About this file

This document is a Pre-Bid Request for Information (RFI) for VA Project 556-24-102 B1 Interior Demolition and Abatement, Solicitation 36C252-25-B-0019. The RFI contains 64 detailed questions and responses covering various aspects of an interior demolition and asbestos abatement project, with key focus areas including drawing scale discrepancies, floor tile and mastic removal, universal waste handling, utility management, safety requirements, and specific demolition instructions. The project involves comprehensive interior demolition of a VA building, with critical details about asbestos removal, lead-based paint handling, air monitoring, waste disposal, and contractor responsibilities.

Significant responses clarify that the building will not be occupied during demolition/abatement, the contractor must use licensed asbestos abatement contractors, and specific requirements exist for waste management, safety protocols, and environmental monitoring. The VA has a separate contract for asbestos abatement monitoring and will provide an environmental sub-contractor. The bid due date was extended to 7/24/25 in Amendment 0001, and contractors are expected to comply with detailed specifications for demolition, asbestos removal, lead-based paint handling, and overall site safety. The project requires careful attention to regulatory compliance, particularly regarding asbestos and lead-based paint removal.

Pre-Bid RFIs Updates in bold on 11Aug2025 RFI # Question/Comment Response (New are bolded)

1 Drawings missing information. VA Confirmed this was a software issue on the users end. They were able to get the file to open and display all of the information.(Closed)

2 While calibrating our Bluebeam take-offs, we found that sheets HA100 through HA104 do not land at the printed scale of 1/16" = 1'-0". Field measurements and digital calibration both point to roughly 3/32" = 1'-0" (see the attached sheet at different scales for reference). Given this, could you please confirm the following two items:

1. Correct scale for sheets HA100-HA104.

2. Whether the quantified Keynotes and counts are correct as presently given. Specifically, if HA101 Keynotes H1–H10 should be priced exactly as listed, regardless of the scale discrepancy.

1. The scaling on these drawings is indeed 3/32" = 1'. This can be corrected without any other impacts.

2. Quantities were not based on the inaccurate 1/16" scaling, no quantity or pricing changes are anticipated

See attached drawings on page 9 & 10

3 On page HA102 the area corridor CO-2-01 and Lobby 200-1 is noted H1 which is remove floor tile and mastic on concrete. That same area on page AD103 is calling for epoxy floor removal on concrete. Is the epoxy floor below the asbestos flooring and the mastic is on epoxy not on concrete?

For areas CO-2-01 and 200-1, we have determined that the asbestos flooring has indeed already been removed from these two areas. However, due to the widespread presence of residual asbestos black mastic throughout most of the building, the mastic in these areas will still require abatement. The result, as always, will be a clean concrete deck suitable for adhering new flooring in this contract.

4 On page AD101 rooms 123, 124, 129, 142 and 143 plans call for removal of floor tile. Those same rooms are listed on HA101 under H1. H1 is floor tile removal with black mastic on concrete. Is there a layer of flooring requiring removal after asbestos is abated?

RFI cites contract documents describing compliant removal of mastic suspected of containing ACM on concrete deck. Stipping the flooring to the deck, but expecting their to be even more flooring is illogical.

5 Under Summary Of Work-(02 82 11-3). Item 4 Special Wastes:

Are the Universal Wastes to be packaged by Contractor and then turn over to the VA for disposal/recycling?

Specification text is clear.

Item 4. Special Wastes lists fluorescent light fixture balasts no labeleed "no PCB's", lamps without green tips, mercury-containing thermostats, and emergency exit sign assemblies - all required to be packaged into appropriate receptacles and turned over to VA (location TBD by COR).

6 Under Variations In Quantity (02 82 11-4) Item A:

Quantities at +/- of 10% are not change order amounts?

Contractor shall figure an additional 10% of spec quantities in contract price and timeframes?

Specification text is clear.

Any quantities provided in the design are a courtesy of the AE, and required to be validated by GC prior to submitting bids. Given the inherent challenges of this requirement, it is prudent to include a range of variation, which in this instance is 10% to enable forward movement on this firm fixed price contract.

Consider also that VA will not seek a credit if the quantity is as much as 10% less.

7 Under 1.5 Applicable Codes And Regulations (02 82 11-16) Item B: Asbestos Abatement Contractor Responsibility:

Is the Asbestos Contractor for hiring an independent CPIH/CIH to oversee abatement activities as well as perform sampling/analytical?

VA has a contract for asbestos abatement monitoring by a qualified company not connected with the GC or their subcontractors. VA will issue a task order to the abatement monitor once the GC's baseline schedule is approved, establishing the abatement schedule/duration.

