About this file

This document contains questions and answers from a site visit related to solicitation number 36C25022Q0856. The solicitation is for preventative maintenance and repair services for critical medical air and vacuum systems at the Louis Stokes VA Medical Center in Cleveland, Ohio. Bids should provide pricing for the base year as well as four option years and be broken down by contract line item, though the total price will be evaluated. Prices should account for both scheduled and potential unscheduled maintenance and repairs in order to minimize downtime. An updated equipment list was provided in an amendment for bidders to consider when preparing their responses. The closing date for price quotes was not extended beyond the original deadline provided in the solicitation.

Questions and Answer from the Site Visit

QUESTION 1:

Does the bid need to be all in one for 1st year and 4 options? Or does it need to be split up into 1st year, Option 1,2,3,4 and laid out as such?

ANSWER 1:

The quote will be evaluated by the total price. However, the quote must be broken down by CLIN.

The CLIN series is split up into the Base Year, then Option years 1, 2, 3, and 4. There is a Quote Matrix in Excel attached to this amendment that might help.

In this amendment, the instruction for quoting are updated to reflect more common practice.

FROM:

(iii) Volume III: Price Quotation The Quoter shall do one of the following fill-in the price for the Contract Line Items in the RFQ.

All prices shall be firm-fixed price. The Government is requesting a price for the operability of the equipment. Remember to take into consideration the PWS Attachment 2 Inspection and Maintenance Schedule when pricing out the Option CLINs.

The final price evaluation will be of the total quoted price. Adjustments to Contract Line Items may be made before award with the selected Contractor (total price will remain the same).

The quoted price must be firm for 60 days from the RFQ closing date.

TO:

(iii) Volume III: Price Quotation The Quoter shall do one of the following:

A. Fill-in the price for the Contract Line Items in the RFQ.

B. Create your own Contract Line Items (i.e. putting one price that includes multiple line items, or creating unique lines. You may use the Excel Quote Matrix)

QUESTION 2:

Is this a fixed price bid, as a whole, or are we bidding on a price for every time we go in and perform PM?

ANSWER 2:

Should be quoted as a whole, to provide operable equipment for the period of performance for each year.

QUESTION 3:

If a repair is to be made, will the costs of repairs be covered with our bid, or do we bill for such Repairs

ANSWER 3:

It is a fixed price, to be paid evenly on a monthly basis. Your prices should consider scheduled and unscheduled repairs to the equipment. The idea is that if the scheduled repairs are properly scheduled and performed well, there should be no or minimal unscheduled repairs.

QUESTION 4:

In regards to the "Hybrids Room"... On the sheet, the equipment is listed as Hitachi. Is there any scheduled maintenance for the Beacon Meds equipment attached to those compressors?

ANSWER 4:

A draft updated list is attached to this amendment. It has more information than the original list. If and when more updates are available, they will be posted. No further extensions to the quote submission deadline is anticipated.
