Address Water Table Issues - Hammond Clinic Performance Work Statement
1. GENERAL INFORMATION
1.1 Title of Project: Hammond Clinic Green Sustainability Project 1.2 Scope of Work: The contractor shall provide all labor, supervision, travel, equipment, material and all resources necessary to mitigate site moisture issues and commission a cistern and site water treatment system, remove and replace exterior perimeter siding for the VAMC Hammond clinic located at 1131 South Morrison Avenue, Hammond, LA 70403.
The system shall consist of a cistern, filtration system, groundwater subgrade pumps, roof water capture system, sprinkler system and connections to the existing electrical. Modify sites water accumulation problem areas with pervious surfaces. Modify existing building curtain and install matching existing curbing. Install air flow system beneath building. Install landscape or aesthetic structure encapsulating if above ground cistern is used. The contractor shall design to manufacturer and VA specifications. The contractor shall install all equipment to manufacturer specifications. The installation shall be in accordance with all local, state and national codes including but not limited to: National Electric Code (NEC), National Fire Protection Association (NFPA) 101 Life Safety Code, Building Code, VA directives.
The contractor will be responsible for providing all background paperwork certifying installation and/or repair, testing of the system, and certifications of proper function.
The exterior work will also include the removal of siding, inspection for moisture, removal of insulation /vapor barrier and remediation of mold as needed. This will be followed by corrected application of insulation/vapor barrier and siding along with the removal and replacement of underfloor insulation and vapor barrier. The vapor barrier will be flashed correctly to stop the moisture migration that currently occurs. This work will be done in small sections to manage the amount of surface under repair at any one time. The work will provide a habitable work environment for several years until new leased space is ready for occupancy.
The contractor shall remove and replace the exterior perimeter siding, trim, vapor barrier and flashing to create a water proof envelope for the structure.
1.3 Background: The VA operates Hammond Clinic 1131 South Morrison Avenue, Hammond, LA 70403. The existing building is on the lowest point on the property. The existing soil was replaced with sand and gravel creating pooling and moisture. The building is decaying at a higher than normal rate. Cracking in the exterior siding and the location of the existing vapor barrier allows moisture to migrate through the wall onto the barrier beneath the floor joists where it accumulates and causes microbial growth on the walls and floors of the interior spaces of the clinic and water damage/rot to the subfloor.
