About this file
This is a Standard Form 30 Amendment/Modification of Contract extending the deadline and providing answers to offeror questions for a Lowest Price Technically Acceptable (LPTA) solicitation.
The solicitation 36C25526Q0678, issued by the Department of Veterans Affairs Network Contracting Office in Leavenworth, Kansas, seeks preventive maintenance, service, and repairs for an Uninterruptible Power Supply (UPS) system at the St. Louis VAMC. Amendment 0002 extends the quote submission deadline to October 7, 2026 at 12:00 PM CDT and removes contract clauses 852.208-70, 852.215-70, and 852.215-71 that previously referenced Service-Disabled Veteran-Owned Small Business (SDVOSB) evaluation preferences. The solicitation is a 100% total small business set-aside with no tiered evaluation or price adjustment for SDVOSB/VOSB status; SDVOSBs and VOSBs qualifying as small under NAICS 811210 ($34M threshold) compete equally with other small businesses. Key requirements include: the prime contractor must demonstrate five continuous years of UPS maintenance experience, relevant equipment certificates, and OSHA 1910 Subpart S and NFPA 70E safety certifications; a 4-hour response time measured to on-site technician arrival; subcontractors may provide certifications and past performance if documented; external batteries and filters are excluded from preventive maintenance coverage but priced separately under designated Contract Line Item Numbers; and no incumbent contractor exists. Offers must be submitted in two separate, severable parts: a price response consisting of the signed SF 1449 and completed price schedule, and a non-price response addressing technical acceptability and responsibility determination criteria.

Lisa Buchanan Contracting Officer Questions for UPS Main Solicitation 36C25526Q0678 Amendment 0002
1. Past performance and certifications. Will the Government accept the five years of UPS service past performance, manufacturer certificates, and NFPA 70E / OSHA 1910 Subpart S training of a small business service partner to establish technical acceptability, or must the prime hold them itself?
Answer:
The Performance Work Statement (PWS) requires that the contractor (i.e., the prime) must have:
· Technical training and a track record of at least five continuous years of experience in UPS maintenance, inspection, and testing.
· Certificates for the equipment being serviced.
· Safety training in OSHA 1910 Subpart S and NFPA 70E, with certifications submitted to the VA Contracting Officer prior to work. If certifications are unavailable, the employer must certify in writing that the technician meets the requirement.
The prime must demonstrate technical acceptability, but may use a small business service partner as a subcontractor if all required certifications and past performance are documented and submitted. The Government will evaluate the prime’s submission, including subcontractor qualifications, for technical acceptability.
2. 4-hour response. Is the 4-hour response measured to a technician arriving on site, or to remote acknowledgement of the call?
Answer:
The 4-hour response time is measured to a technician arriving on site.
3. SDVOSB preference. How does the VAAR SDVOSB/VOSB evaluation preference apply under LPTA? Are SDVOSB quotes evaluated as a first tier, or is it a price evaluation adjustment?
Answer:
It does not apply. VAAR 852.208-70, 852.208-71, 852.215-70 and 852.215-71 were included in error and are removed by Amendment 0001, along with all references to an SDVOSB/VOSB tier. This is a 100% total small business set-aside, and award will be made on a Lowest Price Technically Acceptable basis. No tiered evaluation or price evaluation adjustment applies. SDVOSBs and VOSBs that qualify as small under NAICS 811210 ($34M) may compete on the same basis as all other small business concerns.
4. Batteries and filters. The PWS excludes external batteries and filters from PM coverage, while CLINs 0002 and 1002 price battery replacement separately. Please confirm batteries are ordered only under those CLINs, and whether filters are Government-furnished.
Answer:
· The PWS (Section 5.1.A) explicitly excludes external batteries and filters from PM coverage.
· CLINs 0002, 1002, etc., are for battery replacement and are priced separately in the schedule.
Batteries are ordered only under the designated CLINs (0002, 1002, etc.).
Filters are government-furnished
5. Incumbent. Who is the incumbent, and what were the prior year's actual obligations for this service?
Answer:
No prior contract; no incumbent.
6. Could you please clarify whether the Government intends for offerors to submit:
· Two separate files/responses, with the Price Response as one part and the Non-Price Response containing both the Technical Acceptability Standard and General Responsibility Determination; or
· Three separate files, corresponding to Parts 1, 2, and 3 identified under the “Submission of Quote” section.
Answer: Offers are to be submitted in two parts: 1) a price response and 2) a non-price price response to the evaluation factors. Both responses are to be submitted together; however, the non-price and price responses shall be separated into two severable parts. The pricing response shall consist of the signed Standard Form (SF) 1449 and completion of the price schedule(s). The non-price response shall address the non-price evaluation criteria.
