Scope of Work Synopsis

The existing hot water heaters are old and failing in buildings 24, 51, and 53. This equipment was identified for replacement. In Building 24 (the existing single steam to domestic hot water converter is located in the basement in Room G015 and is in poor condition. It is assumed the unit capacity is a 3,000 MBU heat exchanger. The existing hot water converter is a horizontal shell and tube configuration mounted on a steel stand up against the wall. The replacement will be two new horizontal instantaneous steam water heaters mounted in one rack/stand. In Building 51 the existing (2) two semi-instantaneous packaged steam to domestic hot water heaters are both at the end of their useful life. The location of these water heaters is in Room BA-102. The replacement will be two identical semi-instantaneous vertical packaged steam water heaters. In Building 53 there are (2) two steam to domestic hot water tube heaters inside of tanks that, besides not meeting Legionella prevention requirements, are at end of life and need replacement. The tanks are located side by side in Room GS13 and are approximately 947 gallons each. The replacement will be two semi-instantaneous vertical packaged steam water heaters, similar to the heaters in Building 51.

Contractor shall provide all supervision, tools, labor, materials, equipment, transportation, incidentals, and testing necessary to completely prepare site for building operations, including demolition and removal of existing domestic water heating and piping equipment, and furnish labor and materials and perform work for Replace Hot Water Generators in Buildings 53, 51 & 24, Project No.657-24-109JB, as required by drawings and specifications. The project includes, but is not limited to, general construction, alterations, mechanical, plumbing and electrical work, and certain other items necessary for completion and installation of new work. All work shall be performed in accordance with solicitation/contract terms and conditions, specifications and drawings, and all applicable VA and local codes.

c.DOCUMENTATION OF TECHNICAL ACCEPTABILITY. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15.101-1 for the Best Value – Tradeoff source selection process. The following NON-Price Evaluation Factors will be used as the basis for determining Technical Acceptability: Prime Contractor Construction Experience, Project Execution, Key Personnel Experience, Prime Contractor’s Safety Plan, Past Performance. See 1a for complete factors.

NOTE: There is a realistic possibility that some offerors may choose to submit the same construction project as a qualifying example for both the past performance and the construction experience evaluation factors. This is not prohibited, but the supporting documentation must demonstrate that the submitted projects absolutely do comply with the specific minimal requirements, identified below, for each separate evaluation factor.

1) FACTOR 1: Prime Contractor Construction Experience (Non-Price) To be technically acceptable, submit a minimum of two (2), and a maximum of three (3), construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. The projects must demonstrate an Offeror’s construction experience as a prime construction contractor directly responsible to the owner and managing multiple subcontractors. For the purposes of this evaluation, a relevant project is further defined as “removal and replacement of electrical equipment inside mechanical rooms, completed within a functioning hospital, office building, school, or any other building.” Project(s) should have a minimum value of $100,000.00 and be 100% complete. Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP. If the contract/work is incomplete or was completed more than five years prior to the date of submitting this proposal, it will not be deemed relevant and will not be considered.

A project is defined as a construction project performed under a single task order or contract.

For multiple award and indefinite delivery/indefinite quantity type contracts, the contract, as a whole, shall not be submitted as a project; Offerors shall submit the work performed under a task order as a project.

Offeror’s submission shall include, at a minimum:

•Provide the Project Title and Description, Project Location (Physical Address); Contract Type (Example: Design Build, Design Bid Build).
•Provide the project owner name and telephone number of the owner’s contact person.
•Provide a description of the scope of work, to include the work performed as the prime contractor.
•Provide project statistics including start and completion dates (original vs actual) and project cost (original vs actual. If original vs actual completion dates and project cost differ, please explanation as to why they differ.

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower.

(Note: If submitting as a Prime/Sub teaming arrangement under FAR 9.601(2), the designated prime must meet the specific requirements of Factor 1 “Experience of the Prime Contractor” in order for the teaming arrangement to be deemed acceptable. Subcontractor experience will not be considered.)

Projects completed at VA Medical Centers may score higher than projects completed at general commercial facilities and hospitals. Projects directly related to the replacement of steam hot water generators may score higher than standard mechanical, electrical, and plumbing projects.

1) FACTOR 2: Project Execution (Non-Price)

a. To be technically acceptable, prepare and submit a practicable construction schedule showing all necessary work elements to complete the project identified under this solicitation. The schedule must be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the performance period. The proposed schedule must include the activities which are consistent with those described within the project specifications and drawings and must not exceed the Government's maximum allowable performance period, as noted in Block 11 of the SF 1442. The project will start at the issuance of the Notice to Proceed. For scheduling purposes, assume the Notice to Proceed (NTP) will be issued thirty (30) calendar days after the award date. (Note that there is no guarantee the Notice to Proceed will be issued within this timeframe.)

*The schedule submitted with the offer should not be construed as the agreed upon schedule as per FAR 52.236-15, the contractor shall, within five (5) days after receiving the Notice to Proceed, submit a revised schedule which will supersede the proposed schedule. The revised schedule will be subject to VA approval and must show the project being accomplished within the time frame specified on the SF 1442.

b. Provide Narrative for Project Challenges: Describe in a written narrative, the challenges identified for this project and a plan for addressing these challenges. This plan shall include how to minimize the disruption of patient care to the greatest extend possible.

1) FACTOR 3: Key Personnel Experience (Non-Price) To be technically acceptable, the Offeror shall provide a resume for each of the following key personnel members, to include the Project Manager, On-Site Superintendent, Quality Control Manager, Safety Officer (designated Competent Person as defined by OSHA) and all the identified or known subcontractors. (It is recognized that not all subcontractors may be identified by the time of proposal submission.) Note: Only submit information for personnel and subcontractors who will perform on a resulting contract. Any substitution after award must be determined equally or more qualified by the Contracting Officer to avoid Termination for Default.

** Key Personnel may hold more than one position, as long as those in production positions do not hold quality and/or safety positions.

Note: Only submit information for personnel and subcontractors that will perform on a resulting contract. Any substitution after award must be determined equally or more qualified by the Contracting Officer to avoid Termination for Default.

1) FACTOR 4: Prime Contractor’s Safety Plan (Non-Price) To be technically acceptable, offerors must provide a construction safety plan that is deemed acceptable and meets the following requirements:

a. The contractor's Safety Plan shall be evaluated for their compliance with local/ State/Federal rules and regulations and the company's consideration of safety of its employees and the general public.
