About this file
This document is a Pre-Bid Request for Information (RFI) response document for a VA interior demolition and abatement project (Solicitation #36C252-25-B-0019, Project #556-24-102 B1). The RFI contains 60 detailed questions and corresponding responses from the VA Contracting Officer (COR) covering multiple technical and procedural aspects of the project, including drawing scale discrepancies, floor tile and mastic removal, universal waste handling, contractor responsibilities, safety requirements, and project logistics.
Key details include confirmation that the building (Building 1) will not be occupied during demolition/abatement, the VA will provide laydown/storage areas in Building 1, CAD files are available upon request, and the VA has a contract for electronic submittal exchange. Notable technical clarifications involve asbestos abatement monitoring (conducted by VA Task Order), electrical work requirements, fire alarm equipment testing, and specific guidelines for waste collection and disposal. The bid due date has been pushed out to 7/24/25, and the project involves interior demolition and abatement work at a VA healthcare facility.

RFI # Question/Comment Response (VA - COR)
1 Drawings missing information.
VA Confirmed this was a software issue on the users end. They were able to get the file to open and display all of the information.
While calibrating our Bluebeam take-offs, we found that sheets HA100 through HA104 do not land at the printed scale of 1/16" = 1'-0". Field measurements and digital calibration both point to roughly 3/32" = 1'-0" (see the attached sheet at different scales for reference). Given this, could you please confirm the following two items:
1. Correct scale for sheets HA100-HA104.
2. Whether the quantified Keynotes and counts are correct as presently given. Specifically, if HA101 Keynotes H1–H10 should be priced exactly as listed, regardless of the scale discrepancy.
1. The scaling on these drawings is indeed 3/32" = 1'.
This can be corrected without any other impacts.
2. Quantities were not based on the inaccurate 1/16" scaling, no quantity or pricing changes are anticipated
On page HA102 the area corridor CO-2-01 and Lobby 200-1 is noted H1 which is remove floor tile and mastic on concrete. That same area on page AD103 is calling for epoxy floor removal on concrete. Is the epoxy floor below the asbestos flooring and the mastic is on epoxy not on concrete?
On page AD101 rooms 123, 124, 129, 142 and 143 plans call for removal of floor tile. Those same rooms are listed on HA101 under H1. H1 is floor tile removal with black mastic on concrete. Is there a layer of flooring requiring removal after asbestos is abated?
5 Under Summary Of Work-(02 82 11-3). Item 4 Special Wastes:
Are the Universal Wastes to be packaged by Contractor and then turn over to the VA for disposal/recycling?
Yes. For more details, reference VHA Directive 1850.06(1)
Under Variations In Quantity (02 82 11-4) Item A:
Quantities at +/- of 10% are not change order amounts?
Contractor shall figure an additional 10% of spec quantities in contract price and timeframes?
Some allowances should always be given regarding estimates to material quantities. VA is not expecting to have much variation in the estimated amount of ACM.
This does not mean overestimation or overinflation of costs is appropriate. The contract is a firm fixed price.
The quote should be fair and reasonable. This verbage is in place to facilitate less red tape. The blade cuts both ways, underestimates of up to 10% will not seek a modification for a credit.

Under 1.5 Applicable Codes And Regulations (02 82 11-16) Item B: Asbestos Abatement Contractor Responsibility:
Is the Asbestos Contractor for hiring an independent CPIH/CIH to oversee abatement activities as well as perform sampling/analytical?
VA has a contract for asbestos abatement monitoring.
There will be a task order issued to the abatement monitor after the contractor establishes the abatement schedule/duration. This company will be under VA contract only.
Under 3.1 Regulated Area Preparations (02 82 11-45) Item B: Signage and Power Management #2. The Contractor is responsible to shut down and lock out/tag out electric power to the regulated area?
Contractor to provide our own electrician?
VA electric shops personnel are not contracted to do the work of the contractor. VA may be consulted to help answer FHCC specific questions or help facilitate a lockdown. VA can advise on what might be affected in case of shutdowns.
In short, the contractor must provide their own electrician that will do the electrical work as specified in the contract.
Under 3.1 Auxiliary Generator (02 82 11-48) Item 7: Says if the building is occupied during abatement provide an auxiliary gasoline/diesel generator……..?
Will the building be occupied during demolition or abatement?

