About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, Network Contracting Office 8 (NCO 8). The amendment, numbered 0004 and effective April 21, 2026, provides Phase 2 Requests for Information (RFI) Responses for solicitation 36C24826R0085 related to project 673-CSI-131, which involves the design-build installation of a CT Scanner (LDCT) at James A. Haley Veterans Hospital in Tampa, Florida. The contracting officer is Stacy Figlinski. The amendment requires offerors/bidders to acknowledge receipt prior to the hour and date specified in the original solicitation or as amended, with failure to do so potentially resulting in rejection of the offer.
The Phase 2 RFI responses address 35 questions from the contractor regarding project requirements for the CT scanner installation. Key clarifications include: adjacent patient prep and recovery areas will remain open during construction (no single-phase closure possible); no new separate equipment room is required; the existing scrub alcove will be removed without reinstatement; structural columns will not be modified; the VA will not provide a physicist for lead shielding design (contractor responsibility per SOW); updated floor plans will be provided; Class 2 imaging classification is required; asbestos testing and removal (if found) are contractor responsibilities subject to modification; a partial UPS system is planned; pre-construction mechanical system testing and balance is required; GE Healthcare will install the equipment (VA purchased it); and the design-build approach allows contractor flexibility on items such as lighting controls, equipment travel path modifications, millwork, and door specifications. The VA confirmed that medical gas shutoffs, structural drawings, and MEPFP as-builts are being provided as attachments.

YES
2. Can the area be closed to facilitate one single construction phase?-NO
3. Will adjacent multi-bay patient prep and recovery areas require new ceilings, floor finishes or wall finishes or other new work? -NO
4. Will new equipment require a separate adjacent equipment room or space elsewhere for related equipment? If so, where is this being proposed? -NO
5. Confirm project proposes removal of existing Scrub Alcove. Where will scrub functionality be moved to, and is this work included in the project scope? -Remove, not to reinstall.
6. Confirm the project scope will be limited to available area inside of the existing structure, and that no existing structural columns will be modified from current locations. -this is correct not modifying structural columns
7. Will VA provide physicist for lead shielding evaluation and design?- no the SOW calls that out, the VA only confirms it after the third party does the design.
8. Will VA provide a copy of current, new MRI plans for the space below the work area?-don’t currently have this as the design isn’t done, and it may change.
9. Will VA provide update to current floor plans?-yes
10. Notes regarding the VA-provided equipment layout drawing are added in red below. These concerns include non-compliant door clearances near the proposed control room and missing structural columns in two locations. -this is an D/B we will confirm and adjust all of this, as these are just prelim drawings and we may have to adjust it differently.

12. Please provide the most current GE Healthcare CT PDF set. On file we currently have a single pdf dated March 12, 2025. -Attached

17. Confirm that a pre-construction test and balance of the existing mechanical systems serving the area of work is required?- YES

19. Who will be responsible for the purchase of the new equipment? -VA already bought GE
20. Who will be responsible for the installation of the new equipment? -GE
21. Is the path of travel for the new equipment sufficient to handle the load of the new equipment? Will shoring be needed? -this is a D/B we are Designing this so we know all of this information
22. Will any modifications be needed to the travel path to allow for removal of the old and adding of the new equipment? -SAME as #21, other then no old equipment
23. Please provide the POC for the sales agent of the new equipment for coordination purposes. – your coordinate with the VA, as your work for the VA not GE
24. Please verify which imaging class will be required.-Class 2

29. The preliminary drawing includes a partial UPS. Will the partial UPS remain, or will a full system UPS be required?-this should be a Partial UPS, but
