SouthCo Services conducted a vertical transportation survey at the Edward Hines Jr. VA Medical Center located at 5000 5th Avenue in Hines, IL. 60141 on August 19th – 31st 2022. The onsite survey was performed at three (3) buildings which consisted of twenty (29) units; twenty-two (22) traction elevators and seven
(7) hydraulic elevators. The vertical transportation onsite survey (see survey sheets) includes a review of the equipment type and condition. See below for an overview of all units surveyed along with an estimated cost to replace the systems as well as a potential schedule for modernization.

Building 1 Traction Units
There are ten (10) traction elevator located through-out Building 1 that vary in capacity from 3,000 lbs. – 7,000 lbs., traveling at speeds of 150 fpm – 200 fpm and serving 4 landings. The elevators use various controllers, Hollister Whitney & Otis geared machines, GAL & Otis door equipment, roller guide assemblies, spring buffers and cab fixtures that all look to be original equipment. Some of the equipment had been modernized in the 80’s & 90’s but overall, the equipment is in poor condition and is operating beyond its useful life expectancy. Access to mechanical rooms can be challenging with access being a vertical ladder or through the roof bridge system, making carrying of tools and equipment to perform PM cumbersome. The major components: controllers, machine, governors, door operating equipment, guide assemblies, elevator safeties, hall and car fixtures and safety buffer should be replaced during any elevator modernization. Equipment will have to be craned into the building and removal of walls or windows will be needed to facilitate such action.
An estimated budget of $250 to $350K per unit should be planned to modernize the elevator. This budget does not include non-elevator work such as removal of walls or windows, electrical, fire life safety, hoistway patching, etc. to meet current code. The modernization will take an estimated
8 – 10 weeks per unit from the time material is onsite.

Building 200 Hydraulic Units
There are seven (7) hydraulic elevators located through-out Building 200 that have a capacity that varies between 3,500 lbs. – 10,000 lbs., traveling at speeds that varies from 50 fpm – 100 fpm and serving 2-4 landings. Elevators S9, M10, F11, F12, L13, P14, & P15 use Motion Control Engineering (MCE) controllers.
P14 & P15 were built in 2001 with 1989 code year software and S9, M10, F11, F12, & L13: built in 2005 with 2000 code year software. S9 uses a submersible power unit of unknown manufacture, M10, F11, F12 & L13 use a Minnesota Elevator Inc. (MEI) dry hydraulic pump unit assembly, P14 & P15 use a Canton Elevator dry hydraulic power unit, Jack units appear to have been upgraded at time of last modernization, GAL door operator system with exception to F12 which uses Courion Bi-Parting freight doors, roller & slide guide assemblies, spring buffers and cab fixtures that all appear to have been updated during previous modernizations. Overall, the equipment is in poor - average condition and is operating at its useful life expectancy. It was noted that F12 power unit has extensive rusting on the metal exterior of the tank and components as well as the door safety edges for the front & rear car openings being removed and placed on the cartop where they serve no function. The door safety edge issue is a safety violation and should be addressed asap. The major components: controllers, power units, door operating equipment, guide assemblies, safety equipment, hall and car fixtures should be replaced during any elevator modernization.
An estimated budget of $150K to $250K per unit should be planned to modernize the elevator. This budget does not include non-elevator work such as electrical, fire life safety, hoistway patching, etc. to meet current code. The modernization will take an estimated 4 – 6 weeks from the time material is onsite.

Building 200 Traction Units
There are eight (8) traction elevators in Building 200, five (5) passenger elevators with a 4,000 lb.
capacity and traveling at 600 fpm and serve 16 landings, the top landing is disabled for all passenger elevators. There are also three (3) service elevators with a 5,000 lb. capacity and traveling at 600 fpm and serve 16 landings, the top landing is keyed access only for these units.
These units are all Motion Control Engineering (MCE) controllers built in 2005 with 2000 code year software, Montgomery DC gearless machines (likely installed in the 60’s), GAL door equipment, Hollister Whitney governors and rope grippers, roller guide assemblies, hydraulic buffers, and cab fixtures that all appear to have been updated in the 2005-2006 elevator modernization. The equipment is in poor to average condition and is operating at its useful life expectancy. Extra time spent on PM would help to improve the issues that these units face, but it is recommended that budgeting for modernization begin as soon as possible as these units are the main mode of transportation to critical portions of the hospital. The major components: controllers, machine, governors, door operating equipment, guide assemblies, elevator safeties, hall and car fixtures and safety buffer should be replaced during any elevator modernization. An estimated budget of $400 to $500K per unit should be planned to modernize the elevator. This budget does not include non-elevator work, electrical, fire life safety, hoistway patching, etc. to meet current code. The modernization will take an estimated 18 – 20 weeks per unit from the time material is onsite.

Building 228 Traction Units
There are four (4) traction elevator located in Building 228 the capacity for all units is 4,000 lbs., and they travel at 350 fpm and serve six (6) landings with P2 also serving two (2) rear landings that are disabled. The elevators use Mid-American controllers, Hollister Whitney geared machines, Hollister Whitney governors, GAL door equipment, roller guide assemblies, hydraulic buffers, and cab fixtures that all appear to have been updated during the modernization in 2003-2004. The elevator controller equipment was manufactured in 2003 by Mid-America and uses 2000 code year software, the equipment is in average condition and is operating at its useful life expectancy. The elevators are running well though it was noted that some attention could be given to the door mechanical operations through PM or a door equipment modernization. The major components:
