Overview.

The following is a guide designed to articulate OI&T requirements for new build or major remodeling projects. In some areas this document peripherally addresses Electronics and Biomed requirements, but those shops should be contacted directly to independently identify any requirements they have above and beyond the data presented here. Where applicable, the page number of the referenced document where the data can be found is identified with all bullets following also on the same page until a new page number is noted.

OIT Design Guide.

1. Locate Comm rooms interior to facility. Pg 2-8

2. Locate Comm rooms above the Base Flood Elevation.

3. Comm Rooms shall not be located in patient care areas and shall not be located beneath toilets, showers, laboratories, kitchens, sinks, open courtyards, planters, roof drain leaders, or other areas where water service is provided.

4. Provide dedicated room(s); active voice, data, and special systems equipment is not allowed to be installed in elevator penthouses or mechanical rooms. Pg 2-9

5. Any pipe or duct system foreign to the telecommunications installation shall not enter or pass through a comm room.

6. Water and smoke detection devices are required beneath access floors. Pg 2-11

7. Provide an automatic wet-pipe sprinkler system throughout the building, including all

Demarc Rooms, Main Computer Rooms, and Telecommunications Rooms. Note:

Standard response fusible link sprinklers are permitted to be used in the Computer Area. These sprinklers will lessen the chance of a sprinkler being accidentally broken and will still provide structure protection since a standard response head is more robust and harder to break than a typical glass bulb quick response sprinkler.

OEHRM SITE INFRASTRUCTURE REQUIREMENTS | 1

1 Overview The Office of Electronic Health Record Modernization (OEHRM) Program is a large-scale, commercial Electronic Health Record (EHR) implementation. As such, the Department of Veterans Affairs (VA) must ensure that the new EHR is supported by both proper Information Technology (IT) infrastructure as well as physical (i.e., facilities) infrastructure. This document is intended to outline the current set of OEHRM requirements. Specific items evaluated within this document are: Wide Area Networking (WAN), Local Area Networking (LAN), Wireless LAN (WLAN), Power, Heating, Ventilation, and Air Conditioning (HVAC), End User Devices (EUD), Networking and Voice Over Internet Protocol (VOIP).

2 Requirements Sections 2.1 through 2.9 outline the initial set of requirements for support to OEHRM deployment at Initial Operating Capabilities (IOC) and subsequent wave deployments. These high-level requirements need to be communicated across all stakeholders.

This document provides requirements in addition to VA’s existing design guides and enterprise IT requirements. Additional requirements will supplement specific areas, such as wireless networking, that may require further details. Other site-specific requirements may be issued that develop from evaluation of individual locations. This document will be updated annually over the 10-year deployment schedule to incorporate both technology improvements and lessons learned from deployments. In any area of conflict, the more stringent of the two standards will apply.
