Q.1. Regarding the 911 Call Taking equipment, what type of SIP PBX are you using for the 911 calls?
A.1. The goal is to have 100 percent integration with telco and radio systems. That is, the ability to manage multiple calls, recording calls, and linking/contacting police radios all from the same console.
Current architecture would be to have only a SIP trunk with the VA enterprise network. The SIP trunk would need to pass caller ID information. Potentially, the system would include a server. From a vendor perspective, the Server can be on the VA enterprise network or it can be on the Dispatch private network. The preference would be for it to be on the VA Police Dispatch private network with a firewall which allows vendor to provide external support.
Q.2. Regarding the 911 Call Taking equipment, do you have an ALI onsite database?
A.3. No
Q.3. Regarding the 911 Call Taking equipment, do you get 911 transfer calls for local County PSAPs?
A.3 No. The 911 system for the VA is internal only. We don’t have the capability of transferring 911 calls out either.
Q.4. Regarding the 911 Call Taking equipment, how do you handle 911 calls today and do you get location of that caller?
A.4. 911 calls to the VA Police Dispatch center can only be made from internal VA phones only. When a 911 call is made on a VA phone line, the room number and call back extension is displayed on our CISCO call taking phones.
Q.5. Regarding the 911 Call Taking equipment, how many admin and 911 lines to you want to handle on the call taker phone?
A.5. Up to 4 incoming lines on each of the 3 consoles.
Q.6. Regarding the custom dispatch furniture is it possible to place one of the three positions into the Training Office shown on Attachment+B+-+Rough+Dispatch+Schematic?
A.6. Yes…that is the plan.
Q.7. Regarding the custom dispatch furniture can we assume there will be no requirement for a raised floor in the Dispatch or Training Room shown on Attachment+B+-+Rough+Dispatch+Schematic?
A.7. Correct. All wiring will run through the ceilings (drop ceiling).
Q.8. Regarding the Radio Dispatch and associated equipment is there an IT Equipment room provided or would the equipment rack(s) need to reside in either the Dispatch or Training Room?
A.8. The equipment racks would be in the “training room” adjacent to the current dispatch center along with one complete dispatch console.
Q.9. Regarding the 3-console dispatch systems please verify this means we are to propose 3 console positions at each of the four (4) TVHS campuses (Nashville, Murfreesboro, Clarksville and Chattanooga, TN).
A.9. No. There is a centralized dispatch center in Nashville. There will be three consoles there….none at the other campuses. All communications will come through the Nashville dispatch center.
Q.10. In the SOW “Repeaters at all 4 campuses to ensure optimal communications with no deadspace” is required as a minimum, however no data is provided to allow designs and no proof of performance test procedures explained.
A.10. Vendors interested on quoting this project may come to the station and conduct the necessary RF tests if they think it is necessary.
Q.11. In Questions & Answers #2 it was asked if there had been a Grid Study done and the answer was No. Because an RF Grid or like study can be very time consuming and expensive, it is typically incumbent on the customer to provide these along with building designs. Because of unique variables of any facility, such as building design/materials, unique dead spots (such as X- Ray areas), and signal interference each building would need assessment. There isn’t time to perform these within this RFQ deadline.
A.11. the RFQ has been extended 2 weeks.
Q.12. Two Way Radio Repeater coverage cannot simply be extended by adding repeaters (as Wi-Fi). It has been stated that all your facilities have repeaters however there is no documentation as to the current coverage and building designs to allow any design of a repeater system, BDA, DAS, simulcast, etc. Currently there may be adequate coverage at one facility and simply may need a new replacement repeater. The next may require an extensive survey and system to achieve the desired results.
A.12. We use Motorola 6000-8000 series radios. Line of sight radio transmissions with these radios works well across each respective campus. The repeater is needed to enhance the signal so that the deadspace is covered. The one repeater we have at each campus has been adequate to enhance the signal campus-wide. The two oldest repeaters (Nashville & York) are more than 15 years old and are still working fine. We’re asking that the Motorola radios we use be able to talk across a single campus and be able to communicate with the dispatch center in Nashville via VOIP.
