About this file

This is an Amendment to Solicitation/Modification of Contract (SF 30) issued by the Department of Veterans Affairs Network Contracting Office that provides answers to offeror questions regarding solicitation 36C25526Q0678 for preventive maintenance, service, and repairs to the Uninterruptible Power Supply (UPS) system at St. Louis VAMC. The amendment was issued on September 25, 2026, and is effective September 29, 2026. The Contract Specialist is Erika Kobulnicky (Erika.Kobulnicky@va.gov) and the Contracting Officer is Lisa Buchanan. Quote submission deadline is October 6, 2026 at 12:00 PM CST, and the amendment does not extend this deadline. The question-and-answer period closed on September 29, 2026 at 3:00 PM CST.

The amendment addresses two critical questions regarding technical acceptability requirements. First, it confirms that the required authorized distributor letter from the Original Equipment Manufacturer (OEM) must be provided by the prime offeror in their technical response, though an OEM authorization letter held by an identified subcontractor is not acceptable for this requirement. Second, it clarifies that authorization letters are required for each OEM represented in the Performance Work Statement whose equipment will be serviced under the contract. The PWS covers multiple OEMs including Eaton, APC, FERRUPS, and Emerson, requiring offerors to obtain separate authorization letters from each OEM whose equipment they intend to service.

Lisa Buchanan Contracting Officer Questions for UPS Main Solicitation 36C25526Q0678

1. Please confirm whether the required “authorized distributor letter from the Original Equipment Manufacturer” must be issued directly to the prime offeror, or whether an OEM authorization letter held by an identified subcontractor that will perform the UPS maintenance and repair services is acceptable.

ANSWER: Yes, the solicitation explicitly requires that the offeror provide an authorized distributor letter from the Original Equipment Manufacturer (OEM) for the batteries. The language in Section E.1 (Instructions to Offerors) of 36C25526Q0678_1 states:

"Offeror shall provide an authorized distributor letter from the Original Equipment Manufacturer."

This requirement is listed under the technical acceptability standards for the offeror’s submission. The letter must be included in the technical response, which is submitted by the prime offeror. It is intended for the entity submitting the offer (the prime).

2. Also, please confirm whether authorization is required for each OEM represented in the PWS.

Answer: Yes, authorization is required for each OEM represented in the Performance Work Statement (PWS). The solicitation requires the offeror to provide an authorized distributor letter from the OEM, and the PWS lists multiple OEMs whose equipment is covered under the contract (Eaton, APC, FERRUPS, EMERSON).

Supporting Evidence:

· Section E.1 (Instructions to Offerors) in 36C25526Q0678_1 requires:

"Offeror shall provide an authorized distributor letter from the Original Equipment Manufacturer."

· The PWS (Section 5.1 and equipment tables) lists several OEMs whose equipment will be serviced under the contract.

Interpretation:

· If the offeror intends to service equipment from multiple OEMs, they must provide an authorization letter from each OEM whose equipment is included in the PWS and will be serviced under the contract. This ensures the offeror is authorized to provide maintenance and repairs for all listed brands.

Key Point:

· An OEM letter is required for each OEM represented in the PWS whose equipment will be serviced.
