68 RFP Factor 3 – Past Performance –requires offerors to submit PPQ’s from clients directly to the Contracting Officer. Since many federal Contracting Officer’s refuse to complete PPQ’s and tell us that they have already completed a CPAR’s, can the CPAR evaluation be submitted in lieu of the PPQ if it is an applicable federal project? We often have a difficult time getting the client to complete PPQ’s over and over again for the same project when a CPAR has already been completed and entered into the federal system since they believe this to be redundant. We also find that the client has often left their position through retirement or transfer and is no longer with the agency.

A PPQ is preferred and will be sent to the CO directly from the client, copies are not to be sent to the contractor. If a CO refuses to provide a PPQ a CPARS will be accepted.

103 If the Emergency nurse call station is needed in toilet B-413B, please confirm what the wall finish is. Is it wall tile which will need tile patching or is it painted gypsum which will need patching and painting?

Finishes for the restrooms are shown on A-404

104 Plan 3/ET-401 shows a symbol labelled “F” in each of the restrooms. There does not appear to be a legend identifying what this label is. Please clarify.

See Fire alarm symbol legend ET-001 ACG

105 Note #4 on 3/ET-401 calls for existing door operator to be reinstalled and connected to the existing operator circuit. There is not a note to remove the existing operator. Please clarify this work.

Preserve and protect existing operators for re-use. Clean and re-install as per drawings.

106 Note #11 on Riser Diagram 1/ET501 calls for integration to other systems. It is our understanding this nurse call system is to be stand alone and will not communicate with the existing nurse call system on campus.

Please clarify.

Nurse call system is a standalone. VA/ACG

107 After a complete review of the Nurse Call specification, it appears the intent is for a new Rauland system to be installed in the ASU/PACU areas with a full integration into the existing Rauland nurse call system (campus wide). See spec 14 72 23 2.1.B “The New Nurse Call System and Code Blue shall match the existing Rauland Borg Responder R5 nurse call system. All new components and operation system provided shall be 100% compatible with the existing Nurse call system as shown on the drawings and specified herein.” However, it has come to our attention that the existing campus wide nurse call system is Hill-Rom., not Rauland. These two systems do not integrate with each other. Therefore, we cannot bid this project without the following information:

a. Is the existing system (potentially Hill- Rom) currently getting upgraded to allow expansion of devices?

b. Is the intent for the new nurse call to integrate with the existing campus wide system?

c. If the new nurse call must integrate, what is the existing system; Hill-Rom or Rauland.

d. Is the intent for the new nurse call to stand alone?

Disregard Specification 27 52 23 paragraph 2.1M

VA/ACG

108 Please provide a correct and updated nurse call specification which includes the correct intent (i.e., stand alone or integrated systems), name the correct system to be provided for in our proposals, correct any contradictions between the stand alone and integrated systems.

109 Are stainless steel grab bars required to be installed in Toilet Room B-413B

Yes, install stainless steel grab bars, 36" horizontal behind toilet, 42" horizontal and 18" vertical on side wall - see standard mounting heights on A-001.

Contractor to provide blocking at all attachment points and repair wall finish to match adjacent finish.

110 Will the VA accept an alternative nurse call system to the one proposed in the design documents?

In lieu of the basis-of-design standalone nurse call system, the VA will accept a Hillrom nurse call system designed by Hillrom and connected to our existing hospital wide Hillrom nurse call system.

The new equipment closet proposed in Room C-411 is deleted from the work.

The VA is able to accept a Hillrom nurse call due to a recent ongoing upgrade to the

End of Amendment existing Hillrom nurse call system.
