Response to RFI from Hernandez Consulting and Construction April 2, 2018

.Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations. We prefer Microsoft Project 10 as required in 01 32 16.15, 1.1A.
.Will the fire sprinkler system and/or the fire alarm system need to be disrupted during construction? If yes, what if any additional security measures will the government require e.g. fire watch, temporary fire alarms, adjustments to sprinkler heads, etc. Yes, adjustments will be required when the ceiling is removed longer than 24 hours. Either the sprinkler heads must be adjusted or heat detectors must be placed. Temporary fire alarms will need to be installed.
.During demolition and while ceiling grids are out, will the fire sprinkler heads have to be turned upside down an/or reach a certain distance from the roof deck to follow Codes NFPA 13 or will other NFPA code apply ex. 241? Yes, the sprinkler heads can be mounted on whips to meet the distance from the ceiling specified in the code.
.Who is responsible for the utility locations? The contractor
.Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin. This is a question we cannot answer preemptively. We may negotiate a post-award price increase if the costs increase dramatically.
.Going through the solicitation and plans from the last time the project bid and the documents released this time the plans doesn’t seem like they were revised, can you confirm? The contractor should bid from the latest documents sent
.Does the previous RFI answers still apply on this solicitation? Resubmit all previous RFI’s
.Please confirm that a qualified Superintendent can also be the SSHO Required to be on site per specifications. One person can serve a maximum of two positions.
.Please confirm that VA will be supplying and paying for material testing. The contractor pays for testing.
.Please confirm that Ceiling can be taken down for at least a 24hr period before reinstalling? If the ceiling is down for more than 24 hours, alternative measures must be taken, see the answer to question 2.
.Is there currently a sprinkler system in the cavity above the ceiling grid? No
.Will a cavity Sprinkler system be required? Not if the ceiling is removed and the sprinkler heads are located the proper distance from the roof deck.
.Does the existing roof have a warranty? No
.What 5 reports are being required monthly with the loaded CMP? All reports required in the specifications will be required. Look under spec. 01 32 16 15 para. 1.4. Computer Produced Schedules?
.What Davis bacon issue is used for this project labor? We always use the most current one which is already indicated in the solicitation. It may change before closing if a new one is issued.
.In the North-West Corridor from the new ED, where utilities must be connected to existing, what type of ceiling removal will be acceptable; and due to narrow width; will night work and after-hours work be required? Handled as we typically handle ceiling removals. Some temporary restriction is allowed in the hallways with approval from the COR. Noise generating work, etc will be conducted on evenings and weekends.

17. For headwall units, please confirm the facility is requesting horizontal unit with vertical chase for electrical and medical gas connection to above the ceiling and not behind the headwall? Yes confirmed

18. In which volume (Technical or Price) should the SF 1442 and Amendments be placed? Technical

.In which volume (Technical or Price) should “52.209-5 Representations by Corporations…” be placed? Technical
.In which volume (Technical or Price) should the “Contractor Certification Regarding Safety and Environmental” be placed? Technical
.In which volume (Technical or Price) should the bid bond be placed? Price
.Please provide the location, on the plans, for the variable frequency drive (VFD) for exhaust fan 1-EF2. In the same mechanical equipment room as the new AHU.
.Please provide the location of panel EE1. The exhaust fan is located on the roof, and schedule shows it powered from power panel EE1. First Floor near the Elevators
.In order to determine NEMA rating for the VFD, please confirm if the VFD will be located inside of the building or on the roof. inside
.Spec section 23 09 23 describes “in general” the requirements for the Direct-Digital Control System for HVAC. Additionally, the plan pages M511 and M512 indicate the control details for the systems included in this project. It is customary for the plans and/or specifications to indicate the acceptable controls manufacturer and the requirements for connecting the new systems into the existing campus-wide control system. Could additional information defining this work and the existing system, manufacture, be provided? Yes JCI advanced architecture Metacyst
.For headwall units, please confirm the facility is requesting horizontal unit with vertical chase for electrical and medical gas connection to above the ceiling and not behind the headwall? Yes
