About this file
This is a Statement of Work (SOW) for landscaping and ice/snow removal services at the Robley Rex Veterans Affairs Medical Center in Louisville, Kentucky. The contract is issued as Request for Quotation (RFQ) 36C24926Q0196 under NAICS code 561730 (Landscaping Services) and PSC S208 (Housekeeping-Landscaping/Groundskeeping). This is a 100% total set-aside for Service Disabled Veteran-Owned Small Business (SDVOSB) concerns. The solicitation covers three one-year periods of performance: July 1, 2026 through June 30, 2027 (POP 1), July 1, 2027 through June 30, 2028 (POP 2), and July 1, 2028 through June 30, 2029 (POP 3). Offerors must submit unit prices and total amounts for 12 months of service for each period. The revised closing date is June 25, 2026 at 11:00 AM CT, extended to accommodate site visits coordinated with the Contracting Officer's Representative (COR) during suggested windows of June 2–4 or June 9–11, 2026 between 10:00 AM and 1:00 PM.
The scope of work includes edging services for all bedding areas on campus and ice/snow removal operations as detailed in the SOW and referenced attachments (Landscaping Improvement Key Plan and Snow and Ice Removal Plan). Notable clarifications from the amendment indicate that mowing and trimming services are not required, but edging is mandatory. This is a new contract, as current services are being provided by station facilities employees. Contractors must maintain workers' compensation and employers' liability insurance in accordance with FAR 28.307-2 and FAR 52.228-5, with supplemental insurance requirements specified in the solicitation. Changes were made to section 9.1 of the revised SOW, and all offerors must prepare quotes accordingly based on the updated documentation.