8 Under 3.1 Regulated Area Preparations (02 82 11-45) Item B: Signage and Power Management #2. The Contractor is responsible to shut down and lock out/tag out electric power to the regulated area?

Contractor to provide our own electrician?

Specification text is clear.

All electrical work of this scope is required to be performed by competent and qualified electrical contractor. Coordination of utility interruptions with VA is covered elsewhere in the contract documents.

9 Under 3.1 Auxiliary Generator (02 82 11-48) Item 7: Says if the building is occupied during abatement provide an auxiliary gasoline/diesel generator……..?

Will the building be occupied during demolition or abatement?

The building will not be occupied by VA staff at time of demo/abatement, however, contractor, AE, CxA, VA, and other personnel are expected to occupay the building throughout the project, and GC remains responsible for maintaining a safe and healthy environment throughout their area of responsibility. This requirement, as stated, works to ensure that air pressure differential and monitoring requirements remain in service when power is interrupted.

10 Under Lead Based Paint Removal (02 83 33.13-14) Item D Waste Collection:

All lead contaminated materials are to be placed in drums?

Specification text is clear.

GC's specialty subcontractor performing the abatement knows what is required if they are competent.

11 Under Demo: Does plaster ceilings stay where acoustical ceiling tile is removed? No. Plaster ceilings must also be removed. See General Demolition Note 6 Sheets AD102 AD104 & AD106

12 Page 9 of 83 please verify Experience Modification Rate (EMR) is required for the bid opening?

If we can produce a certification on insurance letterhead, is the form on page 10 Pre-award Contractor Safety and Environmental Record Evaluation Form still required for a submission at the time of bid opening?

Requirement is clear.

Requirements on pages 9 and 10, like all others, are required as described.

Certificate of Insurance is a separate requirement.

13 Page 20 of 83 Please verify 852.219-75 General construction should be checked. Yes, General Construction (item 1.(ii)) Must be checked for this contract.

14 Please verify your DBW (IL20250008 04/25/2025) appears to be out of date, the new one from Lake County is:

15 VHA Directive 1192.01 speaks to Health Care Personnel, Page 8(p) VA Contracting Officers: This section implies, “VA contracting officers responsible for on-site HCP contract will inform the contractors about this directive and its requirements.” However, this project is not an on-site contract for HCP. Section C page 3, indicated that flu season is between Dec 1 through March 31, please validate that is not a mandatory requirement per page 4 of the solicitation titled COMPLIANCE WITH VHA DIRECTIVE 1192.0.

VHA Directive 1192.01 Seasonal Influenza Vaccination for VHA Health Care Personnel (HCP) freely available at https://www.va.gov/vhapublications/ViewPublication.asp?pub_ID=8948 The directive includes a definiition of HCP, which includes anyone who may come in contact with VA patients and other HCP as part of their duties. In short, this definition echoes the definition of "Health Care Personnel" by the Centers for Disease Control and Prevention which includes all manner of vendors working within our facilities, including constructors and engineers.

The directive includes elaborated explanation of why this is so important (practically begging readers to take this seriously). Also, please note that 01 35 26 - 18, 1.15, and 01 35 33 - 7, 1.4 Tuberculosis Screening and Prevention of Transmission of Other Contagions uses the same basis and logic for the protection of.

If it helps, the VA engineers here are also requried to comply with these requirements - and for the same reasons.

16 Will the sign-in sheet from site visit be available in addendum? Yes, this is in Amendment 0001.

17 Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO? Specification text is clear.

See: 01 35 26 - 12. 1.7 "Site Safety and Health Officer" (SSHO) and "Competent Person".

The superintendent can act as the SSHO if VA determines them to have required qualifications and competency. The SSHO must remain on-site at all times during construction. There is no case in which the SSHO can attend multiple projects at the same time.

Quality management is a separate requirement.

18 If no to the question above, will the SSHO need to be full-time for this project? SSHO presence is required any time any contractor activity occurs. See: 01 35 26 - 12. 1.7 "Site Safety and Health Officer" (SSHO) and "Competent Person".

19 Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC? Superintendent may act as SSHO if qualified (see item 17) QA/QC can not be superintendent or SSHO.

20 If no to the question above, will the QA/QC need to be full time for this project? QA/QC duties are typically fulilled by the PM if qualified or an outsourced licensed engineer(s). Quality manager is directly responsible for preparing and submitting complete and compliant submittal packages, and then also responsible for field verification of compliance with the contract documents.

21 Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC? The three roles are clearly described in the contract documents, and this list of RFI responses. Superintendent may be allowed to be SSHO, but QA/QC must be independent of those directly responsible for the work because of potentially competing priorities.

