36C25526Q0678 Uninterrupted Power Supply Preventive Maintenance and Battery Replacement for St. Louis VAMC Amendment 0006 Questions and Answers:

1. Battery type, part number, and quantity for each of the Eaton 93PM-200-4, both APC SYCF40KF units, the APC 72-174001-00, the FERRUPS FE12.5KVA, and the Emerson NRD91CCSA0A2294. We cannot source batteries from the make, model, and serial number alone.

ANSWER: The facility does not have battery part numbers for these units. The batteries are to be name brand or equal. The contractor shall identify, verify, and supply the correct replacement battery for each UPS. The replacement must match all of the following:

· The OEM specification for the specific UPS model and battery cabinet.

· The existing battery’s nominal voltage and amp-hour (Ah) rating.

· The existing battery’s chemistry and type as installed, such as sealed VRLA (valve-regulated lead-acid).

· The existing battery’s physical dimensions and terminal type, so the replacement fits the cabinet or string without modification.

· The existing string configuration and quantity.

Replacement batteries must not void the UPS warranty or OEM support.

External batteries are excluded from the 100% labor and materials coverage in PWS Section 5. They are priced separately from the Firm Fixed Price (FFP) maintenance. Any change in quantity will be handled by a modification to the contract.

The facility does not know exactly when the batteries will be replaced. A Date Due for each unit is shown in the PWS chart in 5.1, UPS Equipment Covered and Locations. All batteries will ultimately be replaced.

2. The correct serial numbers for the APC 72-174001-00 and the Emerson unit, which differ between the equipment table and the price schedule.

ANSWER:Serial number for APC 72-174001-00 is C11945190003
Serial number for Emerson unit is M14J3F0003

3. The number of hard copies required ("four (1)") and whether the electronic report is to be delivered on CD-ROM.

ANSWER: The contractor shall email one (1) electronic copy of each completed report, in PDF format, to the Engineering Compliance Office within seven (7) calendar days of completing inspection and testing. Send the report to both of the following contacts:

Patrick Sanders: Patrick.Sanders@va.gov Timothy Pettis: Timothy.Pettis@va.gov

4. The correct battery replacement requirement for each unit and period. The price schedule shows a replacement in every ordering period, while the Date Due table shows one replacement window per unit.

ANSWER: Each unit’s batteries will be replaced once during the contract’s period of performance, not in every ordering period. The facility has not yet determined the exact replacement dates. The “Date Due” range for each unit in PWS Section 5.1, “UPS Equipment Covered and Locations,” identifies the anticipated replacement window. Although the price schedule lists battery replacement in each ordering period, replacement will occur only when needed, with all units’ batteries replaced before the contract’s period of performance ends.

5. The intended contract period for CLIN 1002, which is labeled "Option 1" but falls within Ordering Period Two.

ANSWER: The “Option 1” label on CLIN 1002 is a typographical error. CLIN 1002 falls within Ordering Period Two. The Government will correct the label by Amendment 0006.
