This statement of work is for the V.A. Tennessee Valley Healthcare System Police Dispatch Center, primarily located at the Nashville VA Medical Center, 1310 24th Avenue South, Nashville, TN. The purpose of this procurement is to procure three (3) all purpose and interoperable dispatch consoles for V.A. Police for use in operations in support of the V.A. TVHS’s mission and to ensure the safety and security of the V.A. Police, hospital staff, and its Veteran population. A 3-console dispatch center will allow the TVHS Police and Dispatch Center to connect to the local county police, fire, and EMS as well as between each of the four (4) TVHS campuses. It will also serve as a means for centralized leadership during contingency operations for natural disasters, symmetric and asymmetric events against facilities, and local disaster assistance, because TVHS Police Service is located is stationed in four locations (Nashville, Murfreesboro, Clarksville and Chattanooga, TN) the requested 3-console dispatch systems must, at a minimum, meet the following requirements:
• VOIP communications between all four campuses from each of the consoles.
• Repeaters at all 4 campuses to ensure optimal communications to minimize deadspace comparable to the existing coverage.
• Establish radio communications between V.A. Police Dispatch and state/local law enforcement and emergency management entities through TNAC or another source
• 3 call taking consoles capable of receiving internal 911 as well as routine incoming calls; the consoles will also require the following:
• Headsets and foot controls for all consoles
• Consoles should be able to accommodate the primary dispatch monitor, dual TVHS monitors, NCIC monitor and alarm monitors
• Portable radio identification when portables are keyed up
• Portable radio emergency/panic button identification
• Voice recording for all incoming/outgoing phone lines
• Voice recording of all radio transmissions
• Minimum of ten (10) up to maximum of twenty (20) programable radio channels
• Coordination with VA OIT to ensure bandwidth capabilities as well as infrastructure can accommodate new dispatch equipment, software and related dispatch programs
• There is equipment/wiring throughout the dispatch center that are part of the LYNX/C-CURE 9000/Video Monitor systems that may need to be moved around to accommodate new equipment installation.
