About this file

This is Amendment 0002 to a presolicitation for commissioning services at the Cleveland VA Medical Center. The Department of Veterans Affairs Network Contracting Office (NCO) 10, located in Independence, Ohio, issued this amendment on April 3, 2026, to provide the Government's response to a Request for Information regarding Solicitation #36C25026R0056 for "Commissioning for AE Renovate Annex and Relocate Mammography" (Project 541-26-101).

The amendment extends the SF 330 submission response due date to May 11, 2026, at 4:30 PM EDT. Offerors must submit SF 330s via email to Lakeisha Jackson at Lakeisha.Jackson@va.gov. The amendment addresses three key clarifications: (1) Evaluation Factors are located on pages after the Commissioning, Life-Safety Review, and Constructability sections of the Statement of Work; (2) the Commissioning Agent (CxA) is expected to independently review A/E design submissions and generate issue log entries beginning at the first design review (DD2–65%), with specific tasks defined in Section 5.3 of the VA Whole Building Commissioning Process Manual; and (3) the SOW requires separate scope areas for a Commissioning Agent, Life-Safety Reviewer (Fire Protection Engineer, P.E.), and Constructability Reviewer, with team members proposed for each scope area needing appropriate qualifications as identified in the Source Selection Evaluation Board (SSEB) evaluation criteria document. All other terms and conditions remain unchanged.

VA responses to Additional Request for Information:

541-26-101 Commissioning for AE Renovate Annex and Relocate Mammography - Solicitation

# 36C25026R0056.

1. SF 330 submission clarification:

a. Evaluation Factors: Located on the pages AFTER the Commissioning, Life-

Safety Review and Constructability for the Renovate Annex and Relocate

Mammography at the Cleveland VA Medical Center SOW

b. Submit SF 330s via email to: Lakeisha Jackson at Lakeisha.Jackson@va.gov by the date located on Amendment 0002, box 11.

2. SOW / Solicitation Reference: SOW; Deliverables Sec. F(a)(i) [PAGE 4]

The SOW requires the CxA to update issue logs beginning at the first A/E design review (DD2 –

65%), but it does not define a formal design review role for the CxA. Please clarify whether the

CxA is expected to independently review A/E design submissions and generate issue log entries, or if issues will be provided solely by the VA and its consultants. If the CxA is responsible for generating issues, please define the expected scope and format of the review and deliverables at each submission stage.

VA Response: The VA Whole Building Commissioning Process Manual (Cx Whole Building

Commissioning Process Manual) requires commissioning to occur during the design phase. The

CxA is expected to independently review A/E design submissions and generate issue log entries per Section “5 - Design Phase Commissioning” of the Whole Building Commissioning

Process Manual. Section “5.3 – Commissioning Agent Tasks” defines the tasks that are required for each design submission.

3. SOW / Solicitation Reference: Evaluation Factor 2 – Professional Qualifications; SOW

Sec. 1, 2, 3 [PAGE 12]

The solicitation requests SF330 Section E resumes for a Commissioning Agent, Life-Safety

Reviewer (Fire Protection Engineer, P.E.), and Constructability Reviewer. As Life-Safety and

Constructability roles are not typically identified as key personnel within a Cx scope, and given the inclusion of Design Phase review, please clarify whether additional key personnel (e.g., mechanical or electrical engineers supporting Design Phase commissioning reviews) should also be included.

VA Response: The SOW includes requirements for a Commissioning Agent, Life-Safety

Reviewer and a Constructability reviewer which are separate scope areas within the overall

SOW. The team members proposed for the each of these scope areas should have the appropriate qualifications to complete the tasks indicated. The professional qualifications requirements for each scope area are identified in the SSEB evaluation criteria document.
