About this file
This document is an amendment to a solicitation (36C25526Q0124) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, KS. The amendment includes updated questions and answers regarding a waste management contract for hazardous and non-hazardous materials at a VA medical facility.
Key details include monthly waste pickup services with pricing based on waste type and quantity, including flammable liquids, pharmaceutical waste, chemicals, and medical materials. The waste will be picked up monthly, with facility staff moving materials to a central accumulation area. Specific waste streams include medicines, corrosive liquids, toxic substances, and various chemical compounds. Training requirements include annual DOT and RCRA generator training. The contract allows for unscheduled/emergency waste removal, and includes provisions for potential chemist services if needed, which would require a separate task order. The solicitation emphasizes that contractors will bill based on actual waste removed each month according to the pricing in the Performance Work Statement.

Questions and Answers for Solicitation 36C25526Q0124
1. Is the intent that the awardee will bill this as a monthly flat fee or would it be billed for the actual waste removed each month?
The contractor shall bill for the actual waste removed each month according to the listed pricing provided in Table 1 of the Performance Work Statement (PWS).
2. Could you please advise who the incumbent is for the above solicitation and their awarded contract number/amount?
This is not applicable to this requirement. The previous contract included additional items and locations that are not part of this requirement. Because of these differences, the incumbent information was not provided since it would not accurately reflect the scope of this solicitation.
3. Who is the incumbent and what is the obligation currently?
This is not applicable to this requirement. The previous contract included additional items and locations that are not part of this requirement. Because of these differences, the incumbent information was not provided since it would not accurately reflect the scope of this solicitation.
4. CLIN 0001 The number placed in the Section B.2 for the 12 month unit price. Is this the tallied pricing from all the items listed on Table 1?
Yes
5. Are all waste shipped monthly from the facility, since the facility appears to be an SQG the facility could hold waste for 90 days, would it not be more beneficial to consolidate waste in the smaller number items (i.e. oxidizer, Chemo, Formalin etc.)
and wait till it fills a larger container to ship prior to the 90 day mark?
No, we do not have the space to store a quarter’s worth of waste in our central accumulation area.
6. Items that say infrequently (fuel, mercury) what is the VA’s definition of infrequently?
Since the pricing will impact the total.
Once every six months or less
7. Batteries listed on Table 1- are the batteries circuit protected by the VA or by the contractor.
By the contractor
8. Batteries, Does the VA separate them by type or are they all put into the same container for accumulation.
Same container
9. Lamps, are these plastic coated, HID, Sodium arc, or fluorescent. Pricing is impacted by these factors.
Fluorescent
10. PWS Item 8 Training, How many employees are required to be trained. Exactly what training is required here. USDOT PHMSA training is valid for 36 months yet the SOW calls for annual training. RCRA generator training is every 12 months, yet the SOW references both RCRA and DOT.
Annual DOT training is required due to staff turnover and staggering of expiration days.
11. PWS B. 19 Consulting services- how many consulting hours are to be utilized for this per year?
8 hours
12. PWS B. 23 “……7:00 a.m. to 3:00 p.m. (except for spill response, see item 9, paragraph k),……” Where is Item 9 Paragraph K it is not listed from what we see.
Updated to C10
13. PWS C. 10 “Spill Response: The Contractor will provide spill response/clean-up for the KC-VAMC as required by the Government.” Is this CLIN 0002? If so is this for ANY spill in the entire facility? i.e. the lab spills a container of solvent <4L in size?
No, only for 1 gallon or greater.
14. PWS C. 10 What constitutes a spill that would trigger this event?
A spill that exceeds the facility’s capabilities.
15. CLIN 0002- What waste materials are being picked up on this clin?
CLIN 0002 is an unscheduled/emergency line item that would be utilized any time there is a need outside of the normal schedule.
16. CLIN 0002- What exactly does this CLIN cover?
CLIN 0002 is an unscheduled/emergency line item that would be utilized any time there is a need outside of the normal schedule.
17. Since the PWS requires under B. 21 a centralized database to include Monthly, Quarterly, and Annual Waste generation. Please provide the last 24 months waste manifested shipped quantities by item on Table 1.
We are unable to provide the last 24 months of waste manifested shipped quantities by item as requested because the manifests include items from locations that are no longer part of the current requirement. Providing this data would result in inaccurate information that does not align with the scope of the current Performance Work Statement.
18. Would it not be easier to have CLINs for each line item in Table 1 and then associated the pricing with the estimated annual quantities shipped? IF the contractor has to bill only for the items shipped by the pound, then that should be the CLIN.
The task orders will be issued as bulk-funded orders. For billing purposes, the pricing outlined in Table 1 will serve as the basis for all calculations and invoicing.
19. Who decides what gets shipped each time, if the waste is there does it go?
The facility decides. This question is unclear. Where does it go within the facility?
20. What is the current pick up schedule?
Monthly
21. Section B.2 calls for pricing which is based on UOM of MO and a Quantity of 12.
Does the facility require Monthly pick up? That is not clarified in the PWS.
On page one (1) of the PWS under #6 it states Estimated Pick-ups as Monthly.
22. PWS Table 1. The contractor will be required to charge the government the Per pound price listed in the column for the specific item. Will the contractor be required initially to provide containers for all items prior to shipping or does the VA have an accumulation container.
The facilities has frequently used accumulation containers. For example, 15-gallon plastic drums, 5-gallon plastic buckets, boxes that hold lamps. However, if a unique waste is generated, we have requested the contractor provide a waste container in the past.
23. PWS Table 1, VA personnel move all the waste materials from the facility to the central accumulation area or is that a responsibility of the contractor. The PWS is not very clear on that aspect.
Facility staff move waste materials to the central accumulation area.
24. PWS Table 1 RCRA pharmaceutical waste, is this Subpart P waste?
Yes, the facility needs to implement subpart P, but currently pharmaceutical waste is segregated into hazardous and non-hazardous pharmaceutical waste. The intent is that those waste streams will be combined.
25. PWS Table 1 RCRA pharmaceutical waste, does this include P-Listed waste, and is that separated from non P-Listed.
It is not separated from non P-Listed. It does include nicotine replacement therapies.
26. PWS table 1 DEA controlled substances that are deactivated, is that included in the table, if so what waste stream?
Nonhazardous
27. PWS table 1 Tissues in Formalin, is this bulk tissue in formalin or vial tissue in formalin placed in the drum?
Both
28. PWS table 1 What is the Toxic liquid? D/U or P-listed?
D-listed
29. PWS table 1 are compressed gas cylinders included?
Table 1 identifies current waste stream
30. PWS Table 1 Mercury, what is the form?
Infrequently, the facility will find a mercury manometer, thermometer or switch.
31. PWS C. 11 mentions Field Chemist for Labpack, what items are being lab packed, there is not a line item on Table 1 for labpack, only bulk waste.
Labpack is another infrequent activity.
32. PWS C.11 Mention chemists ONLY when requested by COR. If the rate is for the pounds of waste shipped from Table 1 then what is the difference if a chemist is on site or not since there is not a line for additional cost for Chemists.
Chemist would only be needed if a labpack is required.
33. PWS C. 11 COR request for a Chemist, there is not a charge for Chemist work on the contract, so how does the contractor account for that need?
A per hour quote would be required and a separate task order would be issued.
34. Shipping quantities manifest can be provided and if they are not for the specific facility then they will not be counted. PWS is very clear that monthly reporting must be conducted so the facilities should know exactly how much waste is generated at each location.
