About this file
This is a Pre-Proposal Conference Outline for federal construction renovation work. The project, 589-21-211, involves renovating Building 26 for Pharmacy, Phlebotomy, and Police Department operations with a cost range of $5,000,000 to $10,000,000 and a completion timeline of 520 calendar days after notice to proceed. The Contracting Officer is David Sterrett, with Aminul Islam serving as the Contracting Officer's Representative and Cameron Buse as the Alternate COR. The project is 100% set aside for Service-Disabled Veteran Owned Small Businesses, with restrictions limiting non-SDVOSB subcontractor payments to no more than 85% of the total government payment. All work is subject to Davis-Bacon Act wage requirements and the Buy American Act.
Proposals must be submitted by email only to david.sterrett@va.gov by Thursday, August 27, 2026 at 2:00 PM, with site visit questions due by Monday, August 3, 2026 at 2:00 PM. Award will be made using the Best Value Tradeoff Process under FAR 15.101-1 without discussions unless necessary, though technically unacceptable offers cannot be selected regardless of price. Critical submittal requirements include a bid bond of 20%, breakdown of labor and material costs by division, a Contractor Safety Plan, calculation of self-performed versus subcontracted work, and a pre-award Contractor Safety and Environmental Record Evaluation Form—failure to provide any of these will render proposals technically unacceptable. Post-award requirements include Payment and Performance Bonds of 100% contract value prior to notice to proceed, Schedule of Values, Construction Schedule, on-site superintendent presence during work, and progress payments within 14 days of acceptable invoices. All state and local sales or use taxes must be included in bid prices with no post-award price adjustments permitted for tax inclusion.
