COTRACTOR RFI QUESTIONS AND GOVERNMENT RESPONSES

1-Q: Reference P-102 Thru P-106, P-201 The Keynote Legend in the upper righthand side of drawings P-102 thru P-106 indicating line and valve size, they do not correspond with actual sizes in the main piping lines.

P-201 the Plumbing Riser Diagram and considered a P&ID indicates the mains and valves as being larger than indicated in the legend.

1-A: Keynote Legend shows pipe sizes on typical situation:

1.Is typical pipe size for branched to fixtures;
2.Is typical pipe size for connection to sink/lavatory;
3.Is typical pipe size for connection to wet closet.

2-Q: Reference P-501, Detail B-7 The Typical Sink Connection is unclear in its presentation!

The installation contractor will either need to install the Mixing valve or Pipe directly to the stop valve.

The detail shows two water inlets coming to the sink.

One to the stop valves another to the mixing valves on both the Hot Water and the Cold Water.

Please provide an accurate detail on how these sinks will be hooked up?

2-A: The mixing valve, angle valves and sink connections are existing and are to remain. New plumbing connection to be made in the area noted on the detail.

3-Q: Reference Spec section 22 11 00 – 06 Water Piping Material Drawing P-501 Detail E3 In Spec section 22 11 00 – 06 Water Piping Material There is no classification for 2 ½” and higher using Victaulic joints.

On Drawing P-501 Detail E3 the backflow shows Vic Joints.

To keep fire suppression systems operating with smoke detectors the use of Vic joints in the 3” and 4” copper mains would be a benefit.

The question is, can Victaulic grooved pipe and dimpled be used on this project.

3-A: Refer to specification 22 11 00 for acceptable pipe joints.

4-Q: Is the contractor to provide a NESHAP survey?

4-A: To develop drawing sheets ASB-B, ASB-1, ASB-2, ASB-3, ASB-4, ASB-5, and ASB-A ASB-B, a limited NESHAP pre-renovation asbestos survey was completed. See document titled 2017 - Limited NESHAP Pre-Renovation Asbestos Survey – B58. The survey indicates that selective demolition should be performed prior to renovation activities to determine if any suspected ACMs exists in the pipe chases/wall cavities. The Contractor shall provide a limited NESHAP survey of the pipe chases/wall cavities affected by the project.

5-Q: There is no demolition drawings shown as to what walls demo for plumbing chases as well as a wall finish schedule to be able to put back and bid this project. Please provide.

5-A: Extents was noted on P-001 and was to be as needed to accomplish the work. Drawings note to replace what is demolished and to match existing conditions. Paint to be used is Pittsburg Paint. Paint colors shall be coordinated with COR for approval. Tile to match to be submitted to COR for approval.

6-Q: Is the contractor to demo the wall in each bathroom out to run new pipe down to the fixture? Or are we to connect up top where to pipe comes out of the wall into the ceiling space?

6-A: This is means and methods for the contractor.

7-Q: Can chlorine dioxide be used to sanitize the water piping?

7-A: No, chlorine dioxide cannot be used to sanitize the water piping system. Per Specification Section 22 11 00 sections 3.3.B., use liquid chlorine or hypochlorite for sterilization.

8-Q: How many rooms will the contractor be given at one time?

8-A: For bidding purposes, the Contractor can assume 3 rooms per floor at one time.

9-Q: The amount of work for the amount of time given in the contract is not reasonable. Especially including submittals. Please extend the duration to 600 days.

9-A: The project duration has been extended to 360 days.

10-Q: Please provide a list of approved labs around the area that the VA will accept for testing.

10-A: The VA does not maintain a list of approved labs. Any labs used must be NVLAP accredited.

11-Q: Does the VA require CDC elite certification for the lab testing for legionella?

11-A: Yes, per VHA Directive 1061, laboratories that process water samples for Legionella must be CDC ELITE certified.

12-Q: Will each room have to have to be tested for coliform and legionella?

12-A: Refer to Specification Section 22 11 00 sections 3.2 and 3.3. for testing requirements.

