About this file
This document contains clarification questions and answers from offerors regarding RLP 36C248-26-R-0042, a General Services Administration (GSA) real property lease solicitation for space in Vero Beach, Florida. The clarifications address nine key topics pertaining to the solicitation requirements.
The agency confirmed that seismic safety requirements have been deleted from the RLP as they are not applicable to Vero Beach's non-seismic location. Green building certification requirements have been modified to allow compliance through either LEED or Green Globes certification at a single level, applicable to either Tenant Interiors (existing buildings) or New Building (new construction), with offerors using whichever standard applies to their specific proposal. The lease term has been revised to 7 years with 2 years firm; while the ideal scenario is full compliance with this term, the agency will consider alternative options if at least one compliant option is submitted. The Agency Special Requirements Exhibit has been updated to reflect 86% circulation factors per VA design guidelines, and the TR (toilet room) is specified at 87 NUSF (net usable square feet). A portable electric generator quick connection and associated transfer switch are required, but not the generator itself. The lease exhibits, including the Documents Incorporated in the Lease section, are informational templates to be completed by the Lease Contracting Officer following selection of the offeror. The space plan includes three workstations for Health Administration staff totaling 868 NUSF, with a reception/check-in area addressed separately in ASR Section C rather than in the detailed space plan.

5. CLARIFICATION FIVE
Attached is an excel spreadsheet version of the Space Plan set out in Section A. of the agency Special Requirements. The total Net Area (Programmable) square footage listed in this document is 10,824 sf, only 2,076 sf less than the desired ABOA. In order to meet VA design guidelines (including wall thickness), circulation needs to be added.
Lease Section 2.01 B.2 states, “ANSI/BOMA Occupant Area” or “ABOA” means the measurement standard (Z65.1-2017) provided by ANSI/BOMA for Occupant Area, which is “the total aggregated area used by an Occupant before Load Factors are applied, consisting of Tenant Area and Tenant Ancillary Area.” The Method A – Multiple Load Factor Method shall apply.”
Page 31 of ANSI/BOMA Z65.1-2017, when defining “Tenant Area” states, “Any portion within the demised boundaries of a Tenant Area that a tenant has Exclusive Use of (including, but not limited to Unenclosed Occupant Features, Non-Permanent Dedicated Restrooms, Elevator Lobbies, Circulation Area, and Occupant Voids) shall be considered part of the Tenant Area.
The overall concern is that you will not be able to achieve your listed room schedule for your desired programming at the current requested ABOA square footage.
Can the agency re-evaluate their desired square footages set out in ASR – A. Space Plan IAW
