Renovations include upgrading an existing patient care unit and involve hazardous material abatement, mechanical, electrical and plumbing work. The general contractor will be responsible for coordination drawings, sequencing installations to avoid conflicts, and incorporating temporary protections installed by VA trades. All work must be completed within the defined milestone schedule and pricing proposals shall account for potential cost escalations over the 665-day performance period. AMENDMENT 003

08/10/2023

41. QUESTION: (Scope of Work paragraph) 2biii) page 18:iii) states "The General Trades Contractor and its subcontractors are required to include costs for expediting all shop drawings, submittals, material orders and fabrication along with providing multiple crews, increased manpower, premium time/shift time work, and multiple mobilizations as required to complete the project within the time period specified in the milestone schedule." Q. What is the quantity or the expectations highlighted for the General Trades and Subs to anticipate?

ANSWER: General Trades contractor shall evaluate the Milestone Schedule included with the original bid solicitation to determine if ample time is allowed to perform the work based on their anticipated workforce and material availability. If the General Trades contractor determines that they will not be able to meet individual milestone dates with their anticipated workforce and material deliveries, then they must include the additional measures required to meet these dates as stated in this paragraph in their base estimate.

42. QUESTION: (Scope of Work paragraph) 2bvi) page 18: vi) states Contractor shall include all material and labor escalation costs necessary to complete the Work in accordance with the project milestone schedule. Q. How is this to be realistically anticipated?

ANSWER: Refer to "Solicitation, Offer, and Award" (Bid Solicitation) document dated 07/19/2023 items 13d and 17 indicating that bids will be good for 120 calendar days after the date offers are received. Item 10 within the same document indicates that the total period of performance is 545 calendar days. This equates to a total of 665 calendar days from the day offers are presented to the latest possible completion date for the project. General Trades contractor shall include sufficient costs within their base bid to allow for any anticipated escalation within this 665 calendar day period.

43. QUESTION: (Scope of Work paragraph) 2bvii) page 18: vii) Contractors shall also take into account that certain portions of the work may be sequenced differently than what they would expect for a project of this type. Contractors may, therefore, be required to work in completed areas and around completed installations which may limit their access to the Work. Contractors shall include provisions in their bid for out-of-sequence work. Q. Can this be quantified by the Owner/A/E Team?

ANSWER: Overall sequencing of the work has been outlined in the Milestone Schedule included with the bid solicitation. The Awarded General Trades contractor shall collaborate with the VA to develop more finite sequencing and scheduling between these milestones. Regarding work in completed areas, see Amendment 002 responses numbered 27 and 28 which outlines work to be completed within the 3rd floor occupied areas. This work must be completed within 18 weeks from notice of award as indicated in the Milestone Schedule. The contractor will also need to access owner-occupied areas to make connections to systems outside of the 4th floor work area.

44. QUESTION:

(Scope of Work paragraph) 4ai) page 19 and 4biv) page 19 (similar): i) General Trades Contractor will provide electronically-produced 3-dimensional coordination drawings. These drawings shall include the following:

(1) Actual field conditions, structures, and permanent installations.

(2) New and existing ductwork

(3) New and existing piping and conduits

(4) Proposed construction of all their subcontractors and the VA’s subcontractors and vendors.

Q. Can you quantify "the VA’s subcontractors and vendors" impact on the drawings to be provided?

ANSWER: General Trades contractor is completely responsible for all aspects of coordination drawing preparation. General Trades contractor will prepare coordination drawings in the same manner as a project for which they hold contracts for all trades performing work in the field. General Trades contractor will collaborate with the VA along with their self-performing crews, vendors, and subcontractors to request vital information to be included in the coordination drawings. At a minimum, coordination drawings shall incorporate dimensions, sizing, placement, and other pertinent details needed to incorporate all of the work shown on the entire bid set of plans and its individual elements, specifically for the purpose of coordinating field installations, avoiding conflicts, facilitating installations, and ensuring proper function of all systems and construction as shown in the contract documents. Refer to Amendment 002 responses 14 and 15 for additional information.

45. QUESTION: Q. Our understanding is the BIM model is to be provided to the General Trades Team and that clash detection has already been completed by the A/E and the only item needed to be added to the system above the ceiling is the Pneumatic system which is to be designed and implemented into the BIM Model. Can this be confirmed?

ANSWER: Clash detection has not been completed on the current set of plans. The General Trades contractor is responsible for performing clash detection as part of their BIM Coordination drawings. Pneumatic Tube system design and installation is delegated to the General Trades contractor and must be included in the coordination drawings. Refer to Amendment 002 responses 14 and 15 for additional information.

46. QUESTION: (Scope of Work paragraph) 7aii) page 2: ii) Individual Contractors may be required to remove and reinstall temporary construction multiple times as needed without additional compensation in order to facilitate the progress of the work and to allow the VA to utilize the facility. Q. Can you quantify this?

ANSWER: The VA's self-performing workers will install temporary protection for their own use and for the benefit of the General Trades workers as outlined in PART 2.0, paragraph 5-c of the Scope of Work document. General Trades contractor shall coordinate their work with the VA's team to minimize extra work moving, removing, replacing, modifying, and maintaining these protections. Once the protections are installed by the VA's team, the General Trades contractor is responsible to move and restore them as needed to complete their work.

47. QUESTION: Q. Given the information in the narrative on PART 3.0 item 2) and 3), and the requirements in PART 4.0 item 3); define the remaining hazardous materials demolition yet to be removed considering what "the VA has already completed on the 4th floor"?

ANSWER: Refer to Amendment 002, response number 36 for a description of remaining hazardous materials abatement to be performed by the General Trades contractor.

48. QUESTION: Q. Define the limits and terminations to be provided by your in house Electrical, Communications and Electronic Safety and Security trades in coordination with the General Trades Subs (HVAC, Plumbing, Med Gases, etc.)?

ANSWER: As stated in the Scope of Work document PART 3.0, Paragraph 27, the VA's self-performed electrical team is responsible for "All electrical work indicated on the “E”, “EL”, “EP”, and “T”-series electrical drawings listed on page G-001 of the plans" and "All electrical work outlined in the Division 26, 27, 28 specifications" Any electrical work that is not shown on the above plans is the General Trades contractor's responsibility. See the Scope of Work document section 4.0, paragraphs 23, 24 and 25 for electrical work specific to plumbing, medical gas, and temperature controls that the General Trades contractor is responsible for.
