About this file
This is a set of architectural construction drawings (Volume 1 of 2) for a renovation project at the Kansas City Veterans Affairs Medical Center. The project, identified as 589-21-211, involves the renovation of Building 26 to accommodate the Pharmacy, Phlebotomy, and Police Department functions. The drawings were issued for bid on April 16, 2026, and include comprehensive architectural plans, sections, elevations, and details spanning multiple disciplines.
The project encompasses general architectural work including demolition, floor plans, reflected ceiling plans, exterior and interior elevations, wall sections, partition types, door schedules, and finish plans. Additionally, the drawings include specifications for mechanical systems, electrical systems, plumbing systems, fire protection and life safety systems, and hazardous materials surveys. The document contains detailed notes and general conditions requiring contractors to verify all field dimensions, maintain dust control in occupied areas, protect existing equipment and finishes, patch all disturbed surfaces, coordinate work across trades, and schedule disruptive work outside normal business hours. The drawings establish specific requirements for electrical installations, including panelboard interrupting ratings (120/208 - 22,000 amperes symmetrical; 277/480 - 14,000 amperes symmetrical) and compliance with the National Electric Code. Key project contacts include the Kansas City VA Medical Center, TESSERE Inc. (Architect), Professional Engineering Consultants (MEP Engineers), Atriax pllc (Architect of Record), and FSC Inc. CODE NARRATIVE
1 PROJECT DESCRIPTION
This project includes the renovation of small portions of the first floor of an existing, high-rise VA hospital. It is located on federal property governed by Veterans Administration codes and the Authority Having Jurisdiction for VA. Local authorities should be notified about planned projects and given opportunity to review drawings.
This project at VA KCMO will provide a new space for the VA campus police, a new phlebotomy department, and a new X-ray and CT scan room in a separate patient care area nearby.
2 APPLICABLE CODES
VA Requirements
NFPA 70 - National Electric Code (1) NFPA 72 - Fire Alarm (1) NFPA 99 - Health Care Facilities Code (1) NFPA 101 - Life Safety Code (2012 and 2024 Editions) The Joint Commission (TJC) (1)
International Building Code (IBC) (1, 2)

(2) Per PG-18-13, IBC is applicable to items not addressed by NFPA 101, or as a supplement to
NFPA 101, with NFPA 101 governing when conflicts exist.
3 CODE APPROACH
Per discussions with the VA and available drawing files, a 2-hour fire/smoke barrier separation is located near the boundary of this project. This existing separation is understood to be a fire/smoke barrier separation and not a firewall separation. This existing separation is an occupancy separation.
The location of the 2-hour fire/smoke barrier will be modified by this project. The continuation of this 2-hour fire/smoke barrier separation is described (and shown graphically) on the subsequent page.