S05 - Pre-Bid RFIs 556-24-102 B1 Interior Demo question 60_COR responses 3JUL25 2 of 7
VHA Directive 1192.01 speaks to Health Care Personnel, Page 8(p) VA Contracting Officers: This section implies, “VA contracting officers responsible for on-site HCP contract will inform the contractors about this directive and its requirements.”
However, this project is not an on-site contract for HCP. Section C page 3, indicated that flu season is between Dec 1 through March 31, please validate that is not a mandatory requirement per page 4 of the solicitation titled COMPLIANCE WITH VHA DIRECTIVE 1192.0.
Contracted personnel in this project will be located in Buiding 1. The issue of mandatory flu vaccinations is in following best practices here for the sake of the patients. B1 is an administrative building away from the main hospital and not likely to cause interaction with the patients.
The workers should stay on site and if they are not vaccinated, the directive is that they would be masked throughout the flu season if they leave the site for any reason and come in contact with any patients. If personnel have symptoms of flu, they should not interact with VA personnel or patients. The contractors that do get their flu shot do not require a mask.
16 Will the sign-in sheet from site visit be available in addendum? Yes, this is in the amendment 0001.
17 Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO?
This is already clarified in the specifications. See: 01 35 26 - 12. 1.7 "Site Safety and Health Officer" (SSHO) and "Competent Person"
The superintendent can act as the SSHO if VA determines them to have the proper qualifications and competency. The SSHO must remain on-site at all times during construction. There is no case in which the SSHO can attend multiple projects at the same time.
18 If no to the question above, will the SSHO need to be full-time for this project? See answer to item 17
19 Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC? Superintendent may act as SSHO if qualified (see item
17) QA/QC can not be superintendent or SSHO.
20 If no to the question above, will the QA/QC need to be full time for this project?
QA/QC duties are typically fulilled by the PM if qualified or an outsourced licensed engineer. They should be available to complete the duties as laid out in the contract. If there is a line item for a full time QA/QC, they will be required to be onsite alongside the superintendent.
S05 - Pre-Bid RFIs 556-24-102 B1 Interior Demo question 60_COR responses 3JUL25 3 of 7
21 Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC? Absolutely not.
22 Please confirm if the current prevailing wages will be consistent for the life of the project with no escalation? Yes that is correct.
23 Is the use of temporary plastic wall panels (such as STARC panels) acceptable to meet ICRA requirements? If the panels are installed per the manufacturer's guidelines then inspected and approved by VA IC, yes.
24 Will shutdowns be required to be done during off hours or weekends?
Not always. Since this building is separate from the main hospital and there will be no personnel occupying the building, that requirement is rather moot. The exception would come if any utility shutdowns affect the rest of the facility and not solely building 1.
25 Will a full-time fire watch be required during activities such as cutting and welding?
How long after such activities are completed?
See specification 01 35 26 - 19-22 1.16 Fire Safety Follow all requirements as outlined here.
26 Is there a particular vendor or contractor currently servicing and maintaining the Building Automation System or Temperature Controls System? Automated Logic Controls(ALC)
27 Please confirm if we will be allowed to keep a locked storage container or conex box within the grounds.
You will have an entire building for storage throughout the project. No, there is no need for an additional conex box.
28 Will this project requires phasing to maintain occupancy in any part of the building or will the contractor have full access for demolition activities?
The building will not be occupied at time of demo/abatement.
29 Are there any power, mechanical, telecommunications, etc extending from or passing through this building that should be noted to keep active?
See the drawings and specs for utilities that must remain active.
30 To allow sufficient time to review responses and prepare our bid we kindly request that you please extend the bid date. Waiting on response from A/E on some questions and due date is pushed out to 7/24/25.
The existing 4020 panel is obsolete and should be upgraded, as it does not support synchronization and cannot accommodate additional internal cards required for the new design.
Would you like to proceed with upgrading the panel at this time?
If not, and you still want the strobes to be synchronized, all signal circuits will need to be connected to new NAC panels.
In that case, the main panel will only support the addressable devices.
See specs: 28 31 00 - 11 2.4 Fire Alarm Control Unit(FACU) A.

39 Demo 02 41 00 – 3, requirements 1.4 Utilities Services Where are the outside utility lines to abandoned and removed?
Is the crawl space considered a confined space?
The dirt in the space is currently not level, is the Contractor responsible for removing the uneven soil/dirt to ensure that the liner has a tight seal?
41 Are we required to use chemical removal of the asbestos mastic, even though we can remove it cheaper by mechanical methods and this will give the floor a better quality.
Drawing HA101 – Keyed note H10 (purple high light) refers to “non-ACM vinyl sheet flooring, adhesive and filler with underlying asbestos black mastic”.
This area is on the west side of the floor, and we did not have access to this area at the site visit.
This vinyl sheet flooring also appears to be on the walls of this space.
Is the ASBESTOS contractor to remove this as asbestos?
43 Can another site visit be arranged to visit the basement crawl spaces and the level 1 west area that we did not have access to.
44 Level 1 west area also has Keyed note K17 which has plaster ceiling we need to demo for acm duct pin insulation removal.
