If after uncovering existing conditions there is a need for subgrade soil repairs, will the work have to stop until an approved Supplemental Agreement is in place or will there be pre‐determined unit rates/costs established so the work can proceed accordingly?

The VA will manage Modifications to the Contract for unforeseen conditions on a case by case bases. The Contracting Officers decisions will be in the best iterest of the Government. There will be no pre‐ determined unit rates or costs established for unforseeen conditions.

Per Section 31 20 00 Part 3.6‐B & C, contaminated soils need to be segregated from all other excavated soils, stockpiled on impervious base and covered at a designated area. Will the designated area for stockpiling contaminated soils be located with the project boundaries?

There will be space available for stockpiling backfill within the project boundaries for subtask 9.

Is all the soil on the VA Campus considered contaminated or is there only isolated areas? Refer to 31 20 00 Earthwork

Will the VA provide direction as to when the stockpiled contaminated soil is to be removed and where it is to be taken to?

Refer to 31 20 00 Earthwork 3.6 Note

Is there a Soil Profile showing the levels of contaminates for this project and will it be provided? If not, where should we figure the contaminated soils need to be hauled to and will the VA be providing that paperwork showing compliance with all State and Local requirements?

There is no profile for the specific area. See 31 20 00 Earthwork 3.6 Note for typical contaminats found on campus. The VA will provide historical analytical data to the landfill accepting the contaminated soil.

Will the contractor be responsible to carry in their bid and pay for the tipping fees associated with the disposal of the contaminated soils?

Yes

Plan Page 9‐002, Detail #2 – Please advise if the “Crusher Run” is desired at curb replacement of if soil backfill and seed restoration is desired?

Crusher Run is not required. For curb replacement, soil is to be used as backfill with seed restoration. Updated detail part of amendment.

At the called out “removed and replaced sidewalks”, should the contractor include 4” of excavation, haul off spoils off site, and 4” of new stone under the sidewalks or should we assume the replacement of the sidewalks is to be placed on the existing base materials?

4" of new stone will be required if existing 4" of stone is unsuitable.

Refer to 31 20 00 Earthworks for spoils. An estimated 50% of the existing stone is reusable.

Is a Geotextile Fabric required under the removed and replaced sidewalks as shown in detail 4 on sheet 9‐002 for Subtask #9

Yes

For Subtask #3 (Replace Dock Levelers) the notes call for all (3) to be replaced at the same time and between 2:00 PM on a Friday thru Sunday while the dock is closed. This is not feasible with the requested work to be completed. Can this work be done (1) leveler at a time over consecutive weekends as long as it’s coordinated with the COR and at least 1 dock space is always open?

Work can be completed over multiple weekends provide 1 leveler is left open over the weekend.

For Subtask#4, will the buildings be occupied while they are worked on? Yes

Subtask #4 – Are there specific hours these building can be worked on, specifically if occupied? Buildings can be worked on during normal working hours. Occupants will be notified of the work.

Subtask #4 – Will continued access to all doors of the building be required to be maintained during the renovation of the exterior of the building?

The building are occupied and door access will be coordinated with COR after award. A minimum of one entrance/exit per unit to be maintained at all times.

For Subtask #5 – there are “areas” shown for corrections, but there is nothing provided for square footages to assume. This task is very “subjective” as to the extent of the work. Can Square footages of areas to be “mudjacked” be provided to allow for a clear scope to be bid?

See amended drawings

Many of the drawings do not appear to be to scale. Please check drawing scale and advise correct scale for drawings 3‐001, 5‐001, 6‐001, 8‐001 and 9‐001.

See amended drawings

Subtask #8 has extensive “existing furniture”, computers / workstations, phones, etc located with the space to be worked on. Note 5 says the “furniture” in place will be removed. Doe the

“furniture” include all items located in the space? Please confirm the contractor shall receive the vacated space as a whole and not in “sections or areas” that would require continuous work in the space to not happen.

See amended drawings

Subtask #9 will require the road to be closed to complete the water line installation. Will the contractor be required to provide barriers and detour signage to allow this work to happen during normal hours? If so, can a drawing of the detour route and required signage be provided?

Contractor will provide barriers and signage. Work can be completed during normal working hours. Route and signage to be coordinated with

COR after the award. Contractor to maintain 1 lane.

Plan Page G‐002 questions.

1. General note # 1&6 ‐ Do these notes apply to the Seed Project?

2. Pre‐Approved Infection Control Notes #2, 5,7,8 ‐ Do thes notes apply to the "Seed Project"? They seem to be notes for another type of project and not any task in this.

1. Notes have been removed, see amended drawing G‐002.

2. Notes are general. Specific task requirements are listed on task sheets.

Will the use of CPARS be acceptable method of past performance? The VA has access to CPARS and will review for for past performance.

However, the past performance qustionaires are highly recommended ast it will supports the CPARS ratings.
