About this file

This document is an amendment to a federal solicitation for renovations to an inpatient unit at a Veterans Affairs medical center. Key details include that the project involves renovations to approximately 10,000 square feet of space on the third floor of the facility including demolition, hazardous material removal, various construction trades such as carpentry and interior finishes, and mechanical, electrical and plumbing systems. The pre-bid conference will be held on an unspecified date with the bid opening scheduled for February 19, 2020. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses and has a project magnitude between $2,000,000 and $5,000,000. The completion period is 365 calendar days after notice to proceed. The amendment provides revisions to project drawings and schedules as well as responses to contractor questions to clarify scope requirements.

III. THE FOLLOWING QUESTIONS AND ANSWERS / CLARIFICATIONS ARE THE RESULT OF BIDDERS REQUEST(S) FOR INFORMATION:

Q1. Please clarify specification section 11 73 00. Guldmann model listed as basis of design does not meet the full capacity of 1000 lbs. There is also mention of sling compatibility with both Guldmann and Arjo. Is the intent to have either Guldmann or Arjo patient lift systems?

A1. Disregard reference to full capacity of 1000 pounds. Provide a single motor lift that has a minimum capacity of 880 pounds. Paragraph 2.6, D requests a written statement from manufacturer with agreed upon compatibility of their lift with both Guldmann & Arjo repositioning slings. The purpose of this requirement is to ensure the VA does not need to keep separate stocks of repositioning slings. Paragraph 2.1, A identifies the Guldmann GH3+ as the design basis. If a contractor wishes to submit an alternate manufacturer as an approved equal the contractor is required to qualify their bid with the proposed alternate manufacturer’s name brand & item number.

Q2. If so will a model for Arjo patient lift systems be provided as the spec is written specifically for Guldmann lift systems.

A2 As stated above Paragraph 2.1, A identifies the Guldmann GH3+ as the design basis, or equal.

Q3. Will blocking details for bariatric fold down grab bars be provided?

A3. Contractor to provide a Submittal/ Shop Drawing that includes the specific manufacturer’s design & each type of anchorage for each type of grab bar for VA approval; Reference: Spec. Section 10 28 00, Par. 1.3, B Q4. Room finish schedule on AF603 appears to be cut off. Please clarify.

A4. See Room Finish Schedule titled "3B RFI Add ‘I. Room Finish Schedule" that accompanied Amendment 0002 Q5. Rooms listed with keynotes on AF103 are not listed on finish schedule. (e.g. Room B3091) Please clarify.

A5. See Room Finish Schedule titled "3B RFI Add ‘I. Room Finish Schedule" that accompanied Amendment 0002.

Q6. Rooms listed on finish schedule indicate multiple types of flooring however there is no representation of this on plans. (e.g. B3100) Please clarify.

A6. See drawing AF103 that accompanied Amendment 0002.

Q7. Please clarify height of plywood noted in keynote 3 on AD103.

A7. Furnish & install 4’ x 8’ sheets of ¾” thickness Fire Treated plywood. On the entire wall of Rm. # B3106 – Housekeeping. Start plywood at finished ceiling & terminate 2’ – 0” above finished floor. Plywood will be used to support equipment.

Q8. Please clarify Keynote 12 on AD103 as it relates to Rooms B3095, B3093, B3102, and B3056. Is the intent to remove all wall finishes (e.g. plaster and/or ceramic tile) back to CMU block or are these walls to be patched to match existing?

A8. In Rm. #’s B3093 (East wall) & B3095 & B3095A (West walls) remove all wall finishes (e.g. plaster and/or ceramic tile) on the wall that is common to Stair # 2 back to CMU block. In Rm. #’s B3102 & B3056 remove all wall finishes (e.g. plaster and/or ceramic tile) on the West wall only back to clay tile block.

Q9. Please clarify Keynote 12 on AD103 as it relates to Terrazzo floor and Asbestos Abatement Plan HA103. Is the intent for all Terrazzo flooring to remain?

A9. Keynote 12 states “Remove all wall flooring & ceiling finishes.” The terrazzo floor is added to the sub slab in select areas and is approximately 1-1/2” - 2” thick. Removal of terrazzo floor is required in select areas; several examples: the achieve finished floor pitch to drains in patient bathrooms, as required to achieve required floor flatness where two contiguous floors are at different elevations where terrazzo base is removed again to align contiguous floors. The terrazzo floor does not contain asbestos so not sure what the question is relating to Asbestos Abatement Plan HA103. .

Q10. Please clarify detail A1 on AS501 as it relates to existing Terrazzo base found during site walk. Will existing Terrazzo base at windows remain or should this condition be similar to Keynote 16 and 17 on AD103 where GC is to remove terrazzo base at interior walls?

A10. Existing terrazzo base at windows should be removed & the trench in-filled with concrete similar to Keynote 16 and 17 on AD103 where GC is to remove terrazzo base at interior walls & in-fill the trench.

Q11. Please clarify wall type required on East wall of B3073 and West wall of B3081A as shown on AS103.

A11. Reconstruct these walls per Detail F7/ AS103. That will ensure that the integrity of the 2- hour fire ratings of Stair # 2 remains intact.

Q12. AS103 shows Partition type P5A on East wall of room B3098A. Please clarify if this is correct or if it should be another wall type.

A12. This is incorrect. Reconstruct these walls per Detail F7/ AS103. That will ensure that the integrity of the 2- hour fire ratings of Stair # 1 remains intact.

Q13. AS103 shows Partition type P5A on West wall of room B3061. Please clarify if this is correct or if it should be another wall type.

