Answer: Refer to specifications 09 0516 and 09 6519 and attached Tiling spec 09 3013 which should be submitted as an addendum item.
48. General note I on sheet A-001 references lead paint abatement and encapsulation. Sheet A-002 indicates that all existing painted surfaces are lead containing paint. However, there is no indication as to the method of lead paint abatement. Pertaining to all lead painted walls, ceilings, steel structure, etc. to remain, does the lead paint need to be fully abated by chemical peel, fully abated by mechanical means, scraped of loose paint and encapsulated or some other method? Our abatement vendors cannot begin their lead abatement estimates until they know the method of lead abatement. Therefore, we respectfully request an expedited response for this question ahead of all others.
Answer: The Specification is for disturbance for lead-based paint. Means and methods are determined by contractor. Per Specification SECTION 02 83 33.13 Contractor shall remove loose paint and clean up loose paint debris. Following removal/clean-up of loose paint the contractor shall use a lead paint encapsulating product applied in accordance with the manufacturer’s instructions to stabilize the remaining paint.
49. Factor 3 – Past Performance – Would the Contracting Officer allow for CPARS to be emailed directly to the Contracting Officer by March 19, 2021 at 4PM, or to be included as an addendum that does not count against the page requirement in the final proposal, instead of the PPQs to be completed by the project Point of Contact? It is often difficult to obtain PPQs due to the busy nature of Contracting Officers, particularly for projects where they have issued a CPARS report.
Answer: If PPQ’s cannot be obtained, CPARS are acceptable. All stated due dates, submission methods and page limitations remain unchanged.
50. Page 6 of the RFP states that “Proposals are to be submitted via email AND hard copy to the Contracting Officer, Matthew Whisman. Offers shall submit three (3) hard copies of completed proposal (a. Technical & b. Price) to the address shown below as well as a complete proposal emailed to the email address shown below.” We would request an exception to this requirement; Bid bond hard copies can be shipped prior to the bid date while only electronic copies of the proposals shall be submitted on the actual bid date.
Then, hard copies can be sent and received on a date set by the CO post bid, perhaps 3 business days after the bid date on March 24, 2021.
Answer: Though it’s recommended to still send an electronic copy of the bid bond, all stated submission requirements remain unchanged.
51. If hard copies are required, either on the bid date or after the bid date, how many copies are required? Page 6 of the RFP says to email and submit 3 hard copies, section 13a on SF1442 says sealed offers in original with 1 email copy. Which is correct 1 or 3 hard copies?
Answer: Offerors are to submit three (3) hard copies and one (1) electronic copy of a complete proposal (Technical & Price).
52. The RFP line item #11 says project to be complete in 455 calendar days, however, the RFP Technical Proposal Subfactor 2a Standard for Acceptability says project completion to be achieved in 270 calendar days. Which duration is correct, 455 days or 270 days?
Answer: The correct project duration is 455 days.
53. What is Building Seismic Design Category?
Answer: B
54. What is Building Importance Factor?
Answer: Not sure how relevant. See specs.
55. On the Solicitation, SF 1442 Block 17 has one Offer Item. The Specifications 01 00 00,
1.3 Statement of Bid Items has Items I, II and III to bid. Sheet CU-003 Demolition Note E has an Add Alternate #1 to Remove Existing E85 Tank. Can you provide a Bid Schedule for this project?
Answer: This project has no bid alternates; these references are not correct. Ignore any references to bid alternates.
56. 01 00 00 1.3 Lists three bid items; Bid Item I appears to be all construction except the electrical and mechanical, Bid Item II is all Electrical work, and Bid Item III is all Mechanical Work. Does the GOV want the GC’s proposal amount broken out in these three bid items or should it only be one lump sum?
57. If the bid items are required to be broken out, please clarify the following: does Bid Item III Mechanical work include all plumbing and HVAC or just HVAC?
58. 01 00 00 1.12 seems to require a full site survey by a registered land surveyor. Can you confirm if this is actually needed and what areas will require a survey and documentation in the form of a PDF survey plan?
