System (CPARS) metric tools to measure the quality and timely reporting of past performance information. CPARS is the official source for past performance information.
Submission of Exhibit B is not a requirement to be considered responsive, however the use of PPQs is a well historied item. We have used PPQs for the past 15 years at least, and other agencies do the same. Yes, we use CPARS, and do pull CPARS data for every evaluation independent of Contractors submitting them, but we are not limited to CPARS. Thank you for the suggestion, but we will maintain our own guidance on what is best for the evaluation of past performance.
22. The solicitation calls for “Photographic Documentation” including Geo-tagging, photo indexing, Adobe Cloud software, and weekly picture taking of progress. We believe this specification is meant for interior projects and would add significant costs to the project. Would the VA remove specification 01 00 00 -21-1.23 “Photographic Documentation”?
Specification 01 00 00 – 21-1.23 shall remain pertinent to this project regarding the exterior. With such extensive construction and continuing to keep scheduling and inspections in mind, photographing weekly shall aid in this process.
