About this file
This price schedule and related federal contract opportunity provide details for an upgrade to the 480V electrical system at the Robley Rex VA Medical Center. The contractor will install a new 1150 KVA outdoor transformer with pad and barrier walls to feed the 480V switchgear in the sub-basement. The upgrade will correct wiring deficiencies for CAT scan rooms and move electrical feeds for several air handlers, chilled water pumps, and controls to emergency power circuits. The period of performance is 210 days from notice to proceed. The contractor must prepare a phasing plan to minimize electrical outages and may need to work outside normal hours. Upon completion, the contractor will provide as-built drawings and O&M manuals to the VA. The price schedule template requires the contractor to provide itemized pricing for labor, materials, equipment, taxes, overhead, profit, bonds and permits for the project divisions. Deductive alternates may be proposed to reduce the base bid scope of work. The related federal contract opportunity is solicitation number 36C24921R0084 issued by the Department of Veterans Affairs for the upgrade at the Robley Rex VA Medical Center.

| Base Offer Item 1 | INSTRUCTIONS |
| 1. It is the intent of this pricing schedule to provide all the divisions of work associated with this project per the original design. Alteration or changes made to this schedule must clearly highlight and identify the proposed additional work as perceived by the Offeror. | |
| The contractor shall furnish all materials, equipment and labor necessary to install the new 1150 KVA transformer with pad and barrier walls, and upgrade the 480V electrical system per specifications and drawings. It is the intent of these drawings and specifications to install a new outdoor 480V transformer to feed the 480V switchgear in sub-basement 1, to correct wiring deficiencies for CAT Scan rooms, and to move the electrical feeds for several air handlers and their associated chilled water pumps and controls to emergency power circuits. |
The contractor shall furnish everything necessary to do this, whether or not all items are specifically called for in these plans, specifications and/or drawings. The period of performance is 210 days from receipt of notice to proceed. Construction services will incorporate all applicable VA Construction Guidelines.
Contractor shall prepare and get VA COR approval for a phasing plan to minimize the number and duration of electrical outages. To minimize disruption to hospital operations work may need to be completed outside of normal business hours such as evenings, nights, weekends and holidays.
At the completion of the project the contractor will provide drawings in AutoCAD 2013 format and operations and maintenance (O&M) manuals in Microsoft Word and PDF formats. The contractor will provide to the VA four CDs with all drawings and O&M manuals and four sets of drawings at completion of design. A future site visit will be made by appointment with COR and contractors to verify existing conditions.
2. Lump sum price breakdowns will not be accepted. Lump sum price breakdowns are defined as a single price provided by the contractor for one division when each division has been broken down in price to a greater degree;
3. Divisions must still be listed even if not applicable to the construction requirement;
4. The information above does not propose to include all possible division or subdivisions needed for the requirement referenced above. Contractors shall provide all prices for each categorical column above and break down each specific division to the greatest degree possible, similar to what is referenced above. Utilizing this template in the contractor's proposal does not in any way require the Government to accept the price breakdown that is provided by the contractor or prevent the Government from requesting a further price breakdown.
