About this file
This file is a Questions and Answers document for federal contract opportunity Santa Cruz CBOC (36C24W26R0077), which pertains to a VA clinic construction or renovation project.
The document addresses six key clarifications regarding space requirements and design specifications. Offerors must follow the revised Area Table 1.1 rather than the Conceptual Floor Plan for determining required rooms and square footage. A Mobile Medical Unit parking space is not required, but an ambulance pickup area at a secondary or service entrance is mandatory to enable patient transport without using the main entrance. Only a loading area accommodating a box truck is required; a full loading dock or ramped receiving and shipping dock are not necessary. Regarding square footage calculations, electrical and mechanical rooms serving the base building are classified as Lessor space and excluded from ABOA (Assignable Building Occupancy Area) under ANSI/BOMA Z65.1-2017, though rooms serving only VA equipment may be counted in ABOA. For emergency backup power requirements, offerors are directed to reference the Conceptual Floor Plan With Epower locations document for clarification on which equipment and spaces require emergency backup, as the mission critical designation referenced in paragraph 6.0.4 of the ASR applies specifically to identified locations rather than all spaces.

Santa Cruz CBOC (36C24W26R0077): Offeror RFI Questions and Answers
# Question Answer
Area Table 1.1 in the ASR does not list all rooms shown in the
Conceptual Floor Plan. Are we to follow the Area Table or the
Conceptual Floor Plan?
Offerors should follow the revised Area Table 1.1 for required rooms and square footage. The
Conceptual Floor Plan is for illustration only and shows one possible layout.

The Conceptual Floor Plan notes the need for a Mobile Medical Unit parking space, but it is not specifically requested elsewhere in the
ASR. Is a Mobile Medical Unit parking space required?
No, a Mobile Medical Unit parking space is not required.
The Conceptual Floor Plan notes an Ambulance Pick-up, but it is not specifically requested elsewhere in the ASR. Is an Ambulance Pick-up required?
Yes, VA requires that area sufficient to accommodate an ambulance pickup be provided at a secondary entrance or service entrance. The purpose of this function is to allow a patient in distress to be transported to the ambulance without needing to use the front or main entrance to the clinic.
The Conceptual Floor Plan notes the need for a ramped Receiving &
Shipping Dock, but it is not specifically requested elsewhere in the
ASR. Is a ramped Receiving & Shipping Dock required? If so, what size truck are we required to accommodate?
VA requires only a loading area that can accommodate a box truck making deliveries of supplies. A loading dock or a ramped receiving and shipping dock are not requirements for this project.
Area Table 1.1 includes an Electrical and Mechanical Room that appear to be included in the ABOA square footage. Please confirm if these spaces are intended to be included in the ABOA or Lessor spaces.
The Lease defines ABOA under ANSI/BOMA Z65.1-2017 as Occupant Area (Tenant Area plus
Tenant Ancillary Area). Electrical and mechanical rooms that serve the base building are Lessor space and are not counted in ABOA. Rooms that serve only VA equipment within the Premises may be counted in ABOA.

Please provide clarity or additional direction on exactly what equipment and spaces are required to have emergency backup.
Paragraph 6.0.4 of the ASR references 'mission critical' sections, however in past experience of similar VA projects, few, if any spaces
(beyond OIT) are actually determined to be mission critical.
