About this file

This is an Amendment to a Previous Combined Solicitation (Amendment 0003) for a Request for Quote (RFQ) issued by the Department of Veterans Affairs Network Contracting Office 10 for courier services at the Cincinnati VA Medical Center. The RFQ number is 36C25027Q5393, with a response deadline of October 19, 2026, at 1:00 PM Eastern Time. The contract is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside competed under FAR 12 Simplified Acquisition Procedures, with a NAICS code of 492110 (Couriers and Express Delivery Services) and a small business size standard of 1,500 employees or fewer. The base contract start date is December 1, 2026, with a period of performance running through November 30, 2032, structured as a base year plus four option years.

The amendment reopens the RFQ to allow interested vendors to review, revise, and submit required compliance documentation. To be considered for award, vendors must submit ten specific items including a completed SF1449 form, all signed SF30 amendments, completed FAR and VAAR compliance statements, proof of insurance meeting section C.9 requirements, all representations and certifications, and four operational plans: Route Detail, Staffing Plan, Vehicle/Fleet Plan, and Contingency Plan. The Staffing Plan must address employee count, recruitment, retention, transition from the incumbent contractor, and training. The Vehicle/Fleet Plan must describe vehicles intended for service. The Contingency Plan must address mitigation strategies for employee and equipment issues. The Route Detail must map pickup and dropoff services within required time windows. Only vendors submitting all compliant documentation will be considered for award.