Answer: Just the new driveway area, no other areas are changing.
59. Will the areas around the building need to be surveyed as well as the areas around the fuel equipment to be removed?
Answer: Just the new driveway area, no other areas are changing
60. 01 00 00 1.23 requires a large post and panel construction sign. Typically these signs require an aluminum panel with the project info and a rendering of the finished building printed on the aluminum panel. Is that required for this construction sign?
Answer: Complete per specification.
61. Is a safety sign with post and panel also required for this project?
Answer: Refer to spec section 01 0000 and 01 3526. The VA may choose to waive this requirement following award.
62. 01 00 00 1.24 requires photo documentation for the duration of this project. Can this requirement be met by the GC in-house using Procore’s pinned photo organization using daily/weekly/monthly progress photos taken by a member of the project management team who is experienced in documentation of a project’s progress?
Answer: Yes, posts should be made weekly, at minimum.
63. Spec 01 35 26 1.7.C says the SSHO must be a separate individual for the GC from the super and the QCM. However, with the limited scope of this project and the small size of the building, we would ask that an exception be given to allow the superintendent to fulfill the role of the SSHO and the QCM.
Answer: SSHO can also be the superintendent and QCM.
64. Sheet CU-003 has a requirement to demo an underground storage tank as an Add Alternate #1. There are not any details as to the size or configuration. Can you give us some additional details such as the tank size in gallons, tank material, double or single wall, piping material and size and how much product is in the tank?
65. Specification section 01 00 00, 1.24 Photographic Documentation requires the contractor to hire a professional photographer. There is also a requirement for BIM interface capabilities. Is this required or can the Site Superintendent take the pictures?
Answer: Superintendent can take job pictures
66. Specification Section 01 35 26, 1.7 states that the SSHO has to be a separate qualified individual from the Prime Contractor’s Superintendent and / or Quality Control Manager with duties only as the SSHO. This will require two full time personnel on the General Contractor’s General Requirements for the duration of the 455 days and will add costs to the project. Can the Superintendent act as the SSHO?
Answer: Yes, SSHO can be same individual as Superintendent and QCM.
67. Specification Section 01 45 00, 3.4, B requires the QCM to be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of PM or SRE to determine qualifications based on project complexity at construction review 3 years construction experience on construction similar to scope of the contractor. There is also an Experience Matrix Table below 3.4, C with required experience. The Solicitation has requirements for Key Personnel including the Site Superintendent who can share the role as the QCM. Can he QCM have the same requirements as the Site Superintendent in the Solicitation.
Answer: A graduate professional is appropriate for the project, a superintendent can also be the QCM.
68. Demo Coded notes C and D refer to Add alternates # and #2 however, there does not appear to be any reference to these in the RFP, or the specs. Should these items denoted as add alternates be priced as alternates, as base bid, or left out of the scope entirely?
69. Do the existing metal trench cover and angle embed at trench edges get removed to allow infill or does the steel angle embed remain?
Answer: These will not prevent proper infill, so this is the Contractor’s preference.
The drawings do not require or prevent the steel angle embeds from being removed.
70. There is an existing HM door frame between the new rooms labelled Corridor 103 and Corridor 115. The First Floor Plan A-101 shows a new door at this opening, please confirm that the existing HM frame is to be removed.
Answer: Remove and add new door frame. There will be a new cased opening here.
Refer to details C/A-501 and N/A-531.
71. Sheet SB-101 shows new 2” concrete topping to be constructed on the entire existing slab at the First Floor. Presumably, this will affect the existing door opening heights and the sizes of the new doors at these openings. Will the door opening heights accommodate the new frames or the masonry above the opening need to be demoed to allow the header to be raised and a new lintel installed? This appears to apply to the following new doors:
a. Door 115 in Corridor 115
b. Door 100-A at the Vest 100
c. Door 112-A at the Stair ST-A
d. Door 113 at the Tool Room 113
Answer: Per the drawings, existing frames will get new doors with heights to coordinate with new floor topping. Either way, these will need to be verified in field prior to door fabrication.
