This is a Combined Synopsis/Solicitation Notice and Amendment 0004 for ambulance service procurement. The Department of Veterans Affairs, specifically the Dayton VA Medical Center (Contracting Office: Kettering, Ohio 45409-1337), is seeking quotations for ambulance services to support the Chalmers P. Wylier VAACC Department of Veterans Affairs Ambulatory Care Center located at 420 N. James Road, Columbus, Ohio 43219. The solicitation number is 36C25026Q7571, with a response deadline of July 16, 2026, at 1:00 PM Eastern Time. This is a Request for Quote (RFQ) for commercial services under NAICS code 621910 (Ambulance Services) with a small business size standard of $22.5 million. The contracting officer is Robert Bolcavage (robert.bolcavage@va.gov). Description

Stretcher CLINs have been removed. This requirement is for Ambulance Service and requires ambulances to be used. The PWS does not give a standard for other vehicles to be utilized. Ohio Revised Code 4765.431(B)(1)(2) provide the staffing requirements for an ambulance during nonemergency transport. Since this requires at least one EMT or Paramedic, BLS transport is the minimum level.
