About this file

This is Amendment 0004 to solicitation 36C25026B0018, issued by the Department of Veterans Affairs Network Contracting Office (NCO) on February 5, 2026, for roof replacement work at Building 1W at the Ann Arbor VAMC. The amendment provides responses to thirteen Requests for Information (RFI) and updates project specifications. Key technical clarifications include: the roofing system requires an adhered vapor barrier with R-33 average insulation (minimum 3 inches at drains), a coverboard, and 90-mil EPDM membrane with 30-year warranty; low-VOC adhesives are required; no asbestos abatement is needed; no painting is required; existing lightning protection should be removed and reinstalled as necessary with system recertification; walkway pads should be reused rather than replaced; and parapets require temporary capstone removal for masonry work on both 9th and 11th floor roof sections. The amendment confirms the base bid contains no alternatives despite previous drawing references, and specifies that crane lifts may be performed on weekdays with contracting officer-approved lift plans and hospital coordination, not limited to weekends only. The bid opening date remains February 25, 2026, at 1:00 PM at the Network Contracting Office in Battle Creek, Michigan. Attached documents include project photographs and the updated Wage Determination MI20260100 dated January 2, 2026.

Answer 7: Photo is of windmill that is to remain in place. See attached.

8. In answer to our RFI #1 (Amendment 0003, #2) we were instructed that there were no alternates required. There remains alternate instructions on Drawings 01W-AS141 (Demolition Keynotes #1) and 01W-AS340. Is Alternate #1 required for bidding? If so, the proposal form needs to be altered.

Answer 12: Yes

13. Is use of LVOC adhesives required?

Answer 13: Yes.

14. The answer regarding the lightening protection from the previous RFI (Amendment 0003, #17) is very open ended, repair and replacement of the existing can create a difference in pricing. This should be stated in one of the two ways to create an apple to apples bid, it was previously called out in the last roof replacement bid to replace the existing system which was a significant number and I could see during the pre-bid walk that the existing lightening protection on the areas that were recently replaced was not replaced with new.

-Remove and reinstall existing lightning protection as necessary, recertify the system upon completion.

-Replace existing lightening protection system, system must be certified upon completion.

Answer 14: To clarify, remove and re-install as necessary, recertify system upon completion.