72. Sheet SB-101 shows detail marker 2/SB-501 at what appears to be an existing trench to be infilled. However, the detail 2 on sheet SB-101shows a knee bracing at structural framing. Please provide the correct infill detail for this trench.
Answer: You are looking at detail 2/SF501, not SB501. See detail 2/SB501, Fill Trench Detail.
73. As referenced above, where does the detail 2/SB-101 apply on the plan?
Answer: See answer above. The knee bracing is on sheet SF101, plan 1. Detail 2/SB501 is for filling in the trench. SF is for framing and SB is for slab/foundations.
74. There is large equipment in the mezzanine area labelled on the new plans as IT 202 and Elec 201. Presumably all of this large equipment and piping needs to be removed to allow for the new room layouts in these areas.
Answer: Correct.
75. Sheet A-001 calls for the sides of two of the existing openings for new overhead doors to be demoed and enlarged. This will involve saw-cutting and tooth jamb of the block and brick at both sides of each opening as well as saw-cutting and demo of the concrete wall at the bottom. Currently there is an existing lintel supporting the header of the overhead door and the sill of the large window above. It appears from detail B/A-531 that the existing lintel beam is to receive a new steel plate welded to it to support the overhead door assembly. Will this existing lintel remain to be reused or will the lintel need to be replaced?
Answer: Refer to the Structural drawings. Per the architectural drawings, this lintel is to remain.
76. Spec section 21 13 13 1.3.A.4 Flow test information is blank. Please provide static pressure, residual pressure and GPM flow rate. It is understood the successful fire protection contractor to perform a separate flow test as required by NFPA once project has been awarded, however, without this information the Sprinkler bidders will all quote different sized piping and other components, thereby resulting in large variations in pricing. To ensure all Sprinkler bidders are bidding apples-to-apples it is imperative that this information is provided.
Answer: For hydrant PO103: Static Pressure 80 psi, pitot pressure 24 psi, flow 1871 gpm. For hydrant PO104: Static Pressure 80 psi, pitot pressure 38 psi, flow 2354 gpm. Residual pressure for all campus hydrants is unknown. The data is from a flow test on 6/25/19.
77. Details A/A-531 and H/A-531 show a material labelled 04 20 00.J11 which corresponds in the materials legend to Weeps with wicking material – spaced 24” oc. It appears these new weeps are installed in existing concrete walls. If the weeps are new, how are they to be installed in an existing concrete wall? It seems as though a section of concrete wall about 12”x12” would need to be removed thru the thickness of the wall to install the wicking material then pour back around the weeps. Please clarify.
Answer: This is a means and methods question. Your interpretation of the drawings is correct. However, it seems as though smaller core drilling of the concrete could be done to install rope weeps, for example.
78. It is not clear which walls are to receive these new weeps. Judging from the sections A and H on sheet A-531, it shows the weeps in one wall in the ground manager office, the tool room and the break room. However, it seems these weeps would need to be installed at all of the exterior walls. Please confirm if the weeps need to be installed at all exterior wall, including the Grounds Maintenance Garage, the Lower-Level Pump Room 001 and the Receiving 114.
Answer: Weeps are only necessary at walls receiving insulated furring on the interior.
79. Regarding the weeps, the detail H/A-531 shows the weeps installed at the level of the new joist/concrete floor and A/A-531 shows the weeps at the level of the existing slab on grade. Is this correct? Do the weeps get installed around the perimeter of the slab on grade and around the perimeter everywhere the new joist/floor slab is at an exterior wall.
Answer: Correct.
80. These same details A and H on A-531 show a metal flashing at the new weeps. If these weeps are individual components installed at 24” oc, how is there a continuous metal?
Answer: The metal flashing is continuous at the canted saw cut (03 3000.G1) which should be cut continuous across the wall where drainage mat is present.
81. Has the flaking yellow paint on the handrail into the hopper catwalk been tested for lead?
Answer: Yellow paint was collected from the ladder within the building and Terracon presumed this material to be consistent with the handrail paint. (78,000 PPM) See SECTION 02 83 33.13-page 2.
