About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office (NCO) 10 in Independence, Ohio. The amendment pertains to Solicitation #36C25026R0056 for Project 541-26-101, "Commissioning for AE Renovate Annex and Relocate Mammography," with an effective date of April 14, 2026. The amendment provides the Government's formal responses to a Request for Information (RFI) submitted by prospective offerors. SF-330 submissions are due May 4, 2026, at 4:30 PM EDT, and the amendment indicates that receipt acknowledgment is not extended.
The RFI responses clarify that this procurement covers Commissioning, Life Safety Review, and Constructability Services only—not full A/E design services. The NAICS code remains 541330 (Engineering Services). The project involves renovating an annex and relocating mammography services at a Cleveland VA Medical Center, requiring specialized attention to radiation shielding (to prevent interference between new 3D mammography equipment and an adjacent MRI suite), medical imaging equipment consultant qualifications, and Master System Integrator coordination. Three preferred vendors for system integration are identified. The VA confirmed that space planning must be finalized during the design phase, temporary HVAC or power sources are not anticipated, and construction may require off-hours scheduling due to adjacent clinical operations. SF-330 responses are limited to 60 standard 8.5"x11" pages, excluding Part II and past performance documents.

VA responses to Request for Information: 541-26-101 Commissioning for AE Renovate Annex and Relocate Mammography - Solicitation # 36C25026R0056
1. Could you please confirm whether this requirement is intended to cover the full A/E design services for the renovation, annex, and relocation scope, or if it is limited to commissioning, life safety review, and constructability services only?
VA’s Response: This project is for Commissioning, Life Safety Review and Constructability Services ONLY. Refer to the Statement of Work for the project’s requirement.
2. Do you have any limitations regarding the Presolicitation (PSN)? I'm assuming you want the PSN submission per SF330 (Part I & Part II).
VA’s Response: Firms responding to this notice shall do so using Standard Form (SF-330) and will be evaluated and ranked using the selection criteria listed below. The evaluation factors are to be addressed in Part H of the SF-330 unless otherwise listed below. The evaluation will consider how each factor is addressed to coincide with the selection criteria. The factors are individually weighted as indicated. SF-330 responses shall be no longer than 60 standard 8.5”x11” pages;
SF-330 Part II and Past Performance documents such as CPARS are excluded from the page limitation.
3. We respectfully request reconsideration of the assigned NAICS code 541330
(Engineering Services) in favor of 541310 (Architectural Services) based on the principal purpose of the procurement.
VA’s Response: The solicitation indicates a NAICS Code of 541330 – Engineering Services
4. Can you confirm that 3rd party Commissioning is being solicited separately from AE design services and not to be included in AE Consultants?
VA’s Response: Yes, this commissioning contract is being solicited separately from AE design services. Commissioning services are not included in the AE scope of work.
5. The description of project says that there is a 3D Mammography space as part of the project, is the equipment design selection to be by AE services/medical equipment planner or by VA department staff?
VA’s Response: 3D mammography equipment design has not been selected yet. VA will select 3D Mammography equipment that will be used as a “basis of design”.
6. Is radiation shielding needed for new 3D Mammography equipment or for shielding from existing MRI equipment located adjacent to space?
VA’s Response: Radiation shielding is required for:
1) Preventing 1st Floor existing MRI Magnetic Field from entering/ interfering with the new Mammography Suite and equipment.
2) Preventing Basement Level 3D Mammography radiation (low-dose X-Ray) from interfering with MRI equipment above.
7. Is medical imaging equipment shielding consultant to be a physicist level or other certification requirement?
VA’s Response: The Cleveland VAMC has a staff Health Physicist onsite. Medical imaging equipment shield consultant shall have the necessary qualifications and certifications to address the shielding issues identified in RFI 5 above.
8. The description of the Master System Integrator works describe only integration for HVAC, is that the scope of work necessary? Can the preapproved reference list be provided?
VA’s Response: Below are the preferred Master System Integrator vendors provided by our Facility Energy Engineer:

9. Has space planning per the VA’s SEPS program been conducted with the department or will this process need to be completed during the Design program phase? Can this information be provided?
VA’s Response: A space program has been started but will need to be vetted and finalized with Urology and Mammography staff during A/E design.
10. Will phasing require the need for temporary HVAC or Power sources for spaces to be renovated?
VA’s Response: We do not anticipate the need for temporary HVAC or Power sources for the spaces to be renovated.
Will construction activities of noise, sound and vibration affect ongoing operations in adjacent spaces, to the level that construction may need to be after hours/weekend?
VA’s Response: Construction activities may need to occur on off hours (after hours/ weekends) due to the adjacent clinical functions Mammography Area
