About this file

This document is a Solicitation Amendment for Request for Quote (RFQ) 36C25025Q0979 issued by the Department of Veterans Affairs Network Contracting Office (NCO-10) for Paperless Medication Guide Services for VHA VISN 10 Pharmacies. The solicitation seeks a vendor to provide a solution that integrates with ScriptPro pharmacy automation systems at 11 VA sites across 19 dispensing pharmacies, generating QR codes for prescription labels that link to medication information. The procurement is a full and open competition under NAICS code 541519 with a small business size standard of $34.0 Million, classified under FSC/PSC DA10 for IT and Telecom Business Application Software as a Service.

The amendment includes 13 detailed questions and answers addressing technical integration requirements, such as server configurations, integration specifics with ScriptPro, and deployment expectations. Key technical requirements include: each dispensing pharmacy having an independent ScriptPro server, no internet or network access permitted for the vendor's solution, and individual deployments to each of the 19 servers. Vendors must submit a quote addressing all items in the Quote Preparation Instructions, including a Microsoft Excel pricing file, with no specific page limits for the response. The solicitation targets approximately 200,000 annual prescription volumes across the VISN-10 pharmacy sites.

1. Confirm the expected number of VISN-10 pharmacy sites and approximate annual prescription volume for sizing.

a. 11 VA sites of 19 dispensing pharmacies and about 200,000 prescription volume as stated in the Performance Work Statement.

2. Identify any preferred label/workflow platforms (e.g., ScriptPro or others) and SSO standards in use.

a. This was included in the statement of work - The vendor’s system must integrate with ScriptPro outpatient pharmacy automation system

3. Please confirm page limits, volume structure, and any amendments since the posting.

a. If you are referring to the QR code must fit on a prescription label being affixed to the prescription bottle occupying space approximately 1”x1” or less.

b. If you are referring to your quote response, there are no page limits, or a specific structure. Your response needs to address all of the items as listed in the Quote Preparation Instructions and include the required Microsoft excel formatted pricing file.

4. Server Configuration: Can you clarify the intended function of multiple servers per facility? For example, are these intended for load balancing, redundancy, separate applications, or other specific operational requirements?

a. Each dispensing pharmacy has an independent ScriptPro server; each server does not have visibility to the other server and must behave independently.

5. Infrastructure Integration: Are the servers expected to run independently per facility, or can they share centralized components while maintaining the specified logical separation?

a. Each ScriptPro server runs independently and has no centralized abilities.

6. Server Functionality: What specific services should each server provide (e.g., web hosting, database, API processing, content management) to meet the ScriptPro integration and QR code generation requirements?

a. Vendor will not be permitted to deploy their own server. The vendor solution must be a ready to deploy product to each ScriptPro server and will not be permitted internet or network access.

7. Facility Structure: Does the server count per facility correspond to separate pharmacy locations, Community Based Outpatient Clinics (CBOCs), or other specific operational divisions within each medical center?

a. Server count is based on number of dispensing pharmacies. 1 server per 1 dispensing pharmacy.

8. Are you looking for a different vendor then where some of your sites currently hold subscriptions?

a. No

9. Would it be acceptable to add a value statement to our proposal that details the expertise that our company can bring to further implement efficient solutions for the project?

a. Yes

10. In #2 of the Scope of Services/Descriptions section, it reads:

“The vendor’s system must integrate with ScriptPro outpatient pharmacy automation system so that ScriptPro can add the Quick-Response (QR) code to the prescription label using the dispensed product NDC that will take the Veteran and/or their caregiver directly to the detailed medication information.”

Should we understand this to mean a single integration with ScriptPro for all VISN 10 sites or individual integrations with ScriptPro for each server on the Price/Cost Schedule?

a. Individual deployment to each ScriptPro server. This is a single contract for all 19 deployments. Please see statement of work for site information and estimated dispensing quantity.

11. Should we expect ScriptPro to provide an API and dashboard to configure and test the QR integration or will the vendor need to develop this for VISN 10? And if so, should we expect ScriptPro to provide the necessary API schema, including, but not limited to: data structure, data types, validation rules, security and a sandbox for testing in their environment?

a. ScriptPro will not provide any development services. ScriptPro will only provide installation support to ScriptPro server.

12. As this is a new solicitation, are all of the original responses from 36C25025Q0854 0001 still valid?

a. Responses from any other solicitation are no longer applicable and will not be evaluated for this solicitation. Any interested parties who have previously submitted a quote for the previous solicitation will need to submit a response for this specific solicitation PIID.

13. I'm filling out your Price Cost Schedule for the Paperless Med Guides solicitation and noticed a slight error in the formulas within the summary table. It looks like the OY1, OY2, and OY3 totals all map to the same box (K14))

a. Apologies for that. A new file is attached to be used. Please use the attached updated file… Price-Cost_Schedule – 25Q0979 v1.2.xlsx for your submission.

See attached document: Price-Cost_Schedule-25Q0979 - V1.2.
