About this file
This file is Amendment 0002 to Solicitation 36C25526R0127, providing answers to pre-bid questions submitted by contractors regarding a construction project at the Department of Veterans Affairs (VA) Veterans Health Administration, Veterans Integrated Service Network 15 (VISN 15). The project involves renovating Building 26 at a VA facility to accommodate Pharmacy, Phlebotomy, and Police Department operations (Construction Project 589-21-211). The amendment addresses clarifications and technical questions that potential bidders raised during the pre-bid phase, which typically cover aspects such as project specifications, site conditions, scheduling requirements, material standards, and other construction-related inquiries necessary for contractors to prepare accurate bids. This type of question-and-answer amendment is standard practice in federal solicitations to ensure all bidders have access to consistent information and clarifications that may affect their proposals. The specific questions and answers would outline critical details regarding scope of work, existing building conditions, compliance requirements, and any modifications to the original solicitation terms necessary for successful project completion.

2. EY 101,102 “systems plan notes” (10) calls out for all data cabling to have a minimum of 10’ of slack in each cable for future telecom project. Are we responsible for terminating new cables at the patch panel? Who is responsible for tying into the existing switch?
The contractor will terminate to patch panels in the telecom cabinets, the VA OIT will provide patch cords and terminate to switches and active equipment.
3. EY102 – Key note P2 says to refer to the manufacturers site specific equipment drawings for all requirements needed at the CT scan and R/F Imaging room. Please provide these drawings.
Basis of design typical vendor drawings (Cannon One Aquilion Genesis Edition and Phillips Digital Diagnost C90 VS) were used to develop the 100% construction drawing. VA cannot provide site specific drawings until the equipment is finalized and purchased.
4. What special inspections will be applicable to this project? Will the owner coordinate special inspections, or will that contract fall under the GC?
Medical gas system testing and verification shall be performed in accordance with Section 22 63 00, Gas Systems for Laboratory and Healthcare Facilities. No other Special Inspections beyond those specifically identified as Special Inspections in the Contract Documents are currently anticipated. Should the Authority Having Jurisdiction or applicable code require additional Special Inspections, the requirements and responsible party will be coordinated with the VA.
5. Please confirm there will not be any city permitting or plan review fees that the GC will be responsible for paying.
No city permitting or plan review is currently anticipated. Should the City require permitting or plan review, the VA will be responsible for any associated fees unless otherwise assigned to the GC through the contract documents.
6. Please confirm the laydown and dumpster location before the bid date. There is a substantial cost difference in labor between the two possible laydown areas that were discussed on the site walk. One laydown area is directly next to the project, the other is roughly a .34 mile drive one way.
The laydown and dumpster areas will be located within the Kansas City VA Medical Center property. For bidding purposes, the contractor may base cost estimates on the assumption that these areas are situated at the farthest reasonable distance from the construction site within KCVA grounds. Final locations will be confirmed by Contracting officer (CO) and Contracting officer’s Representative (COR) after contract award in coordination with key stakeholders, including VA Police, Facilities Management, and executive leadership.
7. Will after-hours work be required? If so, what specific activities will be required to be completed after hours?
Some after hour work is expected to avoid disrupting medical center operations or patient care. After hour work is allowed only when required and upon approval from VA. The specification of this project identifies some of the situations where after hour work might be needed such as utility shutdown, fire system outage, noise, and vibration generating activity etc.
8. Are project management tools such as Procore allowed to be used on this project?
Yes, Procore is the preferred construction management software platform.
9. On page Q-103 “FF&E Schedules” please confirm what “VV” and “CC” stand for in the ACQ/INS columns.
As per the PG-18-10, Design Manuals: VV is the Acquisition Code for VA Furnished VA installed; CC is Contractor Furnished Contractor Installed.
10. During demolition and build back phases will capped sprinkler heads be allowed in our work areas? If not, what is the expectation?
According to the specification of this project, under Fire Safety (Section 01 35 26), the contractor must maintain active fire protection systems and cannot impair sprinklers other than in the immediate construction zone—and even then only with proper coordination and fire‑watch requirements. Please refer to the specification for further detail and expectation
11. The electrical demo plans call for removed devices to be returned to the VA unless indicated. Who is responsible for transporting the removed devices? Where will the removed devices be stored?
The contractor is responsible for removing, protecting, and transporting all electrical devices required to be returned to the VA. These items shall be delivered to the location designated by the COR. The storage location for returned devices will be identified by the COR and coordinated during construction
12. Print a-102 room V1-684 shows the little cubby being demoed out we have piping for the ERHM job right there. And there is nowhere else for it to go. Also, that is an IT closet now.
The changes area at V1-684 were added after the original demolition plan was submitted. Room V1-682A, Control Room, was designed based on the Basis of Design manufacturer’s equipment layout. If the existing cubby at V1-684 is to remain due to the existing piping, the VA will need to confirm the selected vendor for the VA-provided equipment so the available working space can be verified. Based on the information currently available, the equipment vendor may be able to accommodate the cubby remaining in place.
13. Disconnects are provided by us for mechanical equipment.
Assuming “by us” means by the contractor, that is the intent of the contract documents.
14. V1-684 shows demoing lights that are already demoed and replaced on ERHM Please remove this scope of work.

