RFI # Question/Comment Response (VA - COR) 1 The specifications call for a coordination study to be done on the new distribution components. Could we get a copy of the existing coordination study and what software was it done in, in order to put a value to that. Per general note B, drawing E500. Contractor shall request current power study to obtain the current most recent AIC ratings.
Engineer's report for recent arc flash study is too large to publish at SAM.gov, but can be made availabel to the GC, who should be able to extract the information they need. Also, the study states that they used SKM Software (https://www.skm.com/) (rev21JUL25)
2 Drawings outline the connection of the new chiller to the existing BMS. Please provide the current BMS vendor/system for the building.

3 Is this a brand name or equal for the chiller product, or is a York brand Chiller mandatory to match other other 5 chillers?
No. York was the basis of specification. Awardee’s chiller product submission must meet the design and specification requirements. This IFB does not include a sole-source requirement Contractor is not required to include products by the manufacturers shown for reference at drawing M600 for ease of identification and objectively defined system requirements.
Drawing M600 Mechanical Schedules includes a Water Cooled Chiller Schedule listing performance requirements of the new system along with the basis of specification manufacturer and system nomenclature "York YMC2-S3517BBS" to aid in objectively describing system requirements.
The same is true at the Pump Schedule which shows two Bell & Gossett products (e-HSC-10X12X14.5 and VSX-VSCS-6X8X10.5A) along with objectively described system requirements.
01 00 00,1.3,A. Base Bid note mentions York in describing the current 1000-ton chiller to be demolished and replaced with another 1000-ton chiller as described without brand name. The Base Bid note at the bottom of the cover sheet of the drawings repeats this description verbatim.
23 21 23 Hydronic Pumps does not include a brand name.
23 64 00 Packaged Water Chillers describes requirements for the chiller in detail without mentioning a brand name. (rev23JUL25)
4 Will the VA accept chiller manufacturers other than York if they meet all performance and warranty criteria? Contractor is not required to include products by the manufacturers shown for reference at drawing M600 for ease of identification and objectively defined system requirements.
GC is only required to provide a system with minimum performance characteristics as the example units and other requirements described in the specifications and drawings. (rev23JUL25)

5 What criteria will the VA being using to asses if the chiller meets required performance and warranty requirements?
Salient quality and performance metrics described in the specifications and drawings must be met. GC will describe in their submitted system package direct comparison. (rev23JUL25)
6 Is there a specific criteria that is inherent to the York Chiller that is being specified to differentiate that product from other brands?

7 EOS Mechanical Inc who is bidding this as a prime would like to know if there will be a line item included on updated bid form for First Right of Salvage (Note F under Mechanical General Notes on M000).
No.
8 What items does the VA Plans Salvage from this project? This can increase the cost of demolition to dismantle items on site.
FHCC will salvage the control panel of the old chiller.
9 Is this a tax-exempt project? Yes. State sales tax exempt information will be provided to the GC.

10 Does the VA anticipate this project will require off hours work? SOW Part 6, 3. describes work hours. Contractor plannng may require work outside of normal hours. 01 00 00: Utility interruption may require contractor to perform off-hours work. Contractor failure to prosecute the work in compliance with their CPM schedule may result in their developing a recovery schedule which includes off-hours work at their own expense.

11 Will the VA accept an or equal to the YORK BOD or is this a sole source chiller procurement? Also, from our previous experience of completing the previous chiller replacements we would suggest keeping this sole source to York BOD for a even bidding process.
Basis of specification is included at M600 for the contractor's benefit.
If this IFB had a sole-source requirement, a sole-source justification would accompany this solicitation package. The chiller the awardee provides must meet the design and specification requirements. (rev23JUl25)
12 Please confirm that ALC controls are the only approved controls systems for this project. Yes - controls to be by ALC. Refer to Specification 23 09 23.
13 Will the VA consider Victaulic Fitting for this project? No - victaulic fittings are not permitted.
14 SOW calls out uniform heat detection connecting to existing building master fire alarm system please advise who the existing master fire alarm system contractor is?
Fire alarm is Simplex/JCI.
15 Note K on ED400 calls to demo concrete housekeeping pads, and floor/grade shall be finished to match adjacent surface. Please confirm concrete demo does not apply to any Mechanical related demo Scope.
Concrete demo is required for pump scope. Refer to Sheet MD400 and details M500/5, M500/9, and M500/8.
16 Are there any existing Valves that can be used to Isolate the Chilled Water and Condenser Water? Awardee will be required to replace valves per the drawings.
Contractor to walk the project site to identify existing valves that can be utilized. New or replacement valves to be provided as indicated on the drawings. (rev23JUL25)
17 Does Lock Out Tag Out apply to this project? Occupational Safety and Health Act of 1970 (law) applies to all work by all employers. See safety specification 01 35 26. Specification mentions tag-out many times, however, part 1.22 Control of Hazardous Energy provides detail, such as Tag-Out alone is not an acceptable method of deenergization and isolation of energy sources.
Contractor (the employer) must identify this risk and their response to it in their AHA.

18 Should the freestanding 4160>460V transformers be provided with the chiller to avoid compatibility issues with a generic transformer? The chiller manufacturer states they have a transformer designed specifically for their magnetic bearing chillers and associated harmonics of the mag bearing compressors and VSD.
Please confirm if the transformer should be provided by the chiller manufacturer.
Review the contract documents. The transformer shall be provided with the chiller to avoid compatibility issues.
19 Are the VFD for CWP and CP pumps provided by the Owner? If not, can we please get more information if new VFD are to be installed.

20 Would it be possible to set up another Site Visit?
Also, will a sign-in sheet be provided?
Sign-in sheet from prior pre-bid site visit(s) are posted at SAM.gov as an amendment. The opportunity to observe conditions during a planned site visit has been completed. (rev21JUL25)
21 Can the Superintendent fulfill the Quality Control Manager (QCM) role? Review and comply with the contract documents. Superintendent may act as SSHO if qualified (see RFI 22) QA/QC can not be superintendent or
SSHO.
22 Can the Superintendent fulfill the Site Safety & Health (SSHO) role? See RFI 21. Review and comply with 01 35 26 - 14. 1.7 "Site Safety and Health Officer" (SSHO) and "Competent Person". The superintendent can act as the SSHO if VA determines them to have the proper qualifications and competency. The SSHO must remain on-site at all times during construction. There is no case in which the SSHO can attend to multiple projects at the same time.
23 Will the VA provide laydown/storage areas? If so, where will they be located? Yes, the VA has some limited space for use by the awardee.

25 Are CAD files available for all of the issued drawings? Or will they be available after award is made? CAD files are available after award.
26 Will the VA be providing an electronic submittal program, or is it expected that the general contractor provides this?
Are there programs or software that are acceptable?

27 Are there any requirements regarding photographic documentation?
Please confirm if this will be required as part of this project?
If required, must this be a 3rd party service?
Or can it be performed inhouse by general contractor?
See specs and SOW. GC is required to prepare and submit photographic documentation of all projects with their submitted daily production reports.
SOW: "In no case shall the GC allow any team member to take photographs with patients, visitors, or employees in the picture." PHI and PII is also not allowed in photographs.
Photographic documentation falls under daily logs. This is not required to be a 3rd party service.