22 Please confirm if the current prevailing wages will be consistent for the life of the project with no escalation? The Contracting Officer shall provide prospective bidders with the current and correct wage determination for the project prior to the due date.

23 Is the use of temporary plastic wall panels (such as STARC panels) acceptable to meet ICRA requirements? There are several manufacturers who manufacture modular wall panels of varrious kinds to meet various requirements. Starc, for example, has offers many types of panels. Like everything else, GC's are responsible for compliant planning and execution, and their submittals ahead of execution must present compliant solutions. Review and comply with the contract documents, and also the requirements of the manufacturer of the system planned for use. An easy example is use of UL rated assemplies where required, which means the answer to this question is "it depends".

24 Will shutdowns be required to be done during off hours or weekends? Not always. Since this building is separate from the main hospital and there will be no VA personnel or patients occupying the building, that requirement is rather moot. An exception would come if any utility shutdowns affect facilities or areas outside of Building 1, or power is interrupted resulting in risk to safety associated with abatement ventilation requirements.

With certainty, if the GC doesn't properly plan the work, and show utility shutdown activities in theri logical order within the required CPM schedule, VA craft support for utility shutdowns will be limited to impossible.

25 Will a full-time fire watch be required during activities such as cutting and welding?

How long after such activities are completed?

See specification 01 35 26 - 19-22 1.16 Fire Safety Follow all requirements as outlined here.

Ideally, GC will not allow any welding, cutting, or burning within the building, thus elimiating the risks.

26 Is there a particular vendor or contractor currently servicing and maintaining the Building Automation System or Temperature Controls System?

Automated Logic Controls (ALC) currently services our BAS.

27 Please confirm if we will be allowed to keep a locked storage container or conex box within the grounds. You will have an entire building for storage throughout the project, which should negate the need for conex boxes, office trailers, etc.

28 Will this project requires phasing to maintain occupancy in any part of the building or will the contractor have full access for demolition activities?

The building will not be occupied at time of demo/abatement.

29 Are there any power, mechanical, telecommunications, etc extending from or passing through this building that should be noted to keep active?

See the drawings and specs for utilities that must remain active.

30 To allow sufficient time to review responses and prepare our bid we kindly request that you please extend the bid date.

Due date was extend out to 7/24/25 in Amendment 0001.

Project 556-24-102 B1 INTERIOR DEMOLITION AND ABATEMENT Solicitation 36C252-25-B-0019

31 The existing 4020 panel is obsolete and should be upgraded, as it does not support synchronization and cannot accommodate additional internal cards required for the new design.

Would you like to proceed with upgrading the panel at this time?

If not, and you still want the strobes to be synchronized, all signal circuits will need to be connected to new NAC panels. In that case, the main panel will only support the addressable devices.

28 31 00 Fire Detection and Alarm: Review all parts of the specification and comply with each.

32 Under Summary Of Work (02 82 11-3). Item 4 Special Wastes:

Are the Universal Wastes to be packaged by the Contractor and then turn over to the VA for disposal/recycling?

Quantities at +/- of 10% are not change order amounts?

Contractor shall figure an additional 10% of spec quantities in contract price and timeframes?

Exact duplicate of RFI 6.

34 Under 1.5 Applicable Codes and Regulations (02 82 11-16) Item B: Asbestos Abatement Contractor Responsibility:

Is the Asbestos Contractor responsible for hiring an independent CPIH/CIH to oversee abatement activities as well as perform sampling/analytical?

57 Are CAD files available for all of the issued drawings? Or will they be available after award is made? CAD files are available. They will be shared as requested after award. Revit model is also available.

58 For asbestos abatement, please confirm that contractor will only be responsible for monitoring within contract work area, and VA will monitor outside of construction area.

Abatement monitoring is required as a direct sub to VA. Coordination of asbestos abatement and monitoring is essential to determine details for the VA Task Order. VA will provide the monitor for all asbestos abatement activities.

59 Will the VA be providing an electronic submittal program, or is it expected that the general contractor provides this? Are there programs or software that are acceptable?

VA has a contract for Submittal Exchange

60 Are there any requirements regarding photographic documentation? Please confirm if this will be required as part of this project? If required, must this be a 3rd party service? Or can it be performed inhouse by general contractor?

Photographic documentation falls under daily logs. This is not required to be a 3rd party service.