16. There is no spare breaker in msb main because I believe the breaker is bad.
There is space available in the “MSB” and “MSB2” panels for installation of new breakers. Moreover, If there is a bad breaker it also can be replaced with new breaker required for this project.
17. Is this going to be done in phases or at the same time?
In order to maintain operability of the facility during construction, the GC will need to submit a phasing plan in accordance with the specifications.
18. Regarding drawing EY102, I noticed that the current location of my security servers (indicated on the attached drawing) has been taken over by a storage room and bug oven room, but I don’t see this in the demo plans. I assume that the server rack will need to be moved to a new location.` The larger scope area is shown for reference to locate the nurse call head end, and the only plan available was an old CAD plan that may be incorrect. Relocating the server racks is not included in this scope of work.
19. Where will the server rack move to?
Not in the scope of work.
20. Will this project be conducted in phases?
In order to maintain operability of the facility during construction, the GC will need to submit a phasing plan in accordance with the specifications.

47. Question 1: Subcontractor Past Performance: Will projects the offeror performed as a first-tier subcontractor count as relevant past performance under Factor 1, or will only projects where the offeror held the prime contract be evaluated? (Factor 1, pg. 11) Factor 1 specifically focuses on the past performance of the offeror when it was acting as a prime contractor, not as a sub-contractor.
48. Question 2: Minimum Number of Projects- If an offeror submits fewer than three qualifying prime-contractor projects under Factor 1, will it be rated Unacceptable, or will it receive a neutral rating under FAR 15.305(a)(2)? (Factor 1 & Factor 1 Special Note, pg. 11) If fewer than 3 relevant projects are submitted, the offeror will have failed to provide sufficient information for the Government to fully evaluate its past performance and the offeror will receive a Neutral rating, not an Unacceptable rating.
49. Question 3: Joint Venture Member Experience- If the offeror is a newly formed SDVOSB joint venture under 13 CFR 128.402, will projects performed by the individual JV members be considered under Factor 1 (Relevant Past Performance) and Factor 2 (Construction Experience of the Prime) under 13 CFR 128.402? Please also confirm that a compliant SDVOSB joint venture is evaluated as the prime itself, not as a teaming arrangement under FAR 9.601(2). (Factors 1 & 2; 13 CFR 125.8(e); VAAR 852.219-73 (JV eligibility) For Offerors that are joint ventures, if the joint venture entity does not demonstrate prior past performance or experience to meet the requirements of factor 1 or factor 2, then the requisite past performance and experience as a Prime will be considered for each respective member to the joint venture. A compliant SDVOSB joint venture will be evaluated as the prime, not as a teaming arrangement.
50. Question 4: Dollar Thresholds for Member Projects If JV member projects may be used, please clarify the dollar thresholds:
a. (a) Must each member project meet the $4,000,000 minimum on its own, or may multiple projects be added together?
b. For example, if a member is a mechanical/MEP specialty firm, will its projects be measured against the $4,000,000 threshold in Factors 1 and 2, or the $1,000,000 threshold in Factor 6 (NAICS 238220)? (Factor 1 ($4M), pg. 11; Factor 2 ($4M), pg. 11; Factor 6 ($1M, NAICS 238220), pg. 13; 13 CFR 125.8(e)) The stated dollar thresholds of factors 1 and 2 will need to be met by 1 or more of the joint venture members. We need to make sure that at least one of the members of the joint venture has a history of successfully performing contracts of a dollar value that will demonstrate the capability of meeting the requirements of a contract of this size and scope. The dollar threshold of factor 6 will need to be met by the contractor doing the mechanical work under this contract, whether that is the JV, one of its members, or a designated mechanical subcontractor.
