About this file

This document is a Technical Questions and VA Response Tracking Sheet for a federal contract (Solicitation 36C25524AP3679) to replace hot water generators in Buildings 53, 51, and 24 at the St. Louis (JB) VA Medical Center. The tracking sheet contains 48 detailed questions and responses from potential contractors, covering various technical, procedural, and logistical aspects of the project. Key details include commissioning requirements, warranty specifications, equipment details, and site-specific conditions.

Significant responses include confirming COVID-19 documentation is not required, specifying Cemline SSH series water heaters will be used, and outlining commissioning procedures. The VA will require the construction contractor to either hire a commissioning agent or have a manufacturer representative train VA personnel on unit operation and maintenance. The project involves owner-provided water heater units with "labor only" warranties, uses Johnson Controls (JCI) as the incumbent controls contractor, and will modify the existing Johnson Controls Metasys System. The project is classified under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19 million in average annual receipts.