A13 This is incorrect. Reconstruct these walls per Detail F7/ AS103. With the following stipulation; coordinate with MEP trades as the depth of the new utilities required in this wall will determine where this wall will be positioned.

Q14. Please clarify detail A1 on AS501 as it relates to the cast resin removable panel. Will an elevation or information be provided to indicate the number and size of panels required at each fan coil unit?

A14. The number and size of panels required at each fan coil unit will be determined by the fan coil unit that is submitted and approved & the locations of HVAC shut-off valves. The purpose of these removable panel(s) is to allow the VA M & R shops access for routine maintenance, including replacement of the fan coil unit if needed without having to disassemble the enclosures.

Q15. Elevations A1 & A3 on Sheet AI204 show Elevation Key Notes 124 – “5/8” Plam Headwall/Footwall w/ SS Inlays” and 129 – “Art Panel, Manufactured Wall Mounted ¾” PLAM Panels”. These do not appear to be standard patient wall systems. However, section 10 25 13 specifies requirements for Patient Bed Service Walls. Please clarify the requirements for patient headwalls. If notes 124 & 129 are to be followed, what are the products indicated?

A15. In all patient headwall/ footwall locations, with the exception of those that abut existing walls scheduled to remain in Rm. #’s B3098A & B3061, the new Patient Bed Service Walls are to be installed will abut the new Elevation D3/ AS103 walls. Elevation Key Notes 124 – “5/8” Plam Headwall/Footwall w/ SS Inlays” and 129 – “Art Panel, Manufactured Wall Mounted ¾” PLAM Panels” were based on information provided by DIRTT Environmental Solutions. Par. 2.2 provides a list of six different manufactures that can provide products similar to what is shown on the elevations referenced.

Q16. I noticed that there are 96 hours of training for the controls contractor on this. I have always been held to provide this in the past and it is not a small cost. Is this really something that the VA desires for this job?

A16. Base bids on provision of two separate four-hour training sessions.

Q17. There are no sequences for the VAVs in the drawings only for the CAVs which were removed in the addendum. Can these be provided? Will a discharge sensor be required etc?

A17. VAV will modulate air flow damper to control room pressures, not discharge flow. The patient room temperature will modulate VAV reheat control valve.

Q18. There are still references to the CAVs on the new drawings. Is there A18. References to CAV have been removed, reference revised MH103, accompanying this amendment.

Q19. While the specs state that no interoperability is required with the existing JCI building automation system, I still have a few concerns before I get too involved in my estimate. The big area of concern is that the demolition notes, states "remove existing temperature controls and interface with existing building automation system". Which is JCI.

My concern is that if that exhaust fan is part of the JCI system, I just can't go in there and remove it because that may have second, third order effects on other systems that may depend on that exhaust fan and are controlled by JCI. Since I'm not a JCI field office, I have no way of telling. So, even though the specs state that no interoperability is required with JCI, I’m not sure I can bid this unless I get some clarification.

Of course, on the other hand, this exhaust fan may not be tied to anything directly and may not have any repercussions. Whatever the case may be, I would like some more information before I dig too far into this. The note is on MD103 item 8.

A19. Exhaust fan indicated on MD103 is independent and has sequence with the air handling unit, it is a standalone fan controlled by a wall switch and has no interoperability with the existing building automation system.

Q20. A floor flatness of 100 has a higher tolerance than typically found in an MRI room. Please confirm that this is the desired floor flatness value, or if a Floor Flatness of 25 would be accepted.

A20. VA will accept Ff 50, which equates to a maximum change of 1/8” in 10 feet. For bidding purposes, the contractor shall include the cost of skim coating all floor included in this project.

Q21. Answer #22 in Addendum 02 to Question #22 states that detail C2 refers to alcove B3100I. Plan view and elevation view of this alcove indicates that it is to receive a wall mounted lavatory. Plumbing drawings also indicate that alcove B3100I is to receive a wall mounted lavatory. Please clarify which condition is correct.

A21. The correct locations for the C2 reference are Alcoves B3100G & B3100H. These can be seen on Detail Elevation #’s B1 & C1 on Contract Drawing A1203.

Q22. Please clarify response to question 44 in addendum 02 as it relates to revision of general note 23 on AS 103.Since existing penetrations not created by demolition in rated walls, floors & deck above are not quantifiable; we suggest that the owner provide an allowance that all bidders should carry.

A22. VA will retain this requirement as part of the Base Bid.

Q23. Please clarify response to question 53 in Addendum 02. If a trash chute is permitted on the third floor, are there any restrictions related to obstruction of views and disturbances (e.g. 2nd floor patient rooms) that would require specific approved location of chute?

A23. If a chute is planned position the dumpster on the South side of the building outside of the east end of Rm. # B2142 – Mechanical Room or Rm. # B2040 – Equipment Storage Room.

Q24. If a trash chute is permitted, please clarify Addendum 02 response to questions 76. Will it be guaranteed that the trash chute and dumpster location will be approved?

A24. A trash chute will be approved in the location identified in the VA Response to Question # 23, subject to compliance with the following stipulations: Dumpster or truck shall displace no more than (3) parking spots, Dumpster or truck shall not project into the driving lane, as noted of a previous response the dumpster or truck shall be fully covered at all times, including during dumping, scheduled empty times for a dumpster shall be outside the core hours of 7:00 AM & 4:00 PM Monday through Friday & the installation of a chute may require the installation of a temporary enclosure around the chute on 3rd floor to ensure that the floor remains under negative pressure at all times.