13-Q: Based on the specs, it appears a Hach 3422 conductivity sensor was specified for this project. In the 0-100 μS/cm range, these sensors are normally designed for high-purity, condensate water monitoring and are not needed for potable water. Also, the range of 0-100 μS/cm is typically used for conditioned, high-purity water, not potable water. The Danville water treatment plant said that the outgoing conductivity of their treated municipal water is ~270 uS/cm. So, it is likely that your potable water is higher than 100 mS/cm, and this sensor will not detect your actual levels. Recommend performance specifications are updated to allow reasonable measurement of potable water.

13-A: Range should be 0-5000 μS/cm. Refer to sensors by Global Water Instrumentation, Inc. models WQ101, WQ201, WQ301, and WQ401 in the attached document named “WQsensormanual.pdf”.

14-Q: Part 1 requires a pH sensor to be included, but there are no specifications for the pH found in section 22 11 00. Will you provide specifications for the pH sensor?

14-A: See updated Specifications Manual Version 4 Section 22 11 00 paragraph 2.11.5 for pH sensor. This specification section has been updated as follows:

pH Sensor Output: 4-19mA Range: 0-14 pH Accuracy: 2% of full scale Operating Voltage: 10-36VDC Current Draw: 16.6 mA plus sensor output Warm Up Time: 3 seconds minimum Operating Temperature: -5° to +55°C Pressure Rating: 0-100 psi Size of Probe: 1 1/4" diameter x 10" long Weight: 1 lb.

15-Q: VHA Directive 1061 requires that incoming building water pressure be monitored in addition to temperature, pH, dissolved solids, and oxidant residual. However, there is no mention of pressure monitoring in the SOW or specifications. Do you want to add this requirement to be in compliance with VHA Directive 1061?

15-A: Yes, pressure monitoring shall be included. The Scope of Work for Water Monitoring Points in the plans has been updated on drawing sheets P-101, P-39, P-B101, P-B103, P-B128, P-B129, P-B130, and P-B131. See Drawings V3.

16-Q: The specifications include requirement for a Chlorine Dioxide sensor. Is the VA treating its water with chlorine dioxide? If not, suggest this sensor requirement be replaced with a sensor that can measure either Free or Total Chlorine Residual.

16-A: Refer to 14-Q answer. This sensor is for pH reading.

17-Q: Interest was shown by VA staff during the site visit for a web-based data management system that can be accessed by designated users from any internet-connected computer. Several VAs are using web-based data management for their continuous monitoring needs. Is this a requirement that will be added to this SOW instead of or in addition to connecting to the existing BMS using Bacnet?

17-A: The continuous monitoring system shall be connected to the existing BMS using Bacnet per the plans and specifications. A web-based data management system is not included in this project.

18-Q: Can you please provide further clarification for 22 11 00 Part B – “Portable Sampling System.” Can you provide a basic sketch of what they are looking for? Is this sample water to be tested for validation reasons (sent to lab) or for continuous monitoring (measured with sensors on site similar to the water quality monitoring stations?

18-A: The portable sampling system is for scheduled validation, not for continuous monitoring.

19-Q: Spec 01 00 00 Work Hours: Please provide acceptable hours of work per floor based on floor occupancy. The ability to run a day shift and night shift will be critical to completing the project within the 270 day PoP.

19-A: Per Specification Section 01 00 00 paragraph 1.7.I.4.d., normal work hours are Monday through Friday between 7:00 am to 4:30 pm. However, the VA will be flexible in approving after normal hours work shifts for activities that may impact patient care such as noise producing activities and water outages. Work performed outside normal working hours requires prior approval by the COR.

In addition, the project duration has been extended to 360 days.

20-Q: Spec 02 82 11 Dwg/Sect ASB-1 through ASB-A Please advise if the mastic in Stair 1 has been tested and to show negative results for ACM. Should this mastic test hot, abatement of the landings will need to occur to install the risers.

20-A: The drawing sheets nor past asbestos surveys completed by the VA indicate that the mastic in Stair 1 has been tested.

21-Q: Spec 09 91 00 Dwg/Sect P-###D ASB During the site visit, many rooms were unable to survey to show existing conditions. Please provide reflective ceiling plan, wall finish schedules, flooring finish schedules and partition types (CMU, Clay tile, Gyp, etc.)

21-A: Extents was noted on P-001 and was to be as needed to accomplish the work. Drawings note to replace what is demolished and to match existing conditions. While all rooms weren’t available during the site visit, the site visit participants were given an opportunity to view a sampling of representative rooms on each floor. The following additional information is provided to assist with bidding.
