That answer was a typo. Yes, the VA will accept physicians who are Board Certified or Board Eligible.

Question 20 asked if the 1 room for the audiologist, in addition to and separate from the 5 telehealth rooms? And the answer was yes. However, in Question 30 asked how many telehealth rooms (by type) the VA requires in this facility and if the VA would like exam tables in the rooms and the VA's response was 1 Teleretinal room, 1 Tele spirometry room, 1 general exam room with exam table, 1 audiology room. These two answers contradict each other. Will the VA please clarify the number of rooms needed for tele-pharmacy, tele-retinal, tele-psychiatry, tele-health exam, audiology, and optometry rooms are required? (Re: A00004 Question 20, 30)

Question 22 asks if one of the 3 exam rooms per teamlet required to be a women's exam room and if so, does each PACT Team need to have an appropriate exam room to conduct the annual women's health exam? The VA's response was, "each designated women's health provider shall have an appropriate exam room to conduct the annual women's health exam. At least 2 providers are required at all times." Is the contractor staffing the clinic in accordance to the CLINs outlined in the Price Schedule or to 2 full time providers in order to be available at all times? (Re: A00004 Question 22)

The contractor is required to have a minimum of two (2) certified women’s healthcare providers credentialed staff at the clinic at all times. You do not have to have more credentialed women’s health providers on staff on a day to day basis. Rather there must be a minimum of two (2) credentialed women’s healthcare providers assigned to the clinic so one is working while the clinic is open to ensure sufficient coverage of women’s healthcare needs.

The question was asked how many exam rooms and how many consultation rooms the VA requires per PACT team and the VA's response was 3 exam rooms and 2 consultation rooms. However, in the RFP, Section 12 on page 91 it states, "there will be a total of two (2) consultation rooms to be shared by all teamlets." Is this being amended to 2 consultations rooms per PACT team? In the recent Q&A released on 4/28/25, the Government offered a series of answers regarding women's health exam rooms which require additional clarification to ensure the Offeror is in compliance with requirements. Can you please confirm the number of women's health exam rooms required for the Holly Springs CBOC, given that the number of female Veterans assigned to the clinic is 144 (Q&A #6)?

VA will be responsible for the equipment. There will be (1) room with a minimum of 125 square feet with carpeted flooring, upper cabinetry with lower workstation on one wall, a desk that is a minimum of 3 feet wide, (3) chairs, and a total of (4) network access ports with port (1) located on each wall inside the room. The room will have a lock on the door with keys only kept by the VA, office manager, and housekeeping.

Could the VA provide a detailed list of all VA staff that will be onsite at the clinic and the approximate number of days per week they will be present? Could you also verify how many offices you will need?

To support accurate pricing and resource planning for onsite medication administration, would the VAMC be able to provide historical data reflecting the types and frequency of medications administered onsite over the past 12–24 months? We understand the logistical limitations around sharing the current medication list due to pharmacy constraints as outlined in the Q&A. However, access to historical utilization data (in any format type) would significantly reduce the risk of assumptions and ensure realistic and responsible pricing aligns with the clinic’s operational needs.

In a follow-up to Q&A #22, we were hoping to clarify if the total count for women’s health providers is two overall. Other answers confirmed that two women’s health rooms were required but we wanted to ensure that two women’s health providers were required because it deviates from the standard PACT minimum requirement.

Yes, 2 women’s health providers are required at all times. See response to question 7.

For the VA IT room, the RFP requires a magnetic door lock opened by key card that is connected to a system that logs all entries. Since this would be a stand-alone system and a cost driver for the VA, would it be acceptable to use a deadbolt lock on the VA IT room door as is the standard in all other VA contracted CBOCs?

It must be a VA PIV card. The room also cannot be shared with their IT equipment. The PIV reader must be connected to a Panel which then connects to the VA Network. The lock would be an electrified storeroom mortise lockset or a Storeroom mortise lockset with an electric strike. Wiring for the PIV reader, panel and lockset would be required. A mag lock is NOT required by VA Handbook 0730.
