About this file
This is an Amendment to a Previous Combined Solicitation that posts Questions and Answers and extends the response deadline for solicitation 36C24926Q0196, a Request for Quotation (RFQ) for Landscaping, Ice and Snow Removal Services at the Robley Rex Veterans Affairs Medical Center in Louisville, Kentucky. The revised closing date is June 18, 2026, at 11:00 AM Central Time. This is a 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSBC). The contracting office is the Department of Veterans Affairs Network Contracting Office 9 (90C) located in Murfreesboro, Tennessee, with Point of Contact Diane Ziegler at diane.ziegler@va.gov or 615-225-6479. The contract includes three one-year performance periods beginning July 1, 2026, through June 30, 2029, with pricing in 12-month increments for each period.
The amendment clarifies that services do not include mowing or trimming but do include edging services for all bedding on campus, herbicide application, and snow and ice removal on a per-incidence basis. The Government will conduct site visits between June 2-4, 2026, or June 9-11, 2026, from 10:00 AM to 1:00 PM, coordinated with the Contracting Officer's Representative. This is a new contract, as the VA Medical Center's facilities employees currently provide these services. The solicitation requires minimum insurance coverage including Workers' Compensation (employer's liability of at least $100,000), General Liability ($500,000 per occurrence), and Automobile Liability ($200,000 per person; $500,000 per occurrence; $20,000 property damage). No equipment storage space will be provided, though temporary daytime staging is permitted during active work. Pricing will utilize a "not to exceed" (NTE) format for snow removal and deicing services, with any services anticipated over that amount requiring prior Contracting Officer approval and funding authorization. The amendment includes references to Attachment A (Landscaping Improvement Key Plan) and Attachment B (Snow and Ice Removal Plan).

Answer: See amendment attachments.
5. The solicitation references CL‑120 Supplemental Insurance Requirements. Please provide this attachment and any additional clarifying insurance requirements applicable to this contract.
Answer: ?## SUPPLEMENTAL INSURANCE REQUIREMENTS In accordance with FAR 28.307-2 and FAR 52.228-5, the following minimum coverage shall apply to this contract:
(a) Workers' compensation and employers liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.
(b) General Liability: $500,000.00 per occurrences.
(c) Automobile liability: $200,000.00 per person; $500,000.00 per occurrence and $20,000.00 property damage.
(d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.

6. Please confirm whether pest, rodent, wildlife, or burrowing animal control (e.g., gophers, moles) is included in the scope of work. The SOW references herbicide application but does not address pesticide or wildlife control requirements.

7. Section 8.2 states that no space will be provided for storage of equipment or materials. Please confirm whether this applies to landscaping equipment as well as snow removal equipment, and whether temporary daytime staging is permitted during active work.
Answer: No space will be provided to store landscaping equipment, either. Temporary daytime staging is permitted during active work, but the VA facility is not responsible for any misplaced or missing equipment in any given situation.
