You are responsible to all the specifications but Article 1.7 of Section 01 35 26 of the 578- 24-007 Specification Book addresses this issue. "A. The Prime Contractor shall designate a minimum of one SSHO at each project site that will be identified as the SSHO to administer the Contractor's safety program and government-accepted Accident Prevention Plan.", "D.
The SSHO or an equally-qualified Designated Representative/alternate will maintain a presence on the site during construction operations in accordance with FAR Clause 52.236- 6: Therefore; yes, the superintendent can also be the SSHO if qualified.
4 4/24/2024 Please confirm if we are to replace the elevator door frames. COR Yes, reuse existing elevator door frames. See specification 142110.2.40A
5 4/24/2024 Please provide architectural details if the elevator doors frames are to be replace as part of the door replacement item in the SOW. COR The SOW does not include the hoistway door frames as items that need to be replaced.
6 4/24/2024 Please provide elevations for each floor. This information is required to understand if any architectural repair is needed following the replacement of the Corridor Arrival Lantern/Position

Due to to potential of unrecorded interior changes over the years, we don’t have accurate existing interior elevation drawings. Please visit the site and field measure for the concern.
A revit background file can be provided upon request.

COR Please see the newly provided "2022 Southco elevator information PDF" Use this PDF for proposal purposes but all the information needs to be verified upon project execution.
8 4/24/2024 Please confirm if any new Fire Alarm connections and or tie-ins are required. COR All elements of this modernization are to be installed in compliance with manufacturers recommendations and all applicable fire codes and regulations.
9 4/24/2024 Please provide a plan showing where we will need to tie all new data COR Contractor to coordinate with Hines OIT team after site survey to determine suitable location, then provide shop drawings to show proposed pathways and connections.

Elevator controls should be programmed for restricted access on demand and key card entry. Fire and emergency control features should be in compliance with manufacturers recommendations and applicable codes and regulations

Among other notes it says to reuse the car interior panels and flooring but it also requires to refinish or replace the entrance panels.
14 4/24/2024 Please confirm if ICRA wall panels are required at each elevator landing floor. COR
See specification "013526.1.12 Infection Control" and "SOW section 3". ICRA wall panels are required on the floors where you access the exposed shaft or the car for demolition or construction purposes. The panels provide a safety barrier and contain fumes, dust and noise. ICRA panels would not be required at entrances that do not open during these times.
ICRA panels would be required for the corridor arrival lantern replacement.
15 4/24/2024 Please confirm if ICRA wall panels are required at each floor, should each floor receive a lockable door. COR
See specification "013526.1.12 Infection Contro" and "SOW section 3". Doors would only be required on the floors that provide necessary access for you to complete the work and maintain safety. Because you have access to the ICRA panel areas from the elevator car, you would not need a panel door at every level.

The contractor is responsible to provide information. See "section 10 of the SOW" and " sections 1.2 and 1.5 of the (Modernize Elevator in Building 200)" and other requirements listed. Costs to produce this information are to be borne by the contractor. Shop drawings, reports and product information are examples of required information.
17 4/24/2024 Please confirm if this project is tax exempt. If so, will the VA provide the documentation to the prime contractor after award? Contracting A Tax Exempt and a Certificate will be provided to the awardee after award.

Please confirm that this project is a competitive Service-Disabled Veteran-Owned Small Business Set-Aside project and that any bonding provided by a contractor must be through a SDVOSB or SBA/VA APPROVED Mentor-Protege partnership under the SBA/VA Mentor-Protégé program in which the partnership has been approved prior to the bid date.
Contracting This contract is slated for SDVOSB contractors who have met all the of responsibility checks stated in the solicitation. Market research has shown that there are numerous SDVOSBs under the contract NAICS code that can perform the contract requirements

33 4/22/2024 Will there be stringent enforcement measures to ensure adherence to subcontracting limits? Additionally, can external entities notify the Contracting Officer in case of any violation?
Contracting
It is our practice to enforce the subcontracting requirements for our contracts here at GLAC. The solicitation spells out those requirements and will be adhered to. We award to primarily SDVOSB companies that meet the responsibility checks and are deemed qualified for award. If you have RFIs for this solicitation, please send them to the appropriate personnel here at GLAC prior to the deadline in the Invitation for Bid and they will be addressed just like all others that are forwarded to us.