Project 556-24-102 B1 INTERIOR DEMOLITION AND ABATEMENT Solicitation 36C252-25-B-0019

61 What are the expectations of the VA as it relates to components scheduled for demolition that are identified as painted with lead based paint? Specifically, if any loose and peeling paint is mitigated by an Illinois licensed lead contractor, can the component then be demolished by the demolition contractor and the debris be disposed of as construction debris or is it the intent of the VA that all lead paint be abated from components scheduled for demolition prior to demolition? This clarification will have a significant cost impact, as well as scheduling implications.

GC ensures that their lead abatement specialty subcontractor removes the hazard prior to others demolishing and disposing of the underlying materials. Disposal may include recycling if the material qualifies.

62 We request a one week extension of the bid due date awaiting and based on the answer to the above RFI. Bid due date has already been extended. Future extensions may occur at the sole discretion of the contracting officer.

63 Keynote H20 on HA101discusses removal of lead based painted plaster at perimeter walls & ceilings, indication that there is an asbestos containing black tar vapor barrier/waterproofing behind plaster – There is not direction to remove the ACM vapor barrier/waterproofing, please clarify removal

Whereever ACM is indicated in the contract documents, it is intended to communicate the need for removal/abatement. [VA Revised comment - 11Aug2025] There is no intent to remove the ACM black tar waterproofing found on exterior walls from the building. This is material is largely expected to remain in place. However, it’s disturbance will occur during wall penetrations and may occur during interior wall demolition called out by construction documents, which must be carried out by licensed asbestos abatement contractors.[Final Comment]

64 1) After review of Addendum #5, specifically, answers to RFIs, RFI 63 notes the mention of an ACM tar waterproofing/vapor barrier, behind lead based painted plaster perimeter walls & ceilings (keynote H20 on

HA101).

The bid documents give no direction regarding removal of the waterproofing material. Addendum #5, answers to RFI states “Wherever ACM is mentioned in the documents, it is intended to communicate the need for removal/abatement” – The specifications identify quantities/asbestos materials to be removed (02 82 11 – 2/3) nowhere on the list is this asbestos tar/waterproofing material listed or quantified.

The documents also require the contractor to verify quantities.

First, according to IEPA/EPA regulations, asbestos cannot be visually verified.

Second, as is noted in keynote H20 on drawing HA101, the material in question is hidden behind plaster walls/ceilings and therefore cannot be visually quantified by the contractor, even if visual verification was allowed by the IEPA/EPA.

Please provide a quantity for removal of waterproofing/vapor barrier for removal, if in fact it is the VA’s intent to have that material removed.

The documents state that Air Monitoring will be performed by the VA’s environmental sub-contractor, will subcontractor also be providing OSHA personals at no additional cost to the contractor?

1) “Wherever ACM is mentioned in the documents, it is intended to communicate the need for removal/abatement”. This statement is not accurate and should be disregarded. The VA has revised the comment for question 63.

2) There is no intent to remove the ACM black tar waterproofing found on exterior walls from the building. This is material is largely expected to remain in place. However, it’s disturbance will occur during wall penetrations and may occur during interior wall demolition called out by construction documents, which must be carried out by licensed asbestos abatement contractors.

3) Abatement of ACM black tar waterproofing to accommodate wall penetrations is delineated within specification 02.82.11 Section 1.1.B (quantities noted in table) and called out by Keynote H7 on drawing HA101.

4) As noted by response to RFI 63, contractor should assume that the demolition/removal of damaged plaster wall surfaces coated with LBP, where called out by architectural drawings for full removal (not to be confused with LBP stabilization surface quantities), may indirectly involve the removal of ACM black tar waterproofing if and when it adheres to the backside of plaster wall system being removed. As such, the contractor must necessarily assume that all such plaster removed from perimeter walls will in fact have this material stuck to its backside, and as such, this work must be done by an asbestos abatement contractor in accordance with specification 02.82.11, and that the waste generated by this process must be disposed of as an asbestos containing waste material.

Contractors are to bid accordingly.

5) As indicated by response to RFI 7, the Contractor selected for award is responsible for fulfilling all roles and responsibilities set forth for the CPIH/CIH within Contract Documents. Please see Section 1.6.A.1.c.3 of 02.82.11 for minimum qualifications. Note that VPIH responsibilities, which are separate from and in addition to CPIH responsibilities, shall be the responsibility of the VA and shall be handled under separate contract. Those specifications clearly direct the contractor’s CPIH to perform all air monitoring inside the regulated work areas, including personal breathing zone air samples as well as inside work area samples, just as they direct the VPIH to perform all air monitoring outside the regulated work areas, while the abatement is occurring. The CPIH and VPIH also have the duty to perform final clearance air sampling. Please see further details within specification 02.82.11.
