About this file
This document contains questions and answers regarding a solicitation for a Police Dispatch Center Package. The solicitation seeks a turnkey solution to upgrade radio equipment and dispatch software for four VA medical campuses. The selected vendor will be responsible for providing all necessary equipment, including repeaters, portable radios, and accessories, along with installation across all sites. The incumbent equipment includes Motorola 6000, 7000 and 8000 portable radios, though protocols and programming vary by location. The new solution must support transmission of radio ID and emergency alerts. Coordination may be required with other security systems during installation, but no integration is expected. The solicitation was issued by VA VISN 9 on behalf of the Tennessee Valley VA Healthcare System. Interested parties should monitor Beta.SAM.gov for amendments and must register in SAM to submit a quote.

Questions & Answers #2
Q.1. Is this a turn-key project?
A.1. Yes, this is a turn-key project.
Q.2. The Price/Cost Schedule doesn’t have any lines for installation, should each item listed be for parts only, and the installations as a separate item?
A.2. Provide a Lump Sum cost for each line item and with each line item provide a breakdown of costs for that line item that includes parts and installation. Being unsure what a vendor’s approach will be it is difficult to provide a Price/Cost Schedule template. When the award is executed the line items will have sub-line items that show the breakdown of costs.
Q.3. In the SOW; Repeaters at all 4 campuses to ensure optimal communications with no deadspace.
Q.3.a. By Deadspace are you only referring to only In Building Coverage at each facility?
A.3.a Deadspace across all campus(s) interior and exterior.
Q.3.b. Has an RF Grid Study been performed at each facility?
A.3.b. An RF Grid Study HAS NOT been done at any of the facilities.
Q.3.c. Please provide additional information for the repeaters per location to include frequencies, over the air protocol, and encryption (if used, what type):
A.3.c. We have a repeater at all campuses; we don’t have the information on the over the air protocol.

Q.3.d. Please provide any FCC license or other or approvals in listing any power restrictions or antenna limitations.
A.3.d None
Q.4. In the SOW its states; Portable radio identification when portables are keyed up. This is a function of the portable radio and can only be displayed if transmitted. Do the current portable radios transmit
ANI and if so, what protocol is it?
A.4. We operate Motorola 6000, 7000 AND 8000 portables, all of which have the emergency button feature. I can only refer you to the data sheets on those Motorola Series radios for technical information.
Q.5. In the SOW it states; Portable radio emergency/panic button identification. Are the current radios programmed to transmit an Emergency, and if so what protocol?
A.5. They are not programmed at this time. We have/will have our own Motorola programming software capability within the next 90 days, but the new equipment and dispatch software must be able to receive those alarms.
Q.6. In the SOW it states; Coordination with Johnson Controls on system interface related to LYNX panic alarms and C-CURE 9000 PIV, alarm and video monitoring systems. What is the expectation for this interface(s)?
A.6. The radio/dispatch equipment is standalone and will not require interface with the others listed.
This was a note that there is equipment/wiring throughout the dispatch center that are part of the
LYNX/C-CURE 9000/Video Monitor systems that may need to be moved around to accommodate new equipment installation.
