About this file
This document is a pre-bid conference presentation for a Request for Lease Proposals (RLP) from the U.S. Department of Veterans Affairs for a new Community Based Outpatient Clinic (CBOC) in Santa Cruz, California. The VA Palo Alto Health Care System is procuring approximately 13,000-15,500 assignable square feet (ABOA SF) in a facility not exceeding 20,000 rentable square feet (RSF) with up to 55 on-site secured parking spaces. The space must be located on no more than two contiguous floors within the delineated area around Santa Cruz, with preference for ground floor location. The property must be either an existing building or new construction with occupancy required within 12 months for existing buildings or 18 months for new construction.
Proposals are due October 26, 2026, at 5:00 p.m. Pacific Time, submitted via email to J.P. Niega (Lease Contracting Officer) and Caitlin Cunningham (contract broker). The procurement utilizes a Best Value Tradeoff evaluation where technical factors are significantly more important than price. Evaluation factors in descending order of importance include: Technical Quality (architectural concept, site characteristics, sustainable design); Offeror's Qualifications and Past Performance (including design team and general contractor qualifications); Operations and Maintenance Plan; and Socio-economic Status. The VA provides a tenant improvement allowance of $10,400,000-$12,400,000 depending on facility size ($800 per ABOA SF). Pricing must be submitted for two lease term scenarios: 15 years firm with 20 years full term, and 20 years firm. The lease is net of utilities, with the lessor responsible for providing separate metering and all operating costs including maintenance, janitorial services, and security systems (FSL Level II). Offerors must submit technical proposals addressing specific facility requirements detailed in the Agency-Specific Requirements (ASRs), including a test fit/conceptual design, scaled floorplan, architectural narratives, and past performance documentation.