82. If the hopper handrail paint is lead paint, does it need to be totally stripped, scraped and painted or left as is?
Answer: If hopper handrail is to remain and not be completely removed, then remove loose paint and stabilize the remaining paint. See SECTION 02 83 33.13.
83. It appears all of the exposed concrete structure above in all areas also has lead paint but I do not find a reference to abatement/scrape and encapsulate the ceilings on the plans.
Please confirm if the exposed concrete and steel ceilings are lead paint and if they are to be included in the scope of work.
Answer: See SECTION 02 83 33.13 Contractor shall remove loose paint and clean up lose paint debris. Following removal/clean-up of loose paint the contractor shall use a lead paint encapsulating product applied in accordance to the manufactures instructions to stabilize the remaining paint. Ceiling and Wall Paint are both assumed to be lead containing paint.
84. If the exposed painted structure above in all areas is lead and in the scope of work, does it require full abatement by chemical/mechanical methods or does it require scraping of the loose paint and encapsulation.
Answer: Scraping of loose paint and encapsulation of materials which are not being removed during the demolition phase. See SECTION 02 83 33.13.
85. Do the wall/floor mounted radiator heaters, such as those in the restrooms, get removed along with the other boiler equipment and piping?
Answer: Yes
86. Does the existing coal dust/residue in the coal hopper require hazardous abatement prior to cutting, removal and disposal?
Answer: Contractor should follow applicable OSHA regulations.
87. There are many locations where large existing pipe penetrates thru a masonry wall. With all of the existing piping getting removed, what is to be done about the large penetrations in the masonry walls? Will they need to be infilled or can the be left as is?
Answer: Left as is. Most will be covered with furring wall in inhabited areas.
88. If the penetrations in the existing masonry walls are to be infilled can they be infilled with a fire rated framing and gypsum assembly or will they require new masonry infill?
Answer: See above.
89. If the penetrations are to be infilled, can the AE provide an assumed quantity of penetrations for infill so all GC’s are bidding apples-to-apples? If not there will be wide variation for this work between bidders as everyone will have a different count. At initial review I count a few dozen pipes going thru a masonry wall include those at the exterior walls.
Answer: See above.
90. The concrete wall at the North Wall of the Lower-Level Pump Room 001 is severely spalling and cracking with large chunks of concrete popping of the walls and exposing rebar. Should this work be added to scope of this project?
Answer: This wall and the floors in this area are old, but structurally sound.
91. If the concrete spalling at the pump room wall is to be added, please provide ample details as to the method and level of repair for this wall and the quantity of repair to be performed at this area. See the two photos below showing the spalled and broken concrete.
Answer: See response above.
92. Do the interior windows W1, W2 and W3 sit on top of a solid surface wall cap? If so please provide a detail showing the width, thickness and profile of the solid surface wall cap.
Answer: No, they do not sit on a solid surface wall cap.
93. Interior elevation B/A-401 shows a section marker on the new cabinets 1/A-561.
However, there is not A-561 sheet included with these plans. Please provide the correct section marker and section for this cabinet.
Answer: Revised A-401 to be included with addendum with this detail added.
94. Section F/A-401 calls for under cabinet light fixtures at wall cabinets. However, there does not appear to be any light fixtures referenced on the electrical plans for these under cabinet lights. If lights are required at the wall cabinets, please provide detailed information about the fixture model, the exact locations and quantities.
Answer: Undercounter lights not required.
95. Sheet A-401 show equipment M1 Hydraulic lift – Ref Division 14. This piece of equipment is listed as Alternate #3 to be furnished by the Owner and installed by the contractor. Please answer ALL of the questions below:
a. These items cannot be found on the plans, are they actually included in this scope?
b. Is this piece of equipment actually to be furnished by the Owner and installed by the contractor?
c. If furnished by the Owner, the Contractor will require the equipment model number and manufacturer so we can find the install manual. Otherwise, we cannot accurately estimate installation of this equipment.
